5.4 Approval of a Five-Year Custody Officer Services Agreement in Fiscal Year 2023-\n2024.\nRECOMMENDATION: Staff recommends that the Mayor and City Council approve a five-\nyear contract with Allied Universal Security Services for custody officer services in an\namount not to exceed $1,945,153.28 over the five-year contract term and authorize the City\nManager to execute the agreement on behalf of the City.

5.5 Consider Request from the Westminster Community Foundation for Start-Up\nFunding from the City of Westminster.\nRECOMMENDATION: Staff recommends that the Mayor and City Council consider the\nrequest for start-up funds from the City of Westminster to the Westminster Community\nFoundation and provide direction to staff.
