3-A. CONSIDERATION AND POSSIBLE ACTION TO ADOPT A RESOLUTION TO RECORD A\nNOTICE OF NUISANCE ABATEMENT LIEN AGAINST CERTAIN REAL PROPERTY IN THE\nCITY (APN 5254-002-031)\nIt is recommended that the City Council consider:\n(1) Adopting a resolution to record a Notice of Nuisance Abatement Lien; and/or\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nAdoption of the Resolution is exempt from the California Environmental Quality Act (“CEQA”)\nunder CEQA Guidelines § 15061(b)(3) because it can be seen with certainty that there is no\npossibility that the action proposed by the proposed resolution would have a significant effect on\nthe environment.

3-C. AMENDMENT TO PROFESSIONAL SERVICE AGREEMENT NO. (“PSA”) 2303-AB FOR\nCONSULTANT SERVICES RELATED TO INDUSTRIAL WASTE, AND FATS, OILS AND\nGREASE (“FOG”) MANAGEMENT AND CONTROL PROGRAMS\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a Second Amendment to Agreement 2303-AB\nwith John L. Hunter & Associates for Industrial Waste and FOG Management and Control\nProgram Assistance, in a form approved by the City Attorney; and\n(2) Taking such additional, related, action that may be desirable.

3-D. WAIVE SPIRIT BUS FARES FOR EARTH DAY ON APRIL 22, 2024\nIt is recommended that the City Council consider:\n(1) Waiving Spirit Bus fare for riders on Monday, April 22, 2024, in celebration of Earth Day;\n(2) Taking such additional, related, action that may be desirable.

POTRERO GRANDE DRIVE SIGNAL IMPROVEMENTS – AWARD OF CONTRACT\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a public works contract, in a form approved by\nthe City Attorney, with PTM General Engineering Services, Inc., in the amount of $569,365\nfor the Potrero Grande Drive Signal Improvements project;\n(2) Authorizing the Director of Public Works to approve change orders and contingency up to\n$56,940 (10%) of the contract amount, for a total project cost of $626,305; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nIt is recommended that the City Council find that the proposed work is exempt from additional\nenvironmental review under the California Environmental Quality Act (“CEQA”) pursuant to\nCEQA Guidelines (14 Cal. Code of Regs. § 15000, et seq.) § 15301(c) (Existing Facilities) which\nexempts the operation, repair, maintenance, alteration of existing public or private structures\nwhich involve negligible or no expansion of existing or former use. CEQA Guidelines 15301(c)\nnotes that repair of existing highways and streets, sidewalks, gutters, and bicycle and pedestrian\ntrails—like the proposed work—are exempt from CEQA if additional automobile lanes are not\ncreated.

ANNUAL WEED ABATEMENT PROTEST HEARING\nIt is recommended that the City Council consider:\n(1) Opening the public hearing, receiving public comment, closing the public hearing;\n(2) Adopting a Resolution declaring that weeds, brush, rubbish and refuse upon or in front of\nspecified property in the city are a seasonal and recurrent public nuisance, and declaring\nits intention to provide for abatement; and/or\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nAdoption of this Resolution is exempt from the California Environmental Quality Act (“CEQA”)\nunder CEQA Guidelines § 15061(b)(3) because it can be seen with certainty that there is no\npossibility that the Resolution may have a significant effect on the environment.

5-A. DISCUSSION AND DIRECTION REGARDING ASSEMBLY BILL 2979 (2024) (“AB 2979”)\nIt is recommended that the City Council consider:\n(1) Discussing and providing direction on AB 2979 entitled “Income taxation: exclusion: victim\ncompensation” (an act relating to taxation);\n(2) If desirable, signing a letter on behalf of the City either in support of or opposition to AB\n2979; and\n(3) Taking such additional, related, action that may be desirable.

DISCUSSION AND DIRECTION REGARDING SENATE BILL 1094 (2024) (“SB 1094”)\nIt is recommended that the City Council consider:\n(1) Discussing and providing direction on SB 1094 entitled “Pupil instruction: course of study:\nsocial sciences: civic engagement” (an act to amend Sections 51210 and 51220 of the\nEducation Code, relating to pupil instruction);\n(2) If desirable, signing a letter on behalf of the City either in support of or opposition to SB\n1094; and\n(3) Taking such additional, related, action that may be desirable.

5-C. 2023 MONTEREY PARK GENERAL PLAN AND HOUSING ELEMENT ANNUAL PROGRESS\nREPORT\nIt is recommended that the City Council consider:\n(1) Receiving and filing the 2023 General Plan and Housing Element Annual Progress Report;\n(2) Directing staff to forward a copy of the report to the Governor’s Office of Planning and\nResearch (“OPR”) and the State Department of Housing and Community Development\n(“HCD”) before April 1, 2024; and\n(3) Taking such additional, related, action that may be desirable.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTEREY PARK,\nCALIFORNIA, DECLARING AND RECOGNIZING THE MONTH OF MARCH 2024 AS\nAMERICAN RED CROSS MONTH (REQUESTED BY MAYOR WONG)\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution declaring and recognizing the month of March 2024 as American\nRed Cross Month; and\n(2) Taking such additional, related, action that may be desirable.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTEREY PARK,\nCALIFORNIA, DECLARING AND RECOGNIZING THE MONTH OF MARCH 2024 AS\nWOMEN’S HISTORY MONTH, A NATIONAL CELEBRATION THAT HIGHLIGHTS THE\nCONTRIBUTIONS OF WOMEN TO EVENTS IN HISTORY AND CONTEMPORARY SOCIETY\n(REQUESTED BY MAYOR WONG)\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution declaring and recognizing the month of March 2024 as Women’s\nHistory Month, a national celebration that highlights the contributions of women to events\nin history and contemporary society; and\n(2) Taking such additional, related, action that may be desirable.
