Authorizing the City Manager, or designee, to accept $5,130 in California State\nLibrary grant funding to purchase books and an Amazon Prime membership;\n2. Authorizing the City Manager, or designee, to appropriate the $5,130 in grant funding\ninto the 2025-2026 Fiscal Year budget; and\n3. Taking such additional, related, action that may be desirable.

9.E. Police Department FY25/26 OTS STEP Grant\nIt is recommended that the City Council consider:\n1. Accepting grant funds and authorizing the City Manager, or designee, to execute an\nagreement, in a form approved by the City Attorney, with the Office of Traffic Safety\n(OTS) in the amount of $200,000 for the Selective Traffic Enforcement Program\n(STEP);\n2. Adopting a Resolution authorizing the City Manager, or designee, to receive and\nappropriate grant funds in fiscal year 2025-26, and execute an agreement, in a form\napproved by the City Attorney, with the OTS in the amount of $200,000 for the STEP;\nand\n3. Taking such additional, related action that may be desirable.

9.F. Police Department FY 25/26 OTS Pedestrian Bike Grant\nIt is recommended that the City Council consider:\n1. Accepting grant funds and authorizing the City Manager, or designee, to execute an\nagreement, in a form approved by the City Attorney, with the Office of Traffic Safety\n(OTS) in the amount of $35,862 for the Pedestrian and Bicycle Safety Program;\n2. Adopting a Resolution authorizing the City Manager, or designee, to receive and\nappropriate grant funds in fiscal year 2025-26, and execute an agreement, in a form\napproved by the City Attorney, with the OTS in the amount of $35,862 for the\nPedestrian and Bicycle Safety Program; and\n3. Take such additional, related, action that may be desirable.

Receive and file an update of projects and programs supported in the Parks System\nMaster Plan, scheduled for implementation in Fiscal Year 2025-26\nIt is recommended that the City Council consider:\n1. Receiving and filing a report on the Parks System Master Plan, outlining projects and\nprograms scheduled for implementation in Fiscal Year 2025-26, and including a\npreliminary outlook on potential short-term projects and programs;\n2. Taking such additional, related, action that may be desirable.

Adopt a Resolution authorizing the City Manager, or designee, to apply for, receive\nand approve grant funds for the Los Angeles County Regional Park and Open Space\nDistrict Measure A Grants\nIt is recommended that the City Council consider:\n1. Adopting a Resolution authorizing the City Manager, or designee, to apply for,\nreceive and approve grant funds for the Los Angeles County Regional Park and\nOpen Space District Measure A Grants\n2. Taking such additional, related, action that may be desirable.

9.I. Award of Contract to Waterline Technologies, Inc. to provide pool chemicals to\nGeorge Elder Pool and Cascades Waterfall\nIt is recommended that the City Council consider:\n1. Authorizing the City Manager to execute an agreement, in a form approved by the\nCity Attorney, for a three-year contract (with an option to extend for an additional two\nyears) with Waterline Technologies, Inc. in the amount of $64,124 per year to provide\nchemicals for George Elder Pool and the Cascades Park Waterfall; and\n2. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed activity pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the\n“CEQA Guidelines”). The proposed activity contemplates administrative actions of awarding\na contract for the purchase of chemicals needed to maintain George Elder Pool and\nCascades Waterfall, and does not contemplate any changes to the physical environment.\nAccordingly, no further environmental review is required.

9.J. S. Atlantic Blvd and E. Emerson Ave Overlay and Slurry Seal Project – Award of\nContract\nIt is recommended that the City Council consider:\n1. Authorizing the City Manager to execute a public works contract, in a form approved\nby the City Attorney, with Onyx Paving Company, Inc., in the amount of $898,000 for\nthe Atlantic Blvd and Emerson Ave Overlay and slurry seal Project;\n2. Authorizing the Director of Public Works to approve change orders and contingency\nup to $89,800 (10%) of the contract amount, for a total project cost of $987,800; and\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the\n“CEQA Guidelines”). The proposed work is for the overlay of an existing City road.\nAccordingly, no further environmental review is required.
