Staff recommend City Council approve the agreement with Urban Service Provider, for access and use of
the CIMCON LightingGale web-based streetlight management system, in the amount of $15,386, from
August 1, 2026 through July 31, 2027, with the option to extend for two additional one year periods; and
authorize the City Manager to execute the optional one-year periods, provided there is funding in the
budget and it is within the City Manager’s signing authority, on behalf of the City, in a form approved by
the City Attorney.

Staff recommend City Council accept the work for Stephen Doreck Equipment Rentals, Inc. in the amount
of $3,082,206.05, for Project No. 7449 Watermain and Advanced Meter Infrastructure Meter
Replacements, Project No. 7937 Local Streets Rehabilitation Program Zone 31 Asphalt Improvements,
and Project No. 7452 Advanced Meter Infrastructure Meter Replacements Phase III, and release the
retention payment in the amount of $154,110.31 to Stephen Doreck Equipment Rentals, Inc., per Public
Contract Code §7107.

12. AWARD CONTRACT FOR WATER METER READING AND RELATED SERVICES
Staff recommend City Council approve an agreement with Phoenix Water Solutions for water meter
reading and related services, for an amount not-to-exceed $105,000 for Fiscal Year 2026/27 from August
1, 2026 through June 30, 2029, with the option to extend for two additional one-year periods; and
authorize the City Manager to execute the agreement and annual amendments each fiscal year for an
amount not-to-exceed the value approved during the annual budgeting process, on behalf of the City, in a
form approved by the City Attorney.

CONSTRUCTION MANAGEMENT, AND INSPECTION SERVICES, ENGINEER'S REPORT NO. 26-25
Staff recommend City Council approve agreements with AKM Consulting Engineers, DCCM, Transtech
Engineers, Inc., and TYLin to provide City-wide on-call project management, construction management,
and inspection services for a term of three years from the date of execution, with two optional one-year
extensions, in an amount not-to-exceed $500,000 annually per firm; and authorize the City Manager to
execute the agreements, as well as any extensions or amendments, provided there is funding in the
budget and it is within the City Manager’s signing authority, on behalf of the City, in forms approved by the
City Attorney.

Staff recommend City Council approve the Maintenance Agreement between the City and the Los
Angeles County Flood Control District for the Hermosillo Park Stormwater Capture and Infiltration Project
(Project No. 7607); and authorize the City Manager to execute the Maintenance Agreement and any
amendments provided there is funding in the budget and it is within the City Manager’s signing authority,
on behalf of the City, in a form approved by the City Attorney.

LLC in the amount of $50,000; and Western States Converters & Transmissions, Inc. in the amount of
$50,000, for a combined total of $300,000 for Major Bus Components and Major Repair Services for a
two-year period from August 1, 2026 through June 30, 2028; and authorize the City Manager to execute
the agreements and any amendments, provided funding is available in the budget and they are within the
City Manager’s signing authority, in a form approved by the City Attorney.
