5.1 Award of Contract for the Westminster Boulevard Street Improvement Project from Goldenwest Street to Hoover Street, No. P-2564. RECOMMENDATION: Staff recommends that the Mayor and City Council: A. Approve the award of contract to the lowest and responsible bidder in the amount of $1,123,000.00 to Onyx Paving Company, Inc. and that all other bids be rejected; and B. Authorize a 10% contingency in the amount of $112,300.00 for potential change orders; and C. Authorize the City Manager to execute the contract on behalf of the City, in a form approved by the City Attorney.
