Approve Amendment No. 1 to the Professional Services Agreement with Voltz\nCommercial Realty Advisors, Inc. for real estate appraisal services.\n2. Authorize the City Manager, or his designee, to execute all necessary documents.\nth\nth\nThe original agreement established a three-year term, expiring May 1, 2026, with a total not-\nto-exceed amount of $120,000 and provisions allowing for two one-year extensions. Since\nexecution, the Consultant has provided appraisal services that support City operations. The\nproposed Amendment No. 1 extends the Agreement for an additional one-year term, through\nMay 1, 2027, and increases the total not-to-exceed contract amount to $220,000 to ensure\ncontinuity of services.

CC 13. Authority to Procure Supplies from Graybar Electric Company, Inc., for Light Maintenance\nDistrict Annual Replacement Program\nRecommendation(s):\n1. Approve annual expenditure authority in an amount not to exceed $699,624.00 for the\npurchase of LED light fixtures and related materials from Graybar Electric Company, Inc.,\nthrough Cooperative Purchasing Contract No. EV2370, which expires January 2029.\n2. Grant annual expenditure authority to utilize the cooperative purchasing agreement with\nGraybar Electric Company, Inc., for the duration of the agreement, subject to funding being\napproved through the City’s annual budget process.\n3. Authorize the City Manager, or his designee, to execute and sign all documents.\nThe City intends to utilize a cooperative purchasing agreement with Graybar Electric\nCompany, Inc., through Omni Partners (Contract No. EV2370), which is valid through\nJanuary 2029. This cooperative contract allows the City to procure light fixtures and related\nmaterials at competitively solicited pricing without conducting a separate bid\nprocess. Granting annual expenditure authority will allow staff to purchase replacement LED\nlight fixtures and related materials as needed to support ongoing lighting district maintenance\nand replacement projects. Funding for these purchases will be subject to appropriation\nthrough the City’s annual budget process.

Pursuant to Government Code section 995.8, authorize the retention of counsel to defend\ncurrent or former employee(s) in any action or proceeding brought on account of an act or\nomission in the scope of their actions as an employee and finding that such defense would be\nin the best interest of the City and that the employee acted or failed to act in good faith,\nwithout actual malice, and in the apparent interests of the City. This authorization shall be\nsubject to review by the Council at the discretion of the City Attorney. This authorization\nshall be subject to review by the Council at the discretion of the City Attorney and shall\nreserve the right to withdraw such defense and/or require reimbursement of all or part of such\ndefense costs if the City determines that (a) the statutory requirements are not satisfied, or (b)\ncontinued defense is not in the best interests of the City.

Task Order No. 6 for Multi-Year Professional Services (Service Group Category 2 – Traffic\nEngineering) to Assess the SR-14 (SR-138)/Avenue G Interchange Improvements, Validate\nthe Scope of Work and Prepare the Project for Grant Funding Applications\nRecommendation(s):\nApprove Task Order No. 6, with Kimley-Horn and Associates, Inc., for services in\naccordance with the multi-year professional services agreement service group category\n(SGC) 2 – Traffic Engineering, to assess the SR-14 (SR-138)/Avenue G Interchange\nImprovements, validate the scope of work and prepare the project for grant funding\napplications in the total amount of $265,265.40 ($221,054.50, plus 20% contingency), and\nauthorize the City Manager, or his designee, to sign all documents.\nTask Order No. 6 will provide updated traffic forecasts, re-assess the preferred alternative\ndesign, and prepare an updated concept drawing and overall project cost estimate. In\naddition, the Kimley-Horn team will evaluate the economic impacts associated with the\nrecent logistics and industrial development within the project area to support the City’s\npreparation of competitive discretionary grant applications.

Approval of the Purchase of Security Equipment for the Midtown Recreation Center.\nRecommendation(s):\nApprove the purchase and installation of 15 CD53 dome cameras, 13 CD53-E outdoor dome\ncameras, 3 CH53-E multisensor cameras, 2 CB52-TE bullet camera and ancillary licensing,\ninstallation, materials, and equipment to support the video security; as well as 9 door\ncontrollers, 1 video intercom and ancillary licensing, installation, materials, and equipment to\nsupport facility access control of the Midtown Education Center.\nAt the February 24 City Council meeting council approved the purchase and installation of\nVerkada security equipment to EKC. On March 11 , EKC notified the City that they will no\nlonger be able to provide Verkada equipment and installation services to the City of\nLancaster. Purchasing and IT staff reviewed the CMAS agreement and reached out to COA\nwho is vendor the City has used previously for a quote.

Approve and adopt the CDBG and HOME Annual Action Plan (AAP) for the 2026-2027\nPY and Substantial Amendment to the AAP for the 2025-2026 PY to be submitted to the\nUnited States Department of Housing and Urban Development (HUD);\nb. Approve the proposed methodology for distributing funds should the City’s 2026-2027\nCDBG and HOME annual allocations increase or decrease; and\nc. Authorize the City Manager or designee to execute all contracts and associated documents,\nincluding subrecipient agreements, subject to City Attorney approval.\nThe City has been a CDBG entitlement community since 1986 and started receiving HOME\nfunds in 2020. The City receives annual grants for developing viable urban communities that\nencompasses decent housing, provides suitable living environments, and expands economic\nopportunities, primarily for the benefit of low- and moderate-income persons. The proposed\nAAP is intended to provide a summary of proposed program activities, eligibility criteria, and\nCOUNCIL AGENDA\nfunding levels for the 2026-2027 PY. All programs and/or projects submitted in the AAP are\ncompliant with the HUD guidelines for eligible activities.

PH 3. Approval of the issuance of bonds related to TEFRA financing for the Sierra Azul\nApartments Project\nRecommendation(s):\n1. Conduct the public hearing under the requirements of the Tax Equity and Fiscal\nResponsibility Act (TEFRA) and the Internal Revenue Code of 1986, as amended.\n2. Adopt Resolution No. ____ approving the issuance of the bonds by the California\nMunicipal Finance Authority (CMFA) for the benefit of Lancaster Pacific Associates, LP\n(Borrower), for the financing of the Sierra Azul Apartments Project.\nThe CMFA was created on January 1, 2004 , pursuant to a joint exercise of powers agreement\nto promote economic, cultural, and community development through the financing of\neconomic development and charitable activities throughout California. To date, over 350\nmunicipalities have become members of CMFA. The CMFA assists local governments, non-\nprofit organizations, and businesses with the issuance of taxable and tax-exempt bonds aimed\nat improving the standard of living in California. Its representatives and Board of Directors\nhave considerable experience in bond financing.

Development Agreement (DA No. 26-001)\nRecommendation(s):\nIntroduce Ordinance No._________, adopting Development Agreement (DA) No.. 26-001\nto establish specific development rights for Site Plan Review No. 24-010.\nJensen is currently in the process of developing a new manufacturing facility on the 80 acres\nlocated at the northeast corner of 30 Street West and Avenue G in the City of Lancaster (Site\nPlan Review [SPR] No. 23-012/SPR No. 25-003). They have also acquired the 30 acres\nimmediately to the east which has been entitled under SPR No. 24-010 for development as\neither a 500,000 square feet industrial distribution facility or expanded parking / storage\nfacilities. Due to the anticipated construction timeline for the first facility, a development\nagreement has been proposed for SPR No. 24-010.
