h) REPORT ADOPTION OF AN ORDINANCE AMENDING THE ZONING MAP\n23-0665 (ZONE CHANGE (ZC) 23-01) AND TITLE 17 OF THE HERMOSA\nBEACH MUNICIPAL CODE (ZONING TEXT AMENDMENT (TA23-02))\nTO EFFECTUATE PROGRAMS IN THE 2021-2029 HOUSING\nELEMENT AND DETERMINE THAT THE ACTIONS ARE\nCONSISTENT WITH THE PLAN HERMOSA FINAL\nENVIRONMENTAL IMPACT REPORT PURSUANT TO THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\n(Community Development Director Carrie Tai)\nRecommendation: Staff recommends City Council:\n1. Waive the full second reading and adopt by title only an Ordinance of the City of\nHermosa Beach, California, amending the Zoning Map (Zone Change (ZC) 23-01) and an\nOrdinance amending Title 17 of the Hermosa Beach Municipal Code (Zoning Text\nAmendment (TA23-02)) to effectuate programs in the 2021-2029 Housing Element and\ndetermine that the actions are consistent with the PLAN Hermosa Final Environmental\nImpact Report pursuant to the California Environmental Quality Act (CEQA) (Attachments\n1 and 2); and\n2. Direct the City Clerk to print and publish the summary ordinances in a newspaper of\ngeneral circulation within 15 days following adoption and post it on the City's bulletin for\n30 days.

Approve the proposed first amendment to an agreement with Kosmont & Associates,\nInc. for real estate advisory services to increase the not-to-exceed amount by $17,000,\nresulting in a total not-to-exceed amount of $47,000 (Attachment 2);\n2. Appropriate $17,000 in General Plan Maintenance Fees from the restricted fund\nbalance in the General Fund to the Planning Division; and\n3. Adopt a resolution of the City Council of the City of Hermosa Beach authorizing\nsubmittal of application(s) for all State of California Department of Resources, Recycling\nand Recovery (CalRecycle) grants for which the City of Hermosa Beach is eligible\n(Attachment 1);\n2. Accept $75,000 in Round 2 grant funds from CalRecycle;\n3. Approve estimated revenue of $75,000 in the Grant Fund;\n4. Appropriate $75,000 in Round 2 grant funds to the City Manager's Office Department\nbudget for Fiscal Year 2023-24 for implementation of organic waste recycling programs;\nand\n5. Adopt a resolution approving the First Amendment to the Jilk Heavy Construction, Inc.\n(Jilk) Construction Contract for CIP 629 Municipal Pier Structural Repairs and CIP 660\nMunicipal Pier Electrical Repairs in the not-to-exceed amount of $268,511 (Attachment\n1);\n2. Approve an additional appropriation of $268,511 to CIP Project 629 Municipal Pier\nStructural Repairs from the RTI Under Sea Cable Fund and Capital Improvement Fund, to\nfund a concrete deck panel removal and replacement per a proposed change order\n(Attachment 4) from Jilk; and\n3. Authorize the Mayor to execute the first amendment to the proposed contract and the\nCity Clerk to attest, subject to approval by the City Attorney.

Approve a Professional Services Agreement with Pegasus Studios to provide\nbroadcasting services for an initial one-year term of January 1, 2024 through December\n31, 2024, with an option for the City Manager to extend for two additional one-year\nperiods, at a not-to-exceed amount of $70,000 per year (Attachment 3); and\n2.
