Approve the First Amendment to Agreement with StarTex Software, LLC, extending the original\nagreement for an additional five years and increasing the annual compensation to $57,540 with\nan annual escalator of 5% for user licenses and ancillary support and maintenance with a 15%\ncontingency for extra services; and authorize the Public Utilities General Manager, or designees,\nto execute the First Amendment and supporting documents, and to take the necessary actions to\nimplement, fund, and administer the First Amendment.

Approve Subscription Service and General Consulting Agreement with Power Costs, Inc., with\nimplementation costs of $1,050,000 and an average annual subscription cost of $912,531 for the\ninitial term, plus a 15% contingency for as-needed services, to implement, subscribe to, and\nprovide consulting services to support an Energy Trading and Risk Management System software\nsolution for an initial term of seven years with three one-year optional extensions; authorize the\nPublic Utilities General Manager, or designees, to execute related documents as necessary and\nto take the necessary actions to implement, fund, and administer the agreement, including\nextension letters; and authorize de minimis changes to the agreement (and related documents)\nthat do not substantially change the terms and conditions of the agreement, as determined by the\nCity Attorney’s Office.

19. Approve the Third Amendment to Agreement with Lyons Security Service, Inc. for security\nservices at The Salvation Army emergency shelter located at 1455 S. Salvation Place and\nsurrounding area, to extend the term of the Agreement by one year to July 13, 2025 and increase\nthe compensation for the Agreement by an additional $1,453,073.40, and an additional $150,000\nper year for any additional needed security services; and authorize the Housing & Community\nDevelopment Director to execute the amendment, as well as any subsequent amendments or\ndocuments necessary for the continuation or clarification of security services at The Salvation\nArmy emergency shelter and surrounding area, provided they are approved by the City Attorney’s\nOffice and do not increase the total compensation payable to Lyons Security.\n6 July 16, 2024
