RESOLUTION NO. - Five (5)-year Lease with CalPortland Company, and associated rental rates: With a five (5)-year extension option, covering the property located at 5299 West 111th Street within Los Angeles International Airport, for estimated revenue of $4,544,001 over the initial five (5)-year term, exclusive of periodic rental rate adjustments \nPURPOSE: The purpose is to request approval of a proposed lease with CalPortland Company to operate a ready-mix concrete batching plant site located at Los Angeles International Airport. Approval of the proposed lease will allow CalPortland Company to continue providing concrete to the community, including for use in airport projects, with minimal delivery transit times, and will generate non-aeronautical revenue for Los Angeles World Airports. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article III, Class 1 (18)(c) of the Los Angeles City CEQA Guidelines; approve the Lease with CalPortland Company and associated rental rates; and authorize the Chief Executive Officer, or designee, to execute said Lease after approval as to form by the City Attorney and approval by the Los Angeles City Council. RESOLUTION NO. - One (1)-year Contract with Falcon Fuels, Inc.: With two (2) one-year extension options, by joining City of Los Angeles Contract ARC 40 59771 1, covering supply and delivery of unleaded fuel for Los Angeles International Airport and Van Nuys Airport, for cost not to exceed $2,550,000 over the entire term including extension options \nPURPOSE: The proposed action is a request to join City of Los Angeles Contract ARC 40 59771 1 and award a one (1)-year contract to Falcon Fuels, Inc. for amount not to exceed $850,000. By doing so, it will create an interim contract, with option to extend or terminate early, to supply unleaded fuel to Los Angeles International Airport and Van Nuys Airport until Los Angeles World Airports (LAWA) staff can complete the competitive procurement process. The fuel contract will ensure that there is no disruption to the fuel supply for LAWA's operations and public safety vehicles. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; approve the Contract with Falcon Fuels, Inc., by joining City of Los Angeles Contract ARC 40 59771 1; and authorize the Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney. RESOLUTION NO. - One (1)-year Contract with Falcon Fuels, Inc.: By joining City of Los Angeles Contract ARC 40 220000000011 4, covering supply and delivery of renewable diesel fuel for Los Angeles International Airport and Van Nuys Airport, for cost not to exceed $360,000 \nPURPOSE: The proposed action will establish a contract to ensure a steady supply of renewable diesel fuel for operational needs of various vehicles and equipment to Los Angeles International Airport and Van Nuys Airport. RESOLUTION NO. - Second Amendment to Contracts DA-5456 with Birdi Systems, Inc. and DA-5457 with Direct A/V: To extend both contracts’ term through December 31, 2025 and increase their respective contract authorities by $10,948,006 and $1,169,531, respectively, covering information technology infrastructure installation and related services for Los Angeles World Airports \nPURPOSE: The purpose of the proposed action is to extend the contract terms for Contracts DA-5456 and DA-5457 to December 31, 2025 and increase the contract authority with Birdi Systems, Inc. and Direct A/V to support new on-call information technology (IT) initiatives of Los Angeles World Airports. Said on-call contracts provide IT infrastructure installation and related services to support many technology and construction programs and projects. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f and Article III, Class 1 (1) of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; further find that, pursuant to Los Angeles Administrative Code Section 10.15 (a)(10) and Los Angeles Charter Section 371 (e)(10), the services to be provided under the contract involve performance of professional, expert, technical, and other special services such that use of competitive bidding would be impractical and undesirable; approve the Second Amendment to Contracts DA-5456 with Birdi Systems, Inc. and DA-5457 with Direct A/V; and authorize the Chief Executive Officer, or designee, to execute the Second Amendment to said Contracts after approval as to form by the City Attorney and approval by the Los Angeles City Council. RESOLUTION NO. - Sixth Amendment to Contract DA-5212 with Integrated Security Solutions, Inc.: To extend the term through July 31, 2025 and increase the contract authority by $4,256,361, for new total not to exceed $18,344,323, covering configuration of new and existing closed-circuit television cameras and ongoing maintenance and repair services for the Closed Circuit Television Video Surveillance and Intelligent Observation Network System of Los Angeles World Airports \nPURPOSE: The proposed amendment will extend the contract by two (2) years, until July 2025, and add $4,256,361 in contract authority, which will support the configuration of 470 new cameras in the Genetec Video Management System, as part of the Closed Circuit Television Phase II, New Camera Installation Project. In addition, the amendment will provide for configuration of cameras installed as part of the Capital Construction Projects and for ongoing maintenance, repair, and support services for the Closed Circuit Television Video Surveillance and Intelligent Observation Network. RESOLUTION NO. - Renewal of Los Angeles World Airports Insurance Polices: Including General All-Risk Property and Terrorism, General Aviation Liability, War and Allied Perils (Terrorism), Cyber Liability and Technology Errors and Omissions, Employment Practices Liability, and Earthquake Parametric coverages, arranged and paid through Alliant Insurance Services, Inc., Broker of Record, in amount not to exceed $27,223,450 for one (1)-year policies or $33,623,450 including a two (2)-year General Aviation Liability policy \nPURPOSE: The purpose of this item is to authorize staff to negotiate within the requested not-to-exceed premium limits the renewal of various property and liability insurance policies, as listed in the staff report, that expire between July 1, 2023 and August 1, 2023. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; approve purchase of up to $2.5 billion limits of General All-Risk Property Insurance (inclusive of a Business Interruption endorsement, up to $25 million coverage for Earthquake, $100 million coverage for Flood, $1 billion coverage for Wind Storm damage, $250 million coverage for Boiler and Machinery coverage) and up to a $2.5 billion coverage for Terrorism insurance for a one-year policy from primary insurance underwriter American International Group/American Home Company, and/or FM Global for a total premium not to exceed $17,001,200 (plus, any additional required state and federal taxes and fees); further approve purchase of up to $1.3 billion limits of General Aviation Liability insurance and up to $1.0 billion limits of War and Allied Perils (Terrorism) insurance coverages, for a one- or a two-year policy period from Global Aerospace, Inc., Starr aviation/Starr Surplus Lines Company, or Chubb as the primary leader for a total premium not to exceed $5.93 million for the first year and $6.4 million for the second year (plus any additional required state and federal taxes and fees); further approve purchase of up to $30 million limit of Cyber Liability and Technology Errors and Omissions insurance coverage for a one-year policy or for a two-year policy for a total premium not to exceed $1,067,250 (plus any additional required state and federal taxes and fees); further approve purchase of up to $75 million primary and excess Earthquake Parametric insurance coverage for a one-year period from Swiss RE, Homesite Ins. Co./American Family, London-Chaucer syndicate, and/or Beazley for a total premium not to exceed $2.5 million (plus any additional required state and federal taxes and fees); further approve purchase of up to $10 million aggregate and primary excess Employment Practices Liability insurance coverage for a one-year policy period from the following underwriters: Zurich, Ironshore, Chubb and/or Global Aerospace, Inc. for a total premium not to exceed $725,000 (plus any additional required state and federal taxes and fees); authorize the Chief Financial Officer to set annual self-insured, non-aggregate retention, or deductible payments of up to $750,000 per General All-Risk Property and Terrorism, Bodily Injury and Property Damage, Personal and Advertising Injury and Cyber Liability and Technology Errors and Omissions claims, payable directly to the Lead Underwriter and/or contracted Los Angeles World Airports (LAWA) Broker of Record, Alliant Insurance Services, Inc.; further authorize the Chief Financial Officer to negotiate and set the annual self-insured retention, non-aggregate retention, or deductible payments per occurrence up to $1 million for Excess Auto and up to $2.5 million Employment Practices Liabilities and a Public Officials coverage, payable directly to Lead Underwriter and/or contracted LAWA Broker of Record, Alliant Insurance Services, Inc.; further authorize the Chief Financial Officer to continue negotiating and set the total premium cost not to exceed $27,223,450 for one-year policies or $33,623,450 if the second year is included in the General Aviation Liability policy (plus any additional required state and federal taxes and fees); further authorize the Chief Financial Officer to submit the above premiums to the contracted LAWA Broker of Record (Alliant Insurance Services, Inc.), which, by contract has the authority to receive and disburse premiums to the various participating insurance underwriters on behalf of LAWA; further authorize the Chief Executive Officer, or the Chief Financial Officer, to approve payment of all claim-related expenses in the final negotiated amount not to exceed $500,000 or less per claim up to an aggregate of $1 million per year. RESOLUTION NO. - Fiscal Year 2023-2024 Annual Budget for Los Angeles World Airports: And appropriation of funding, use of Passenger Facility Charge, transmittal of debt and capital reports to the City, and expense reimbursements \nPURPOSE: The purpose of this request is to adopt a budget for Los Angeles World Airports and its airports for Fiscal Year 2023-2024 and appropriate funding required for operations and maintenance expenses, reserves, special funds and other initiatives covering current facilities at the airports, as outlined in the staff report. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; approve appropriation of funding for the Fiscal Year 2023-2024 projected operating expenses for Los Angeles World Airports (LAWA) and its airports and special funds; authorize reallocation of budgeted operating expenses for LAWA and its airports and special funds, for unanticipated expenditures; further authorize reallocation of budgeted salaries to capital projects when staff are utilized to support the capital projects; further approve appropriation of funds for Program Services for Fiscal Year 2023-2024; further authorize reallocation of those funds to specific capital projects and their Work Breakdown Structure accounts; further authorize the Chief Financial Officer to carry over previously appropriated funds for pre-construction, planning and design to support proposed capital projects; further authorize the Chief Financial Officer, or designee, to manage and allocate the funds, as needed; further approve reimbursement of expenses incurred by various departments of the City of Los Angeles for services that provide direct benefit to LAWA; further approve transfer of funds based on certain budgeted salaries to the City of Los Angeles Hiring Hall Fund to cover the salaries of Hiring Hall staff that provide direct services to LAWA; further authorize the Chief Executive Officer, or designee, to reallocate funds for capital outlays, equipment and vehicles acquisition to address more urgent needs during the fiscal year; further approve appropriation of funding for principal and interest payments and costs of issuance on LAWA debt issued or payable during Fiscal Year 2023-2024; further authorize use of Passenger Facility Charge collections for reimbursement or payment of eligible debt service in Fiscal Year 2023-2024; further authorize staff to transmit the debt accountability report and forecast of capital project funding to the Mayor's Office, the Trade, Travel and Tourism Committee, and the Controller for informational purposes only as required pursuant to Section 11.28.3 of the City of Los Angeles Administrative Code; and further authorize the Chief Executive Officer, or designee, to make minor changes in the Annual Budget as required to correct clerical or arithmetic errors.
