(Continued) Hearing to Review Bidder Protests and Authorize the Award\nof Construction Contract for the Barnes Park Multi-Benefit Stormwater\nCapture Project (City Project No. CIP 21-198)\nIt is recommended that the City Council:\n1. Reject the bid protest submitted by KASA Construction; and\n2. If the City Council believes that Zusser Company, Inc. (“Zusser”) has\nprovided sufficient evidence to rebut the concerns that it is a non-\nresponsible bidder, the City Council should award the contract for\nthe Project to Zusser;\n3. Alternatively, if the Council believes that Zusser has not provided\nsufficient evidence to rebut concerns that it is a non-responsible\nbidder, the City Council should award the contract to Nationwide\nContracting Services, Inc. Company of Huntington Beach, CA in the\namount of $17,199,044.00 (and Authorize the Mayor and City Clerk\nto execute the contract with Nationwide Contracting Services, Inc);\nand\n4. Waive formal bid procedures pursuant to Section 34.23(C) of the\nBaldwin Park Municipal Code; and\n2. Authorize the purchase in the amount of $53,770.02; and\n3. Recommendation for Approval of Funding From the Measure BP\nStakeholders Oversight Committee (SOC) - Architectural Services for\nConcept Report for Proposed Sports Complex.\nIt is recommended that the City Council:\n1. Concur and approved the recommendation from the SOC for\nFunding from Measure BP Revenue for the preparation of a Concept\nReport for the development of a sports complex in the City for the\namount of $80,000.\n2. Authorize the Director of Finance to appropriate $80,000 from the\nMeasure BP Fund\n3. Direct the Chief Executive Officer and the Director of Recreation and\nCommunity Services to solicit Architectural Services via a Request\nfor Qualifications (RFQ) for this purpose.\nSTAFF REPORT

Approve the Requisition of Eleven (11) New Police Vehicles to the City's\nLease Program - Measure BP Stakeholders Oversite Committee (SOC)\nRecommendation\nIt is recommended that the City Council:\n1. Concur and approve the recommendation of the SOC for funding\nfrom Measure BP Funding for $1,056,00.00 plus $80,000.00 for\ncontingency at the discretion of the CEO for the lease acquisition of\neleven (11) Police Vehicles.\n2. Authorize the addition of eleven (11) new police vehicles to the City’s\nLease Program; and\n3. Authorize the Director of Finance to appropriate $1,136,00.00 funds\nfrom Measure BP (Fund #110) for this lease agreement; and\n4. Authorize the Director of Public Works or their designee to add\neleven (11) vehicles to the lease program to include:\n• 10 Dodge Durango Pursuit vehicles.\n• 1 Ford Mustang Mach-E Sport Crossover Utility vehicle.\n• Accessories, light bar, police cage, and support equipment. Consider and Approve a Transit Services Agreement with Southland\nTransit, Inc. for Bus Operations and Maintenance of the City's Dial-A-Ride\nand Fixed Route Transit Program and Approve a Compressed Natural\nGas (CNG) Refueling Agreement with the City of El Monte to Support the\nCity's Transit Program\nIt is recommended that the City Council:\n1. Approve a 1-year Transit Services Agreement (TSA) with Southland\nTransit, Inc. and possible extension of one additional year, and\nAuthorize the Mayor and City Clerk to execute the agreement; and,\n2. Approve a 1-year CNG Refueling Agreement with the City of El\nMonte and possible extension of one additional year and Authorize\nthe Chief Executive Officer (CEO) to execute the agreement; and,\n3. Authorize the Director of Finance to appropriate an additional\namount of $150,000 from Fund 244- Proposition A to ensure enough\nfunds are available to fund the program at the new rate.\nSTAFF REPORT
