10. Citywide Landscaping and Lighting District No. 8 Public Hearing; Resolution providing for\nthe Annual Levy. On April 20, 2026, the City Council adopted a Resolution setting May 18,\n2026, at 6:30 p.m. as the date and time for the public hearing for the subject assessment district.\nThere is no proposed increase in the assessment from last year’s levy. It is proposed to set the\nlevy at the 1996-97 approved full year’s assessment of $249.70 per parcel.\nRecommendation: That City Council adopt the attached Resolution, providing for the annual\nlevy for Fiscal Year 2026-2027.

11. Maintenance District No. 84-1M, Esperanza Road Slopes; Public Hearing and Resolution\nproviding for the Annual Levy. The City Council will conduct a public hearing regarding the\nannual levy for Maintenance District 84-1M for Fiscal Year 2026-27. The proposed assessment\nremains unchanged at $8.00 per parcel.\nRecommendation: That the City Council adopt the attached Resolution, providing for the annual\nlevy for Fiscal Year 2026-2027.

12. Public Hearing to Consider Adoption of the City of La Verne 2025 Urban Water\nManagement Plan and Water Shortage Contingency Plan Update. The proposed item\nconsiders adoption of the City’s 2025 Urban Water Management Plan and Water Shortage\nContingency Plan Update, which updates the City’s long-term water supply planning and drought\nresponse framework in accordance with State requirements.\nRecommendation: That the City Council:\n1. Conduct a public hearing on the City's 2025 Urban Water Management Plan Update and\nWater Shortage Contingency Plan and\n2. Adopt a resolution titled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLA VERNE, CALIFORNIA, APPROVING THE 2025 URBAN WATER MANAGEMENT\nPLAN UPDATE"; and\n3. Adopt a resolution titled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLA VERNE, CALIFORNIA APPROVING THE 2025 WATER SHORTAGE\nCONTINGENCY PLAN"\nDISCUSSION CALENDAR

13. Approval of an Internal Loan from the Sewer Fund to the Water Fund and Adoption of\nRepayment Terms. Approval of an internal loan from the Sewer Fund to the Water Fund in the\namount not-to-exceed $4,000,000 and adoption of repayment terms in accordance with the City’s\nFund Loan Policy.\nRecommendation: That the City Council adopt the attached resolution titled “A RESOLUTION\nOF THE CITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, APPROVING AN INTERNAL\nLOAN NOT-TO-EXCEED FOUR MILLION DOLLARS FROM THE SEWER FUND TO THE\nWATER FUND AND AUTHORIZING DRAWS AND ADOPTING REPAYMENT TERMS.”

14. First Reading of an Ordinance Pertaining to Regulated Mobility Devices (e-bikes,\nscooters, etc.) The proposed ordinance adds Chapter 10.80 to Title 10 of the La Verne\nMunicipal Code to regulate the operation of regulated mobility devices, including electric\nbicycles, electric scooters, and similar devices. The ordinance establishes definitions, operational\nrules, safety requirements, enforcement mechanisms, and penalties to promote public safety and\nwelfare.\nRecommendation: That the City Council introduce by title only and waive further reading of an\nOrdinance titled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA VERNE,\nCALIFORNIA, ADDING CHAPTER 10.80 TO TITLE 10 OF THE LA VERNE MUNICIPAL CODE\nREGULATING THE USE OF REGULATED MOBILITY DEVICES.”

2.\nRegisters of Audited Demands in the amount of $770,195.87, dated 04/01/26, and in the\namount of $1,531,539.46, dated 04/22/26, and in the amount of $1,418,967.45, dated\n04/29/26.\nRecommendation: That the City Council approve the audited demands.

3.\nApproval of the Old Town La Verne Business Improvement District Annual Report and\nIntention to Levy an Annual Assessment. The annual report for the Old Town La Verne\nBusiness Improvement District has been prepared for review by the City Council. Per state law,\nthe City Council is required to declare its intention to hold a public hearing to levy annual\nassessments for the businesses located within the District area.\nRecommendation: That the City Council:\n1. Approve the Annual Report for the Old Town La Verne Business Improvement District\n(BID); and,\n2. Adopt the attached Resolution declaring the City’s intention to levy an annual assessment\nfor Fiscal Year 2026-27 for the BID at their meeting on June 1, 2026.

4.\nOperations & Maintenance Community Facilities District No. 90-1; Special Tax Levy Fiscal\nYear 2026-27. Operation and Maintenance Community Facilities District No. 90-1 (O&M CFD 90-\n1), a special tax district within the La Verne Industrial Specific Plan, requires the City Council to\nauthorize the levy annually. Exhibit “A” of the attached resolution lists the properties and their\nlevy’s included in the district.\nRecommendation: That the City Council adopt the attached Resolution, levying a special tax for\nFiscal Year 2026-27 per the schedule shown in Exhibit “A” attached to the Resolution, which\nincreases the rate by 3.4% to address cost increases based on the annual consumer price index\nending March 2026.

5.\nCommunity Facilities District No. 11-1; Special Tax Levy Fiscal Year 2026-27. The City\nCouncil, on an annual basis, must authorize the tax levy for Community Facilities District No. 11-\n1 (CFD No. 11-1), a special fire tax for buildings three stories (thirty-five feet) and above or with\nfire flows of 3,500 Gallons Per Minute or more, which was first established in 2011.\nRecommendation: That the City Council adopt the attached Resolution levying a special tax for\nFiscal Year 2026-27 within Community Facilities District No. 11-1, increasing the levy by 3%\npursuant to Ordinance No. 1023.

6.\nDenial of Liability Claim #26-06. A claim for damages related to denial of lifetime medical\nbenefits for a former employee who resigned is being recommended due to facts present which\ndo not support the claim. While claims of liability are typically handled for the City by the\nCalifornia Joint Powers Insurance Authority, this claim is recommended to be acted upon by the\nCity Council.\nRecommendation: That the City Council deny the Claim for Damages, Claim 26-06, received\nApril 7, 2026.

7.\nResolution Canceling the July 6, 2026 City Council Meeting. The first meeting in July 2026 is\nrequested to be canceled due to the timing of the meeting occurring around the July 4th holiday,\ncausing agenda production issues and corresponding lack of business items. Accordingly, the\nitem requires the City Council to adopt a resolution to cancel the meeting.\nRecommendation: That the City Council approve the attached resolution titled "A\nRESOLUTION OF THE CITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, CANCELING THE\nJULY 6, 2026, CITY COUNCIL MEETING."\nPUBLIC HEARINGS

8.\nCitywide Landscaping and Lighting District No. 6 and Zones 2, 3, 4-I, 4-II, 5 and 6 Public\nHearing & Resolution for Annual Levy. On April 20, 2026, the City Council adopted a\nResolution setting May 18, 2026 at 6:30 p.m. as the date and time for the public hearing for the\nsubject assessment district and its zones.\nRecommendation: That the City Council adopt a Resolution providing for the annual levy and\ncollection of assessments for the special zones in District No. 6 for Fiscal Year 2026-2027.

9.\nCitywide Landscaping and Lighting District No. 7 Public Hearing; Resolution providing for\nthe Annual Levy. On April 20, 2026, the City Council adopted a Resolution setting May 18, 2026\nat 6:30 p.m. as the date and time for the public hearing for the subject assessment\ndistrict. There is no increase to assessment amount levied for this Fiscal Year from the prior\nyear assessment. The proposed assessment amount of $693.26 per parcel is at the maximum\nallowable assessment for the District.\nRecommendation: That City Council adopt a Resolution, providing for the annual levy for Fiscal\nYear 2026-2027.
