(INTRODUCTION) AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF ANAHEIM repealing Chapter 15.03 and adding new Chapter 15.03\nto Title 15 of the Anaheim Municipal Code pertaining to the California Building Standards Codes.\nORDINANCE NO. (INTRODUCTION) AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF ANAHEIM repealing existing Chapter 16.08 and adding new\nChapter 16.08 to Title 16 of the Anaheim Municipal Code pertaining to the California Fire Code.\nDetermine that the proposed ordinances are exempt from the California Environmental Quality\nAct (CEQA) under Section 15061(b)(3) of the State CEQA Guidelines because it can be seen\nwith certainty that there is no possibility that adoption of the ordinances may have a significant\neffect on the environment.\nAuthorize the City Clerk to schedule a public hearing regarding said ordinances and to publish\nnotice of said public hearing pursuant to Section 50022.3 of the California Government Code\n(public hearing scheduled for March 7, 2023).

Approve agreements with ALTA Language Services, Inc. and Language Testing International,\nInc., each in an amount not to exceed $350,000, to provide language proficiency testing services\nfor bilingual City employees to demonstrate target language competency, for a three year period,\nwith the option to extend up to two additional years; and authorize the Human Resources\nDirector, or designee, to execute the agreements, renewal options, and related documents and to\ntake the necessary actions to implement and administer the agreements.\n3 February 7, 2023

Approve agreements with Occupational Health Centers of California, dba Concentra Medical\nCenters (Concentra) and Occu-Med, Ltd. and an agreement, in substantial form, with Southern\nCalifornia Permanente Medical Group, in an amount not to exceed $600,000 for Concentra and\nan amount not to exceed $500,000 each for Occu-Med, Ltd. and Southern California Permanente\nMedical Group, to provide medical services to comply with occupational health and medical\nstandards, pre-employment medical evaluation services, and other employment medical services,\neach for a three year period, with the option to extend up to two additional years; authorize\nminimal changes that do not substantially modify the terms and conditions of the agreement with\nSouthern California Permanente Medical Group, provided the changes are determined to be de\nminimis by the City Attorney’s Office; and authorize the Human Resources Director, or designee,\nto execute the agreements, renewal options, and related documents and to take the necessary\nactions to implement and administer the agreements.

Approve the Clean California Maintenance Agreement with the Department of Transportation\nunder the “Clean California Beautification Program of 2021” which identifies specific mission-\ncritical maintenance services to be performed on and around the State right of way within the\nCity’s jurisdictional limits; determine that the projects to be performed under the agreement shall\nbe categorically exempt under the California Environmental Quality Act, Section 15308 of Title 14\nof the California Code of Regulations; authorize de minimis changes that do not substantially\nchange the terms and conditions of the agreement, as determined by the City Attorney; and\nauthorize the Director of Public Works to execute the agreement and to take the necessary\nactions to implement and administer the agreement.

Approve a License Agreement with the Anaheim Family YMCA for the free use of gymnasiums at\nthe Downtown Anaheim Youth Center and West Anaheim Youth Center during specified use\nhours, and to rent the gymnasiums at a reduced rate of $30 per hour during scheduled hours\nwhen the facilities would normally be closed, for a period of five years with an option to renew for\nthree additional one-year terms; and authorize the Director of Community Services, or designee,\nto execute the agreement and related documents and to take the necessary actions to implement\nand administer the agreement.

Approve a Professional Services Agreement (Agreement) with Spatial Wave, Inc., in an annual\ntotal amount not to exceed $75,000 with a 10% contingency, to upgrade software used for real-\ntime water infrastructure maps, water outage notification and trace tool capabilities, related\nsupport and maintenance, additional software licenses, and as-needed professional services for a\none year term with automatic annual renewals thereafter; approve a License Agreement\n(License) with Spatial Wave, Inc. which provides the scope of use for the software, data, web\nservices, and documentation; and authorize the Public Utilities General Manager, or designees,\nto execute and deliver the Agreement, License, order forms, work orders, change orders, and\nrelated documents, and take the necessary, required, or advisable actions to implement, fund,\nand administer the Agreement and License.

Approve the Power Sales Agreement (Agreement) with the Southern California Public Power\nAuthority for the Sapphire solar and energy storage project, in the approximated annual sum of\n$6,600,000 for a 20 year term; and authorize the Public Utilities General Manager, or designees,\nto execute and deliver the Agreement and related agreements, including collateral assignment\nagreements, power scheduling agreements, and scheduling coordinator agreements as well as\ncertificates, opinions, disclosures, submittals, reports, filings, attestations, and any other related\ndocuments; incorporate amended Appendix Cs to the Agreement from time to time as a matter of\nadministration; and take the necessary or advisable actions to implement and administer the\nAgreement.\n4 February 7, 2023
