FISCAL YEAR 2022-23 YEAR-END APPROPRIATION ADJUSTMENTS\nAs the City’s Fiscal Year 2022-23 financial books are being closed, it becomes\nnecessary to make budget adjustments prior to the forthcoming audit. These\nadjustments are necessary to allocate additional funds to general fund\ndepartments or other funds that have surpassed their initially-allocated or\namended budgets. These budget adjustments may involve transferring\nappropriations between general fund departments or appropriating funds to\na fund that has exceeded is budgeted appropriations. General fund\ndepartments and funds that exceed approved budgets are disclosed in\naudited financial statements.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-66\napproving proposed amendments to the annual budget for Fiscal Year 2022-\n23.

APPROVAL OF FINAL PARCEL MAP NO. 74404, A 2-UNIT\nCONDOMINIUM DEVELOPMENT PROJECT LOCATED AT 321 W.\nGLENDON WAY\nThe development project located at 321 West Glendon Way is a 2-unit\ncondominium on a 9,734-square-foot lot. Staff and RKA Consulting Group\nIncorporated (RKA), the City’s contract consultant for land surveying, have\nreviewed the Final Parcel Map and determined that it is in compliance with\nthe State Subdivision Map Act, Conditions of Approval, and the City’s\nordinances regarding subdivision. There is no fiscal impact related to this\nitem.\nCalifornia Environmental Quality Act (CEQA) Determination: The project has\nbeen reviewed for compliance with the California Environmental Quality Act\n(CEQA), and is exempt from CEQA based on Section 15332, Class 32 exemption\n(In-Fill Development).\nRecommended Action:\nStaff recommends that the City Council approve Final Parcel Map No. 74404,\nauthorize its filing with the Los Angeles County Recorder and authorize the\nCity Manager to execute the Subdivision Agreement on behalf of the City.

RESOLUTION NO. 23-64 APPROVING A REQUEST FOR TEMPORARY\nSTREET CLOSURE ON THE 800 BLOCK OF COMMERCIAL AVENUE\nThe Public Works Department received a request from Jason De La Torre,\nowner of the property located at 864 Commercial Avenue, for a temporary\nstreet closure. The purpose of this request is to hold a private event on\nSaturday, November 11, 2023, on the 800 block of Commercial Avenue from\n2:00 p.m. to 10:00 p.m. Ogopogo has had multiple prior street closure events;\nthe City has not experienced any significant adverse issues from those prior\nevents. There is no fiscal impact related to this item.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-64\nauthorizing closure on the 800 block of Commercial Avenue from South\nGladys Avenue to the end of the cul-de-sac from 2:00 p.m. to 10:00 p.m. on\nSaturday November 11, 2023.

G. POLICE DEPARTMENT PURCHASE OF NEW POLICE MOTORCYCLE IN THE\nAMOUNT OF $39,125.47\nOne of the frontline police motorcycles has over 135,000 miles of use. It is\nbeing operated far beyond the normal service life and is exhibiting significant\nmechanical issues. The Police Department has budgeted to replace a 2018\nBMW motorcycle in this Fiscal Year (FY) 2023-2024. The Police Department\nhas budgeted approximately $40,000 for the purchase of a new Police\nMotorcycle. The quote provided by Long Beach BMW Motorcycle reflects the\nbest possible price for a fully-outfitted 2024 BMW RT1250. The current quote\nreflects the total price including tax as well as the motorcycle helmet and\nradio installation for a price of $39,125.47.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Chief of Police to utilize\n“piggyback” pricing from Los Angeles County Sheriff’s contract #PO-SH-\n23008318-1 for the purchase of one 2024 BMW RT1250 at a cost of\n$39,125.47 from Long Beach BMW Motorcycles utilizing capital outlay funds\nfrom account #124-751-37-99-201.

H. OFFICER WELLNESS AND MENTAL HEALTH GRANT ACCEPTANCE AND\nEXPENDITURE\nThe City of San Gabriel, Police Department, has been awarded grant funds by\nthe Board of State and Community Corrections (BSCC) in the amount of\n$32,997.89 to improve officer wellness and mental health throughout the\norganization. The funds provided from the Wellness and Mental Health grant\nwill pay for memberships at health and fitness clubs. There will be no impact\non the regular budget of the Police Department.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to accept\nthe BSCC Award of $32,997.89; and adopt Resolution No. 23-58 amending the\nFiscal Year 2022-23, Other Grants Fund 186. The expenditure account to\nappropriate the budget is #124-751-57-96-174 for the Officer Wellness and\nMental Health Grant Program.

I. 2020 STATE HOMELAND SECURITY PROGRAM – PART 2 GRANT\nACCEPTANCE AND EXPENDITURE AUTHORIZATION IN THE AMOUNT OF\n$14,447\nThe City of San Gabriel has been awarded and accepted grant funds from the\n2020 State Homeland Security Program (SHSP) for Fire Departments in the\namount of $62,000. The Fire Departments has been able to use these funds\ntowards projects from the Department of Homeland Security Approved\nEquipment List. An additional amount of $14,447 was granted this year, which\ncould be used to complete purchasing and issuance of protective equipment\nfor Fire Department personnel.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-65\nauthorizing the following:\n1. Increase estimated revenue (account 186-3215) and appropriation\n(transfers out) in “other Grants” Fund by $14,447; and increase estimated\nrevenue (transfers in) and appropriation in Capital/Special Projects Funds\n(account #124-761-57-99-380) by $14,447.\n2. Authorize the Fire Chief to use the additional SHSP grant money, in the\namount of $14,447 to purchase qualifying equipment under the City’s\npurchasing policy.

A. PICKLEBALL DISCUSSION - OPTIONS FOR THE ADDITION OF PICKLEBALL\nCOURTS IN SAN GABRIEL\nDuring the July 18, 2023 City Council Meeting, staff presented a construction\ncontract for a new pickleball court at Smith Park. At that meeting, public\ncomments and a petition were presented speaking against the construction of\nthe new court. After much deliberation, the City Council requested to have the\nitem come back at a future meeting. The item was presented again at the\nAugust 15, 2023 meeting and again there were many public comments about\nthe item. Council requested that the item come back with potential options at\na future meeting. Should the Council choose Alternative 1, the cost of\nresurfacing and painting of the courts has already been approved by the City\nCouncil. If, after further evaluation, there is a need for expansion of the court\n(i.e. extending the court) to accommodate four pickleball courts, staff will\nbring that forward to the City Council for approval of the enhancements to\nthe court. Should the City Council choose Option 2 or 3 for the construction\nof a pickleball court at another location, staff would bring an item forward to\ninclude construction/resurfacing costs for the approved location.\nALTERNATIVES\nAlternative 1: Continue with the courts as existing. When resurfacing the\ncourts, as already approved by Council, resurface one for tennis play only and\none with four permanent pickleball courts for pickleball play only. Staff will\nevaluate the court spacing to place four pickleball courts on the tennis court\nand, if needed, will bring an item back to the Council for expansion of the\ncourt. Sound barriers would also be placed on the courts at Smith. Should the\npool expansion move forward, staff recommends evaluating the site to\npotentially add a pickleball court to the east of the current courts and moving\nthe pool further east.\nAlternative 2: Convert both of the existing courts at Smith Park to permanent\npickleball courts (eight courts). Staff will evaluate the court spacing to place\neight pickleball courts on the courts and, if needed, will bring an item back to\nthe Council for expansion of the courts. Sound barriers would also be placed\non the courts at Smith. Should the pool expansion move forward, staff\nrecommends evaluating the site to potentially add a tennis court or additional\npickleball court to the east of the current courts and moving the pool further\neast.\nAlternative 3: Locate permanent pickleball courts next to the existing\nbasketball courts in Smith Park.\nAlternative 4: Locate two permanent pickleball courts in Lugo Park with\npossible options.\nAlternative 5: This option would be to continue with the courts as existing, not\nadding additional courts. Current courts at Smith Park and Washington School\nPark would be resurfaced as previously approved by the City Council, but no\ncourts would be added.\nCalifornia Environmental Quality Act (CEQA) Determination: Depending on the\nalternative selected by the Council, project is exempt under following\nexemptions: Class 1 (e)(2)(A)(B) Existing Facilities, Class 3 New Construction of\nSmall Structures or Class 11 Accessory Structures.\nRecommended Action:\nStaff recommends that the City Council proceed with Alternative 1.

B. IMPACT FEE CALCULATION REVISION, ORDINANCE NO. 697 –\nINTRODUCTION AND FIRST READING\nIn 2004, the City Council adopted Chapter 154 of the San Gabriel Municipal\nCode to establish Development Impact Fees for new development. In 2015,\nthe City adopted Resolution No. 24-38, which increased the Open Space and\nRecreation Development Impact Fees and how the impact fee calculations are\napplicable to residential additions. The City adopted new regulations for\nAccessory Dwelling Units (ADU) in 2020. The City estimates a revenue\nreduction of $30,000 from non-ADU residential projects and a revenue\nincrease of $180,000 from ADU projects based upon Fiscal Year 2022/2023\nissued permits. These fees are recorded in the development impact fee fund,\nand there is no impact to the general fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that that City Council waive full reading and introduce by\ntitle only Ordinance No. 697: An Ordinance of the City Council of the City of\nSan Gabriel, California, Amending Title XV Chapter 154 (Development Impact\nFees) in Order to Amend the Impact Fees Proration Rate Calculation Formula,\nwhich would revise the current impact fee calculation methodology for non-\nADU additions and new single-family dwellings and ADUs over 750 square\nfeet to be as follows:\nNon-ADU additions and New Single-Family Dwellings:\n(Added square feet)/1,000 multiplied by the residential impact fees up to\n100% or 50% if an existing dwelling is removed. No exemption for projects\nunder 25% of the original dwelling size.\nADUs over 750 square feet:\n(Square feet above 750 square feet)/250 multiplied by the residential impact\nfees up to the limit imposed by state law. Note that ADUs in San Gabriel have\na maximum size of 1,000 square feet and all new primary dwelling impact fees\nare the same regardless of size. Establish a new primary dwelling base size of\n1,000 square feet for calculation reference of full single family unit impact\nfees.\nThe second reading and adoption will be scheduled at the next regular\nCouncil Meeting.
