Reappropriate $72,000 in the Grant Fund for State Homeland Security Program grant\nand add estimated revenue of $72,000 in the Grant Fund;\n2. Approve a Professional Services Agreement with Am-Tec Total Security, Inc. to provide\nsecurity camera services for a one-year term ending December 12, 2024 at a\nnot-to-exceed amount of $53,382 (Attachment 3);\n3. Authorize City staff to establish a contingency of $18,618 with the remaining grant\nfunds for additional hardware as needed during installation and approve contract change\norders up to the amount of the approved contract contingency; and\n4. Authorize the City Manager to execute and the City Clerk to attest to the proposed\nagreement, subject to approval by the City Attorney.

Adopt a resolution authorizing the acceptance of $40,000 from the California\nDepartment of Alcoholic Beverage Control, Alcohol Policing Partnership Program\n(Attachment 2);\n2. Add estimated revenue of $40,000 in the Grant Fund; and\n3. Appropriate $40,000 in the Grant Fund for operations to reduce alcohol-related\nincidents.

Introduce by title only and waive first reading of an ordinance of the City of Hermosa\nBeach, California approving a Zone Text Amendment (ZTA 23-05), to amend portions of\nTitle 17 of the Hermosa Beach Municipal Code clarifying the City's regulation of\nadvertisement of Short-Term Vacation Rentals (STVRs) in all zones, and determine the\nordinance is exempt from the California Environmental Quality Act (CEQA) (Attachment\n1); and\n2. Direct the City Clerk to publish a summary ordinance.

Authorize the City Manager to execute a contract with Pacific Mobile Structures in the\namount of $246,949.89 for modifications and maintenance of the Bard Trailer (CIP 616)\n(Attachment 1);\n2. Appropriate additional funds from the Capital Improvement Fund in the amount of\n$21,645 to CIP 616 Bard Trailer Improvements;\n3. Transfer funds from the Public Works Administration and Engineering contract services\naccount in the General Fund in the amount of $32,566.36 to CIP 616 Bard Trailer\nImprovements;\n4. Authorize City staff to establish a 10 percent contingency amount of $24,694.99 and\napprove contract change orders up to the amount of the approved contract contingency;\n5. Adopt the attached resolution entitled "A Resolution of the City Council of the City of\nHermosa Beach, California Approving the Maintenance and Improvements of the Bard\nTrailer (CIP 616) Pursuant to Government Code Section � 830.6 and Establishing a\nProject Payment Account" (Attachment 2);\n6. Authorize the issuance of a Purchase Order to Netrix, LLC in the amount of\n$32,566.36 to purchase and configure IT equipment for the Bard Trailer (Attachment 5);\nand\n7. Authorize the issuance of a Purchase Order to M3 Office under qualifying cooperative\npurchase agreements in the amount of $29,284.47 for Bard Trailer office furniture\n(Attachment 6).

Authorize the Director of Public Works to establish a 30 percent project contingency\namount of $44,637 and to approve contract change orders up to the amount of the\napproved contract contingency;\n3. Adopt the attached resolution entitled "A Resolution of the City Council of the City of\nHermosa Beach Approving the Construction of CIP 696 Police Station Improvements\nPursuant to Government Code Section 830.6 and Establishing a Project Payment\nAccount (Attachment 3);"\n4. Authorize the Mayor to execute the construction contract and the City Clerk to attest,\nsubject to approval by the City Attorney; and\n5. Authorize the Director of Public Works to file a Notice of Completion following final\ncompletion of the project.

Introduce by title only and waive first reading of an Ordinance of the City of Hermosa\nBeach, California, approving Zoning Text Amendment (ZTA 23-02-B), to amend the Title\n17 of the Hermosa Beach Municipal Code (Zoning Ordinance) to add the Land Value\nRecapture Program for Affordable Housing, amend certain criteria for affordable housing,\nand determine the actions are consistent with the PLAN Hermosa Final Environmental\nImpact Report pursuant to the California Environmental Quality Act (CEQA) (Attachment\n1);\n2. Adopt a resolution amending the City Master Fee Schedule to establish fees for the\nLand Value Recapture program for affordable housing and determine the action to be\nexempt pursuant to the California Environmental Quality Act (Attachment 2); and\n3. Direct the City Clerk publish the summary ordinance.
