AUTHORIZE THE CITY MANAGER TO ENTER INTO AN ON-CALL CONTRACT WITH RON’S\nMAINTENANCE INC., FOR CATCH BASIN CLEANING AND\nINSPECTION SERVICES FOR AN AMOUNT NOT-TO-EXCEED $1,100,000 OVER A FOUR-YEAR TERM\n(Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the contract proposed in the agenda report to be categorically exempt under the\nCalifornia Environmental Quality Act (CEQA) pursuant to Title 14,\nChapter 3, Article 19, Section 1530, Class 1, - Existing Facilities, and that there are no features that\ndistinguish this project from others in the exempt class, and\ntherefore, there are no unusual circumstances;\n(2) Authorize the City Manager to enter into a contract, as the result of the competitive selection\nprocess, as specified by Section 4.08.047 of the Pasadena\nMunicipal Code, with Ron’s Maintenance Inc., for annual catch basin cleaning and inspection of all City-\nowned storm drain catch basins, for a total amount not-to-exceed\n$1,100,000 over a four-year term, which includes a base contract amount of $1,000,000 and a contingency\nof $100,000 to provide for any necessary change orders.\nCompetitive price bidding is not required pursuant to City Charter Section 1002(F) (contracts for professional\nor unique services); and\n(3) Authorize the City Manager to approve no-cost amendments to the subject contract including\ndurational extensions.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH PATAGONIA HEALTH INC.,\nTO FURNISH AND DELIVER AN ELECTRONIC HEALTH\nRECORD SYSTEM FOR A TOTAL AMOUNT NOT-TO-EXCEED $1,542,907 FOR A PERIOD OF TEN\nYEARS (Health Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a “project” subject to the California\nEnvironmental Quality Act (CEQA) pursuant to State CEQA\nGuidelines Section 21065 and within the meaning of Section 15378(b); and\n(2) Authorize the City Manager to enter into a contract, as a result of a competitive selection process,\nas defined by Section 4.08.047 of the Pasadena Municipal\nCode, with Patagonia Health Inc. (“Patagonia”) to furnish and deliver a department-wide electronic health\nrecord system in an amount not-to-exceed $1,542,907\nfor a ten-year term. Competitive bidding is not required pursuant to the City Charter Section 1002(F),\ncontracts for professional or unique services.

AUTHORIZE THE CITY MANAGER TO AMEND CONTRACT NOS. 32091 AND 31393 WITH FRIENDS IN\nDEED TO EXTEND THE TERMS AND INCREASE\nTHE CONTRACT AMOUNTS BY $107,910 AND $70,148 RESPECTIVELY, THEREBY INCREASING THE\nGRAND TOTALS TO NOT-TO-EXCEED AMOUNTS\nOF $475,753 AND $859,525 RESPECTIVELY, FOR STREET OUTREACH AND MOTEL-BASED\nSHELTER SERVICES (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report are exempt from the California\nEnvironmental Quality Act ("CEQA") pursuant to State CEQA\nGuidelines per Section 15061(b)(3), the “common sense” exemption that CEQA only applies to projects that\nmay have an effect on the environment;\n(2) Authorize the City Manager to amend Contract No. 32091 with The FID Group dba Friends In\nDeed to increase the contract value by $107,910.20, thereby\nincreasing the grand total to a not-to-exceed amount of $475,753.20, for provision of street outreach\nservices;\n(3) Authorize the City Manager to amend Contract No. 31393 with The FID Group dba Friends In\nDeed to increase the contract value by $70,148.26,\nthereby increasing the grand total to a not-to-exceed amount of $859,525.75, and extending the term\nthrough June 30, 2026 for provision of homelessness prevention\nservices;\n(4) Authorize the City Manager to approve no-cost amendments to Contract Nos. 32091 and 31393\nwhich extend the term beyond June 30, 2026; and\n(5) To the extent the amendments to Contract Nos. 32091 and 31393 could be considered separate\nprocurements subject to the Competitive Selection\nprocess, grant exemptions pursuant to Pasadena Municipal Code (PMC) Section 4.08.049(B), contracts for\nwhich the City’s best interests are served. Competitive\nprice bidding is not required pursuant to City Charter Section 1002(F) contracts for professional or unique\nservices.

FINANCE COMMITTEE: AMEND THE FISCAL YEAR 2025 CAPITAL IMPROVEMENT PROGRAM (Public\nWorks Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed actions in the agenda report are not “projects” as defined in the California\nEnvironmental Quality Act (CEQA), Public Resources\nCode Section 21065 and Section 15378(b)(4) and (5) of the State CEQA Guidelines, and as such, are not\nsubject to environmental review;\n(2) Amend the Fiscal Year 2025 Capital Improvement Program (CIP) Budget as detailed in Attachment\nA of the agenda report;\n(3) Approve an advance to the Rose Bowl Operating Company (RBOC) $1,047,460 from the General\nFund for half of the total cost of the Brookside Golf\nCourse Cantilever Fence project as detailed in the body of the agenda report; and\n(4) Authorize the City Manager to negotiate the terms of repayment of the advance with RBOC and to\nexecute any documents necessary to effectuate such\nadvance or repayment.

KENNEDY POOL FOR A\nREVISED TOTAL CONTRACT AMOUNT NOT-TO-EXCEED\n$4,862,592 AND AMENDMENT TO THE FISCAL YEAR 2025 CAPITAL IMPROVEMENT PROGRAM\nBUDGET FOR PROJECT CLOSE OUT (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action in the agenda repot be categorically exempt under the California\nEnvironmental Quality Act (CEQA) in accordance with\nTitle 14, Chapter 3, Article 19, Section 15301, Class 1 – Existing Facilities, and Section 15302, Class 2 –\nReplacement or Reconstruction, and that there are no\nfeatures that distinguish this project from others in the exempt class, and therefore, there are no unusual\ncircumstances;\n(2) Authorize the City Manager to amend Contract No. 32268 with Hamel Contracting Inc., to increase\ncontract amount by $172,354, increasing the not-to-exceed\namount to $4,862,592 for change orders necessary to complete construction of the new pool and\nrenovations to the existing pool building;\n(3) To the extent this transaction could be considered a separate procurement subject to the Competitive\nBidding Process, grant the proposed contract\namendment with Hamel Contracting Inc., an exemption from the Competitive Bidding Process set forth in the\nCompetitive Bidding and Purchasing Ordinance pursuant\nto the Pasadena Municipal Code Section 4.08.049(B), contracts where the best interests of the City are\nserved; and\n(4) Amend the Fiscal Year (FY) 2025 Capital Improvement Program Budget by appropriating $147,224 in\nResidential Impact Fee to the Robinson Park – Pool and\nPool Building Renovations (78085) project.

FINANCE COMMITTEE: AMEND THE FIRE DEPARTMENT FISCAL YEAR (FY) 2025 OPERATING\nBUDGET AND AUTHORIZE THE CITY MANAGER TO\nENTER INTO A CONTRACT WITH STRYKER SALES LLC FOR THE PURCHASE OF 24 UNITS OF\nMONITOR/DEFIBRILLATOR DEVICES AND PREVENTATIVE\nSERVICE AND MAINTENANCE FOR 26 DEVICES FOR FIVE YEARS IN AN AMOUNT NOT-TO-EXCEED\n$1,007,678 (Fire Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report is exempt from the California Environmental Quality\nAct ("CEQA") pursuant to CEQA Guidelines Section\n15061(b)(3), the "Common Sense" exemption that CEQA only applies to projects that may have an effect on\nthe environment;\n(2) Amend the Fire Department's Fiscal Year (FY) 2025 Operating Budget by recognizing revenues\nand appropriating $1,007,678 for the purchase and\nmaintenance of monitors/defibrillators;\n(3) Authorize the City Manager to enter into a contract with Stryker Sales LLC for the purchase of 24\nunits of monitors/defibrillators devices and the associated\npreventative service and maintenance for 26 devices for five years in an amount not-to-exceed $1,007,678;\nand\n(4) Grant the contract an exemption pursuant to Pasadena Municipal Code (PMC) Section\n4.08.049(B), contracts for which the City’s best interests are\nserved. This transaction is exempt from competitive bidding per PMC Section 4.08.030 and City Charter\nSection 1002(F) based on contracts for professional or\nunique services.
