Approve Professional Services Agreements, in substantial form, with six consultants, each in an\namount not to exceed $200,000 per term for a term ending June 30, 2024, with two additional\ntwo-year extensions for a total amount not to exceed $600,000, for on-call environmental\nservices to support current and future Housing and Community Development Department\nactivities; authorize the Executive Director of the Anaheim Housing Authority, or designee, to\nexecute, implement, and administer the agreements; and authorize de minimis changes that do\nnot substantially change the terms and conditions of the agreements, as determined by the City\nAttorney’s Office (The Converse Professional Group, Dudek, EFI Global, Inc., Leighton and\nAssociates, Inc., Ninyo & Moore Geotechnical & Environmental Sciences Consultants, and\nPacific Edge Engineering, Inc).

Waive the sealed bid requirement of Council Policy 4.0 and authorize the Purchasing Agent to\nissue a master agreement to Mesa Energy Systems, Inc. dba Emcor Services Mesa Energy, in\nthe amount of $104,250, for parts and services needed to repair the Hall E chiller at the\nAnaheim Convention Center; and authorize the Purchasing Agent to issue the necessary\npurchase order, in the estimated cost of $200,000 plus applicable taxes, to acquire a\nreplacement compressor unit for the chiller.

Accept the proposal from Turbo Data Systems, Inc., in the amount of $273,615, for parking\ncitation processing and parking permits services for a one year period with up to six one-year\noptional renewals; and authorize the Purchasing Agent to exercise the renewal options in\naccordance with Request for Proposal #9665; and authorize the Purchasing Agent to issue and\nexecute the necessary documents to establish new agreements and to take the necessary\nactions to implement and administer the agreements.
