RESOLUTION CANCELLING THE JULY 3, 2023, CITY COUNCIL MEETING - Traditionally, the first\nCity Council meeting in July is cancelled due to the 4th of July holiday and reduced Council items\nrequiring action at the start of the new Fiscal Year. This item approves a Resolution cancelling the\nmeeting.\nRecommendation: That the City Council approve Resolution 23-31, cancelling the July 3, 2023, City\nCouncil Meeting.

ADOPTION OF ORDINANCE, NO. 1116 PERTAINING TO UPDATES AND MODIFICATIONS TO\nTHE CITYâS EXISTING ACCESSORY DWELLING UNITS (ADUs) PROVISIONS - The City Council\napproved the First Reading of Ordinance No. 1116, with amendments, pertaining to updates and\nmodifications to the Cityâs Accessory Dwelling Unit regulations on May 15, 2023. JPFA-66 GRANTING AN EASEMENT TO SOUTHERN CALIFORNIA GAS\nCOMPANY FOR UTILITY PURPOSES FOR 2909 ARROW HIGHWAY (VALLEY RANCHO MOBILE\nHOME PARK) - The attached resolution grants an easement to Southern California Gas Company for\nutility purposes at the Valley Rancho Mobile Home Park which is owned by the La Verne Public\nFinancing Authority. ANNUAL REPORT AND PUBLIC PROTEST HEARING FOR OLD TOWN LA VERNE BUSINESS\nIMPROVEMENT DISTRICT, FIRST READING OF ORDINANCE NO. 1118 REGARDING\nEXPENDITURE OF FUNDS, AND DETERMINING ACTION IS EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT - An annual public protest hearing is required to comply with State\nLaw, the Municipal Code, and By-Laws relative to the Old Town La Verne Business Improvement\nDistrict (District). The Council will review the annual report, the proposed budget, re-establish the\nDistrict, and modify the La Verne Municipal Code.\nRecommendation: That the City Council Adopt Resolution No. 23-32, approving the Districtâs Annual\nReport, proposed 2023-2024 Annual Budget, and the re-establishment of the District boundaries and\nassessment formula; and Introduce by title only and waive further reading of Ordinance No. 1118, âAN\nORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES,\nSTATE OF CALIFORNIA AMENDING CHAPTER 2.54.150 OF THE LA VERNE MUNICIPAL CODE\nRELATIVE TO THE OLD TOWN LA VERNE BUSINESS IMPROVEMENT DISTRICT ADVISORY\nBOARDâS EXPENDITURE OF CITY FUNDS,â and making a determination that the adoption of the\nordinance is exempt from the California Environmental Quality Act.

RESOLUTION ADOPTING THE 2023-24 COMPREHENSIVE FEE SCHEDULE - The Cityâs\nComprehensive Fee Schedule, established by Resolution 23-14, is reviewed each year in conjunction\nwith the annual budget process. Adjustments are made to reflect changes in the cost of services in\naccordance with State and local law. Water Quality Resin Changeout â Amherst Water Treatment Plant - This action will approve a sole\nsource purchase agreement for resin replacement (Cal Res 2109) from Calgon Carbon in the amount\nof $152,688. The media is necessary for the removal of perchlorate from drinking water.\nRecommendation: That City Council authorize a sole source purchase from Calgon Carbon for Cal\nRes 2109 perchlorate media (resin) replacement at Amherst Treatment Plant, including the removal\nand incineration of spent media, in the amount of $152,688.

3. STREET CLOSURE AGREEMENT FOR THE 2023 BONITA HIGH SCHOOL GRADUATION - The\nCity Council is requested to approve a street closure agreement for the 2023 Bonita High School\nGraduation. The request is to close the entirety of Durward Way on June 8, 2023, from 2:00 p.m. until\n9:00 p.m.\nRecommendation: That the City Council authorize the City Manager to execute an Agreement with\nBonita High School providing for a temporary street closure of Durward Way for the Bonita High School\nGraduation occurring June 8, 2023.

CONSIDERATION OF STREET CLOSURES FOR âEâ STREET AND 2ND STREET IMPROVEMENT\nPROJECT - The City Council is requested to approve a series of street closures to facilitate construction\nwork associated with the Enhanced Infrastructure Finance District (EIFD) project under construction on\nâEâ Street and 2nd Street.\nRecommendation: That the City Council authorize the Public Works Director to permit the temporary\nclosure of the intersections of âEâ Street & 2nd Street, and âDâ Street & 2nd Street during the weeks of\nJune 12th through 16th and June 19th through 23rd and any other dates for required work that will be in\nexcess of 24 hours to complete construction in a timely manner.

REQUEST FOR ADDITONAL APPROPRIATION â STREETS DUMP TRUCK - Due to supply chain\nissues and resulting increased prices, there is a need for an additional appropriation in the amount of\n$33,883 from the Street Maintenance Fund to the Equipment Replacement Fund for purchase of the\nStreets Dump Truck.\nRecommendation: That the City Council: authorize the transfer of $33,883 from Street Maintenance\n- General Fund to the Vehicle Replacement Fund â Fund 64; and Appropriate $33,883 in the Vehicle\nReplacement Fund â Fund 64 for the purchase of the Streets Dump Truck.

PURCHASE OF A NEW 7-8 YARD DUMP TRUCK â WATER DIVISION - This action will authorize\nreplacement of the Water Divisionâs 1993 Ford LN8000 Dump Truck in the amount of $194,997 and\napprove an additional appropriation of $117,029 from the Water Fund to complete the purchase.\nRecommendation: That the City Council: authorize the City Manager to execute a purchase order with\nVelocity Truck Centers/PB Loader Corporation in the amount of $194,997 for the purchase of a new\n2024 Freightliner M2 Chassis with a new 7-8 Yard tilt dump truck body, utilizing competitively bid\nnational contract from Sourcewell (Contract #080521-PBL). Authorize the transfer of $117,029 from the\nWater Fund (available within the Fiscal Year 2022-23 Operational Budget) and appropriate this amount\nwithin the Vehicle Replacement Fund.

LEASE AND SERVICE AGREEMENT FOR PRINTERS AND COPIERS - After a review of the current\nprinter and copier equipment service, staff determined that improved service and reduced costs would\noccur if they consolidated all the peripherals at City Hall and the City Yard. City Council is asked to\napprove the attached 5-year lease agreement with Kyocera Document Solutions West.\nRecommendation: That the City Council authorize the City Manager to execute a lease agreement\nwith Kyocera Document Solutions West, for printer and copier services, for a 63-month term at a base\nmonthly rate of $1,041.16.

RESOLUTION APPROVING A CLASS SPECIFICATION AND SALARY FOR CODE COMPLIANCE\nOFFICER - After a review of organizational structure and departmental efficiencies, the City Manager\nis transitioning code enforcement activities from the Police Department to the Community Development\nDepartment as of July 1, 2023. Code enforcement duties are currently the responsibility of the Police\nServices Coordinator position and a new classification titled Code Compliance Officer is being created\nto recognize the transition from the Police Department.\nRecommendation: That the City Council adopt the attached Resolution titled, âA RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, APPROVING A CLASS SPECIFICATION AND SALARY FOR CODE COMPLIANCE\nOFFICER.â

RESOLUTION ADOPTING A COOPERATION AGREEMENT WITH THE LOS ANGELES COUNTY\nDEVELOPMENT AUTHORITY FOR A NEW THREE-YEAR TERM - The City participates in the Urban\nCounty Community Development Block Grant (CDBG) program through the Los Angeles Community\nDevelopment Authority. The proposed Cooperation Agreement is for a new three-year term.\nRecommendation: That the City Council adopt the attached Resolution No. 23-29 titled, âA\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES,\nSTATE OF CALIFORNIA APPROVING PARTICIPATION IN THE LOS ANGELES URBAN COUNTY\nPROGRAMâ to receive Community Development Block Grants and authorize the City Manager to sign\nthe Cooperation Agreement.
