(24) 23-0400 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to enabling Street Medicine teams to provide medical, mental and behavioral health services at all City-funded interim housing sites and identifying funding for Street Medicine team services. Recommendations for Council action, pursuant to Motion (Raman – Hernandez): DIRECT the City Administrative Officer (CAO) to report to Council within 30 days with recommendations that will enable Street Medicine teams to provide medical, mental and behavioral health services at all City-funded interim housing sites. These recommendations should include appropriate funding, staffing and other resources to initiate this expansion of Street Medicine services as soon as possible. DIRECT the CAO, with the assistance of the Chief Legislative Analyst (CLA), to explore additional funding sources for these much-needed services, including State and Federal grants and potential agreements with the Los Angeles County Department of Mental Health and the Department of Health Services.

(25) 23-0423 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to requesting the Los Angeles Homeless Services Authority (LAHSA) to obtain daily reports from all City-funded shelter sites to be provided to the City Administrative Officer’s (CAO) City Homeless Coordinator, Council Offices, Mayor’s Office and the Controller; and related matters. Recommendation for Council action, pursuant to Motion (Raman – Yaroslavsky): REQUEST the LAHSA to obtain daily reports from all City-funded shelter sites to provide to the CAO's City Homeless Coordinator, City Council offices, the Mayor's office and the City Controller, including the following information for each site: Demographic information about the population(s) the site is able to serve. Eligibility requirements for entry, such as whether a site accepts walk-ins. Whether services offered include assessment, referrals, housing matches, residence within a particular catchment area, etc. Number and percentage of beds that are occupied. Number and percentage of beds that are offline and the reason(s) they are offline. Number and percentage of beds that are available. Number of individuals referred to the site. Number of intakes scheduled at the site for that day.

(26) 23-0426 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to instructing the Los Angeles Housing Department (LAHD), with support from any other relevant City departments, to report on recommendations and a proposed implementation timeline for creating a comprehensive, multilingual online system that would allow potential applicants to search for all available affordable housing in the City; and related matters. Recommendation for Council action, pursuant to Motion (Raman – Harris-Dawson): INSTRUCT the LAHD, with support from any other relevant departments, to report to Council within 45 days with recommendations and a proposed implementation timeline for creating a comprehensive, multilingual online system that would allow potential applicants to search for all available affordable housing in the City; and facilitate and simplify the ability of applicants to apply to such properties based on their needs, preferences and qualifications. The system should include all covenanted affordable units, including privately financed units created through incentive-based programs. The report recommendations should include funding, personnel, contracts and any other resources needed to accomplish this work.

(27) 23-0429 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to directing the Los Angeles Housing Department (LAHD) to report on a holistic investment strategy to create the permanent and interim housing needed to significantly reduce and ultimately end homelessness in the City; and related matters. Recommendation for Council action, pursuant to Motion (Raman – Yaroslavsky): DIRECT the LAHD to report to Council in 30 days regarding a holistic investment strategy to create the permanent and interim housing needed to significantly reduce and ultimately end homelessness in the City. The plan should include: Recommendations on the size of investment needed given the projected size of the population of persons experiencing unsheltered homelessness in the City on a year by year basis. Recommendations on the housing typologies (permanent and interim) to target for investment. Projection of the number of housing units generated by investment. Projection of additional outside dollars the City will need to leverage. Identification of funding gaps.

(28) 14-1349-S5 CD 15 ECONOMIC AND COMMUNITY DEVELOPMENT COMMITTEE REPORT relative to the development of a participation application package for the San Pedro Enhanced Infrastructure Financing District (EIFD). Recommendation for Council action, pursuant to Motion (McOsker – Price): DIRECT and AUTHORIZE the Economic and Workforce Development Department to: Negotiate with the County of Los Angeles and the Housing Authority of the City of Los Angeles regarding the development of a participation application package for the San Pedro EIFD and to report to Council subsequent to review of the package by the County’s Economic Development Policy Committee. Prepare, contingent upon favorable feedback from the County’s Economic Development Policy Committee, a draft Resolution of intention to form the San Pedro EIFD for Council consideration, and to report to Council on a quarterly basis regarding progress of the application and formation process for the San Pedro EIFD.

(29) 23-0074 CD 14 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT relative to the grant award from the State of California, Department of Parks and Recreation, for the Sixth Street Viaduct Park, Arts, River and Connectivity Improvements (PARC) Project. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the Board of Public Works to award the PARC construction project (Project) based on the funding plan presented in the March 31, 2023, Proposition K - LA for Kids (Prop K) Steering Committee report, attached to the Council file. APPROVE the revised Project budget as described and as set forth in Attachment No. 2, and concur with the need for additional funding for the PARC Project as described in the March 31, 2023, Prop K Steering Committee report, attached to the Council file. DIRECT the City Administrative Officer (CAO) to coordinate a funding swap of $4.886 million in federalized local funds previously committed to the PARC Project but subsequently deemed ineligible, with another source of eligible funds for a local project in Council District 14 (CD 14), such as the Downtown LA Broadway Streetscape, and other local projects. INSTRUCT the CAO to coordinate with CD 14 to address the estimated funding shortfall of approximately $23.691 million for the Project, by coordinating the allocation of additional potential funds ($11.195 million), implementing the negotiated value engineering scope ($5.14 million), and coordinating requests for additional funds through grant opportunities and other funding sources ($7.356 million) needed for Project construction in the Fiscal Year 2024-2025 budget request, as described in the March 31, 2023 Prop K  Steering Committee report, attached to the Council file. REQUEST the Department of Recreation and Parks to apply for Measure A Funding to reallocate $950,436 from First and Broadway Park to the PARC Project and reallocate up to $859,178 in future Boyle Heights Measure A local return dollars to PARC Project.
