8.2 AWARD OF CONTRACT AND APPROVAL TO RE CHAFFEE CONSTRUCTION INC.\nFOR THE LARGE ADVANCED METERING INFRASTRUCTURE REPLACEMENT\nPROJECT FY 2022-2023\nComments:\nThe Advanced Meter Infrastructure (AMI) project was initiated in 2018 with the\nreplacement of meters as part of street rehabilitation projects. It is a multi-phased project\nto replace positive displacement read meters, which lose accuracy as they age. Once the\nsystem is fully integrated and installed the meters will send a signal directly to a software\n2\nprogram. This saves staff time and labor. More importantly, the smart meters are able to\ndetect unusually high usage, which will help staff to alert customers if there is a leak.\n(PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO RE CHAFFEE CONSTRUCTION INC. AS THE LOWEST\nRESPONSIBLE BIDDER, IN THE AMOUNT OF $180,475.00 FOR THE LARGE\nADVANCED METERING INFRASTRUCTURE REPLACEMENT PROJECT FY 2022-\n2023; AUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT\nAMENDMENTS RELATED TO THE PROJECT; AND AUTHORIZING THE MAYOR TO\nEXECUTE THE AGREEMENT”.

8.3\nPROJECT ACCEPTANCE OF THE SIDEWALK IMPROVEMENT PROJECT AT\nWRIGHT ROAD FROM FERNWOOD AVE TO DUNCAN AVE AND CITYWIDE\nPRIORITY 1 SIDEWALK IMPROVEMENT PROJECT FY22/FY23 PROJECT (CIP\n4011.68.022)\nComments:\nThe City of Lynwood received requests for sidewalk improvement projects throughout the\nCity. Staff collected all requests and created a priority list for needed repairs. Staff\nawarded a contract to FS Contractors Inc. for Wright Road from Fernwood Avenue to\nDuncan Avenue and Citywide Priority 1 sidewalk repairs. FS Contractors has completed\nthe project and the Staff recommends City Council to accept the “Sidewalk Improvement\nProject at Wright Road from Fernwood Avenue to Duncan Avenue and Citywide Priority 1\nSidewalk Improvement Project FY22/FY23 (CIP 4011.68.022)”. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE SIDEWALK IMPROVEMENT PROJECT AT WRIGHT ROAD FROM FERNWOOD\nAVE TO DUNCAN AVE AND CITYWIDE PRIORITY 1 SIDEWALK IMPROVEMENT\nPROJECT FY22/FY23 PROJECT (CIP 4011.68.022) AS COMPLETE; AUTHORIZING\nTHE FILING OF THE NOTICE OF COMPLETION WITH THE LOS ANGELES COUNTY\nRECORDER’S OFFCE AND THE RELEASE OF THE 5% RETENTION 35 DAYS AFTER\nTHE ACCEPTANCE.”

8.4 APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE CITYWIDE SLURRY SEAL (PHASE 3) PROJECT FOR FY 2023-2024\nComments:\nThe City of Lynwood is currently on Phase 3 of the Four-Phase citywide slurry seal\n3\nprogram. This project has been previously advertised to solicit bids but was rejected due\nto insufficient funding for FY 22-23. Staff has now evaluated the funding for FY23-24 and\nis now able to solicit bids. Staff is now recommending City Council to approve the plans\nand specifications and authorize solicitation of bids for Slurry Seal Phase 3 Project. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVAL OF\nPLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT BIDS FOR THE\nCITYWIDE SLURRY SEAL (PHASE 3) PROJECT FOR FY 2023-2024.”

8.5 CLEAN POWER ALLIANCE FEASIBILITY STUDY\nComments:\nClean Power Alliance (CPA) is a Joint Powers Authority (JPA) that was established to\nprovide cost-competitive electrical services, reduce greenhouse gas (GHG) emissions\nthrough the availability of renewable electricity, stimulate renewable energy reduction\nprograms, and sustain long-term rate stability for residents and businesses through local\ncontrol. CPA is comprised of 32 cities, and the unincorporated areas of Los Angeles and\nVentura counties. Each member agency selects a representative to serve on the Board of\nDirectors with the intent of aligning the CPA’s goals to closely reflect the goals and values\nof the local communities they serve. (PW)\nRecommendation:\nStaff recommends that the City Council of the City of Lynwood adopt the following\nresolution entitled, " A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLYNWOOD APPROVING BUDGETARY TRANSFER FROM UNAPPROPRIATED\nGENERAL FUND TO PUBLIC WORKS ACCOUNT NUMBER 1011.45.401.62015 IN\nTHE AMOUNT OF $10,000."

9.1 QUALIFICATION OF REFERENDUM PETITION CHALLENGING ORDINANCE NO.\n1756 ESTABLISHING A MINIMUM WAGE OF $25.00 PER HOUR FOR QUALIFYING\nHEALTHCARE WORKERS IN THE CITY OF LYNWOOD\nComments:\nThe City Council must take some action and render a decision as the referendum petition\nhas qualified and Ordinance No. 1756 will remain suspended per Elections Code § 9214.\n(CC)\nRecommendation:\nStaff recommends that the City Council consider the following:\n1. Receive, file and accept the Certificate of Sufficiency of the Referendum Petition\nSignatures as valid in all respect\n2. Reconsider Ordinance No. 1756 and select one of the following options:\na. Direct Staff to prepare a Resolution to submit Ordinance No. 1756 to the Lynwood\nVoters at the next Regular Municipal Election on November 5, 2024 or\nb. Special Election on March 5, 2024 or\nc. Direct Staff to prepare an Ordinance to repeal Ordinance No. 1756\nd. Direct Staff to agendize the consideration of Ordinance No. 1756 at a future date.

9.3 ACCEPTANCE OF 2023 SCLARC “SOCIAL RECREATION” PROGRAM AGREEMENT\nAND GRANT FUNDING\nComments:\nThe Recreation & Community Services Department applied for grant funding from the\nSouth-Central L.A. Regional Center (SCLARC) and the California Department of\nDevelopment Services (DDS) to support the creation, re-establishment and/or\nenhancement of existing social recreation programs that are inclusive of children and\nadolescents with special needs. Staff is pleased to report that SLARC and DDS have\ninformed the City that its application has been approved. Staff is requesting that the City\nCouncil formally accept the grant through adoption of the accompanying resolution. (REC)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled, “A\nRESOLUTION OF THE LYNWOOD CITY COUNCIL APPROVING AN AGREEMENT\nWITH THE SOUTH CENTRAL L.A.
