16. Third Amendment to the Consultant Agreement for Construction Administration and Construction Observation services ("Third Amendment") between the City of Hawthorne ("City") and C&S Engineers, Inc. ("Consultant"). RECOMMENDED MOTION: Staff recommends that the City Council approve this Third Amendment and authorize the City Manager to execute the Third Amendment to the Consultant Agreement, conditional on receiving concurrence from the FAA to award the contract to the lowest and responsible bidder and conditional on receiving a FAA grant to fund the project.
