EXTENDING A LOCAL EMERGENCY FOR THE GOODVIEWS ABATEMENT PROJECT\n(“GAP”)\nIt is recommended that the City Council consider:\n(1) Extending the local emergency for the GAP pursuant to Section 3 of Resolution No. 2022-\nR101 (adopted December 21, 2022) to July 1, 2023; and\n(2) Taking such additional, related, action that may be desirable.

ADOPT A RESOLUTION TERMINATING 2023 WINTER STORMS LOCAL EMERGENCY\nIt is recommended that the City Council consider:\n(1) Adopting a resolution terminating 2023 Winter Storms local emergency; and\n(2) Taking such additional, related, action that may be desirable.\nEnvironmental Assessment:\nThe Resolution itself and the actions anticipated by the Resolution were reviewed pursuant to\nthe California Environmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regulations §§15000, et seq., the\n“CEQA Guidelines”). Based upon that review, this action is exempt from further review pursuant\nto CEQA Guidelines § 15269(a) because the protection of public and private property is\nnecessary to maintain service essential to the public, health and welfare. 1

AMENDMENT TO AGREEMENT NO. 1967-AC FOR THE UPFITTING/CONVERSION OF\nPOLICE DEPARTMENT VEHICLES\nIt is recommended that the City Council consider:\n(1) Authorize the City Manager to execute an amendment with West Coast Lights and Sirens,\nInc. to Agreement No. 1967-AC, in a form approved by the City Attorney, for the\nupfitting/conversion of leased police department vehicles.\n(2) Taking such additional, related, action that may be desirable.

AMENDMENT TO AGREEMENT 2231-AA WITH COLU TECHNOLOGIES FOR THE\nSOFTWARE LICENSING OF MONTEREY PARK REWARDS SHOP LOCAL APP PROGRAM\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute an Amendment to Agreement 2231-AA with Colu\nTechnologies, in a form approved by the City Attorney, for the extension of the software\nlicensing agreement for the Monterey Park Rewards Program, an innovative shop local\napp incentive program, through December 31, 2023.\n(2) Taking such additional, related, action that may be desirable.\n1 CEQA findings regarding an anticipated imminent emergency are valid (see CalBeach Advocates v. City of\nSolana Beach (2002) 103 Cal.App.4th 529).

PLAYGROUND PROJECTS AT BELLA VISTA, GARVEY RANCH, HIGHLANDS, AND\nSEQUOIA PARKS – APPROVE A PURCHASE ORDER FOR SUPERIOR RECREATION\nPRODUCTS TO PROCURE PLAYGROUND EQUIPMENT IN THE AMOUNT OF $869,551.32\nIt is recommended that the City Council consider:\n(1) Approve the designs for the playgrounds located at Bella Vista, Garvey Ranch Park,\nHighlands, and Sequoia Parks;\n(2) Approve a purchase order for Superior Recreation Products to procure playground\nequipment in the amount of $869,551.32; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed projects are categorically exempt from the California Environmental Quality Act\n(CEQA) requirements pursuant to 14 California Code of Regulations § 15301 as a Class 1\ncategorical exemption (Existing Facilities).

CLEAN CALIFORNIA LOCAL GRANT PROGRAM\nIt is recommended that the City Council consider:\n(1) Adopting a resolution authorizing the City Manager, or designee, to apply for, receive, and\nappropriate grant funds for the Clean California Local Grant Program; and\n(2) Taking such additional, related, action that may be desirable.

MEMORANDUM OF AGREEMENT FOR THE COORDINATED INTEGRATED MONITORING\nPROGRAM AND WATERSHED MANAGEMENT PLAN FOR THE UPPER LOS ANGELES\nRIVER WATERSHED MANAGEMENT AREA FOR FISCAL YEARS 2024 - 2026\nIt is recommended that the City Council consider:\n(1) Authorize the City Manager to execute the Memorandum of Agreement, in a form approved\nby the City Attorney, to cooperatively share costs in the implementation of the Coordinated\nIntegrated Monitoring Program and Watershed Management Plan for the Upper Los\nAngeles River Watershed Management Area for Fiscal Years 2024 - 2026; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed action under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). The action is categorically exempt from additional environmental review pursuant\nto CEQA Guidelines §§15262, 15306, 15307, and 15308. The project consists of comprehensive\ndata collection efforts to monitor water quality in downstream receiving waters. The purpose of\nthe project is to determine if possible actions are necessary to protect natural resources and the\nenvironment.

ONE-YEAR TIME EXTENSION FOR THE FOLLOWING PROJECTS: 1) TENTATIVE MAP NO.\n71473 (TM-17-01) - SWC ORANGE AVENUE/PEPPER STREET (ASSESSOR’S PARCEL NO.\n(APN 5276-008-045) AND 2) TENTATIVE MAP NO. 73741 (TM-18-01) AND CONDITIONAL\nUSE PERMIT (CUP-18-01) – 130-206 S. CHANDLER AVENUE (APNS 5257-004-019, 020,\n021)\nIt is recommended that the City Council consider:\n(1) Adopting a resolution approving a Time Extension for Tentative Map No. 71473 (TM-17-\n01);\n(2) Adopting a resolution approving a Time Extension for Tentative Map No. 73741 (TM-18-\n01) and Conditional Use Permit (CUP-18-01); and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nTentative Map No. 71473 (TM-17-01) - SWC Orange Avenue/Pepper Street\nOn June 26, 2018, the City Council adopted Resolution No. 10-18. Section 3 of that Resolution\ndetermined the Project was categorically exempt from additional environmental review pursuant\nto CEQA Guidelines § 15332 as a Class 32 categorical exemption (In-Fill Development Projects).\nNo additional environmental review is necessary.\nTentative Map No. 73741 (TM-18-01) and Conditional Use Permit (CUP-18-01);\nThe Project is consistent with the Mitigated Negative Declaration and Mitigation Monitoring\nProgram adopted by City Council in February 5, 2020 under Resolution No. 12135 and March 4,\n2020 under Ordinance No. 2167. DONATION OF MURAL AT GEORGE ELDER PARK FOR AAPI HERITAGE MONTH\nIt is recommended that the City Council consider:\n(1) Accepting the donation of a mural submitted by the Los Angeles Rams and artist D.J.\nJavier for George Elder Park in celebration of AAPI Heritage Month; and\n(2) Taking such additional, related, action that may be desirable.

NATIONAL GUN VIOLENCE AWARENESS DAY AND WEAR ORANGE WEEKEND\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution Declaring June 2, 2023, to be National Gun Violence Awareness\nDay in the City of Monterey Park and June 3rd and 4th as Wear Orange Weekend; and\n(2) Taking such additional, related, action that may be desirable.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTEREY PARK\nCONDEMNING THE MILITARY JUNTA OF MYANMAR (BURMA) FOR THE OPPRESSION\nOF CIVILIANS WITH EXCESSIVE VIOLENCE AND STANDING FIRMLY WITH THE PEOPLE\nOF BURMA IN THEIR PURSUIT FOR A FAIR, JUST, AND SUSTAINABLE DEMOCRATIC\nSOVEREIGN GOVERNMENT (REQUESTED BY MAYOR PRO TEM WONG)\nIt is recommended that the City Council consider:\n(1) Adopting a resolution condemning the military junta of Myanmar (Burma) for the\noppression of civilians with excessive violence and standing firmly with the people of\nBurma in their pursuit for a fair, just, and sustainable democratic sovereign government;\nand\n(2) Taking such additional, related, action that may be desirable.
