14. ADOPTION OF FISCAL YEAR 2026-27 OPERATING AND CAPITAL BUDGET\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Resolution No. 26-41 adopting the Fiscal Year 2026-27 operating and capital budgets for all\nfunds; and,\n2. Approve Resolution No. 26-42 adopting the compensation plan, table of organization and salary matrix\nfor Fiscal Year 2026-27 and,\n3. Approve Resolution No. 26-43 establishing a Fiscal Year 2026-27 appropriations limit per Government\nCode Section 7190 (Gann Limit); and,\n4. Approve necessary amendments to the Fiscal Year 2025-26 budget as outlined in Attachment F; and,\n5. Take such additional, related action that may be desirable.

15. AUTHORIZE INCREASING THE NOT TO EXCEED AMOUNT ON THE BLANKET PURCHASE ORDER WITH\nLIFE-ASSIST, INC. FOR EMERGENCY MEDICAL SUPPLIES\nRECOMMENDATION: It is recommended that the City Council:\n1. Authorize increasing the not-to-exceed amount on the blanket purchase order with Life-Assist, Inc. by\n$25,000 for emergency medical supplies; and\n2. Amend the Fiscal Year 2025-26 budget by increasing appropriations by $25,000 in Account No. 100-85-\n860-6000.50 (General Fund, Fire, Suppression, Supplies-Medical); and\n3. Take such additional, related action that may be desirable.

ADOPT RESOLUTION NO. 26-35 APPROVING THE FISCAL YEAR 2026-27 PROJECT LIST FOR SENATE\nBILL 1 / ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 (SB1/RMRA) FUNDED PROJECTS\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 26-35 approving the Fiscal Year 2026-27 project list for Senate Bill 1/Road Repair\nand Accountability Act of 2017 funded projects; and\n2. Authorize staff to submit the resolution and project list to the California Transportation Commission (CTC);\nand\n3. Take such additional, related action that may be desirable.

17. APPROVE AMENDMENT NO. 1 TO AGREEMENT NO. 4313 WITH WEST AND ASSOCIATES ENGINEERING\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Agreement No. 4313 between the City of Montebello and West and\nAssociates for a one (1) year extension to June 30, 2027 and increase the not-to-exceed amount from\n$114,800 to $145,300; and\n2. Authorize the City Manager to execute Amendment No. 1 on behalf of the City; and\n3. Take such additional, related action that may be desirable.

18. APPROVE AMENDMENT NO. 2 TO AGREEMENT NO. 4000 WITH LOCHNER\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 2 to Agreement No. 4000 between the City of Montebello and Lochner, formally\nknown as KOA, for a One (1) Year Extension; and\n2. Authorize the City Manager to execute Amendment No. 2 on behalf of the City; and\n3. Take such additional, related action that may be desirable.

19. AWARD PROFESSIONAL SERVICES AGREEMENT NO. 4513 TO J&S STRIPING COMPANY, INC. FOR THE\nPROVISION OF CITYWIDE STRIPING SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Award Professional Services Agreement No. 4513 to J&S Striping Company, Inc. for the provision of\nCitywide street striping, pavement marking, and roadway legend services in a not-to-exceed amount of\n$650,000 per year; and\n2. Take such additional, related action that may be desirable.

APPROVE SUBMISSION OF AN APPLICATION FOR THE FISCAL YEAR 2025 ASSISTANCE TO\nFIREFIGHTERS GRANT (AFG) PROGRAM FOR FIRE DEPARTMENT EQUIPMENT\nRECOMMENDATION: It is recommended that the City Council:\n1. Authorize submission of an application to the Federal Emergency Management Agency (FEMA) for the\nFiscal Year 2025 Assistance to Firefighters Grant (AFG) Program for the purchase of fire department\nequipment; and\n2. Take such additional, related action that may be desirable.

ACCEPTANCE OF STATE HOMELAND SECURITY PROGRAM (SHSP) GRANT FUNDING AND APPROVAL\nOF SUBRECIPIENT AGREEMENT NO. 4424 WITH THE COUNTY OF LOS ANGELES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the use of grant funding awarded from the U.S.Department of Homeland Security, State\nHomeland Security Program (SHSP) in the amount of $50,000; and\n2. Approve purchase of one (1) vehicle utilizing the 2024 State Homeland Security Program (SHSP) grant\nfunding; and\n3. Authorize the City Manager to execute Subrecipient Agreement No. 4424 between the County of Los\nAngeles and the City of Montebello; and,\n4. Take such additional, related action that may be desirable.
