RE-NOMINATION TO THE LOS ANGELES COUNTY EXECUTIVE\nCOMMITTEE ON HOMELESSNESS - At the regular City Council meeting on\nSeptember 12, 2023, the City Council nominated Mayor Pro Tem Smyth to serve on the\nLos Angeles County Executive Committee on Homelessness. However, upon further\nreview of the position and existing obligations, Mayor Pro Tem Smyth has requested that\nthe City Council consider someone else from the City Council to serve on the Committee.\nRECOMMENDED ACTION:\nCity Council discuss and recommend a new member of the City Council to serve on the\nLos Angeles County Executive Committee on Homelessness.

SANTA CLARITA VALLEY COMMITTEE ON AGING FISCAL YEAR 2023-24\nAGREEMENT - The Fiscal Year 2023-24 agreement with the Santa Clarita Valley\nCommittee on Aging will support home-delivered meals, transit-related services, and\nrecreation, health, and wellness programs for seniors.\nRECOMMENDED ACTION:\nCity Council approve an agreement with the Santa Clarita Valley Committee on Aging in\nthe amount of $475,000, and authorize the City Manager or designee to execute all\ndocuments, subject to City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. 5. LANDSCAPE MAINTENANCE CONTRACTS FOR LMD ZONES T-68, T-69 -\nCity Council consideration to award contracts to Marina Landscape Services, Inc., to\nprovide recurring landscape maintenance services for LMD Zones T-68 (West Creek)\nand T-69 (West Hills).\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to Marina Landscape Services, Inc. to provide landscape\nmaintenance services for Landscape Maintenance Districts Zone T-68 West Creek,\nand, if necessary, other zones for which they are under contract, for a total two-year\namount not to exceed $169,686.\n2. Award a two-year contract to Marina Landscape Services, Inc. to provide landscape\nmaintenance services for Landscape Maintenance District Zone T-69 West Hills, and,\nif necessary, other zones for which they are under contract, for a total two-year\namount not to exceed $708,872.\n3. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three for both contracts, not to exceed the annual\ncontract amounts, inclusive of as-needed expenditure authority, plus an adjustment in\ncompensation consistent with the appropriate Consumer Price Index, upon request of\nthe contractor, and contingent upon the appropriation of funds by the City Council in\nthe annual budget for such fiscal year.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\n5. Appropriate an ongoing budget for $7,588 from the Landscape Maintenance District\nFund Balance (Fund 357) to expenditure account 3572463-516110 (West Creek) and\n$34,787 to expenditure account 3572462-516110 (West Hills).

6. Find that the award of contracts are exempt from the California Environmental\nQuality Act pursuant to Article 19 – Categorical Exemptions, Section 15301, Existing\nFacilities, (h) Maintenance of Existing Landscaping.\n6. TAX-SHARING RESOLUTIONS FOR SANITATION DISTRICT, ANNEXATION\nNOS. 1130, 1131, 1132, AND 1133 - The Santa Clarita Valley Sanitation District\nprovides wastewater treatment services within the District's service area. To provide\nwastewater treatment service to properties located outside the District's service area, the\nboundary must be expanded through the annexation process.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt the Santa Clarita Valley Sanitation District's resolutions approving and\naccepting the negotiated exchange of property tax revenues resulting from Santa\nClarita Valley Sanitation District Annexation Nos. 1130, 1131, 1132, and 1133.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

COPPER HILL DRIVE BRIDGE WIDENING, PROJECT S1050 - INSPECTION\nAND CONSTRUCTION OVERSIGHT SERVICES AWARD - This item will\nprovide inspection and construction oversight services for the Copper Hill Drive Bridge\nWidening project which will widen the north half of the existing bridge.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a professional services contract for inspection and construction oversight\nservices to NV5, Inc. in the amount of $552,912, and authorize a contingency in the\namount of $55,291, for a total contract amount not to exceed $608,203.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

BUILDING PLAN REVIEW, BUILDING INSPECTION, AND PERMIT-\nRELATED PROFESSIONAL SERVICES - Increase expenditure authority for\ncontracts with previously selected, qualified vendors to provide as-needed building plan\nreview, building inspection, and permit-related professional services to the City of Santa\nClarita.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize an expenditure authority increase to the City's on-call Building & Safety\nconsulting firms: JAS Pacific, Scott Fazekas & Associates, Interwest Consulting\nGroup, and TRB and Associates, in the amount of $500,000, resulting in a total on-\ncall expenditure authority amount of $1,000,000 for Fiscal Year 2023-24.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

RESOLUTION RATIFYING THE EXISTENCE OF A LOCAL EMERGENCY -\nCity Council consideration to adopt a resolution that will ratify the existence of a local\nemergency related to the MV Transportation bus driver strike that began on October 9,\n2023.\nRECOMMENDED ACTION:\nCity Council adopt a resolution ratifying the existence of a local emergency and the\nassociated emergency contract with Transit Systems Unlimited, Inc.
