CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-235,\nAPPROVING PROJECT ACCEPTANCE AND NOTICE OF\nCOMPLETION FOR THE TRAFFIC SIGNAL IMPROVEMENTS AT\nVARIOUS SIGNALIZED INTERSECTIONS PROJECT (HSIPL-\n5352(020)).\nOn August 28, 2023, the Engineering Department solicited bids for the\nTraffic Signal Improvements at Various Intersections Project. On October\n10, 2023, Elecnor Belco Electric, Inc. (“Contractor”) was awarded a\nconstruction contract for the Traffic Signal Improvements at Various\nSignalized Intersections Project. The final cost for the construction work\ncompleted by Elecnor Belco Electric, Inc. is $470,416.17.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-235, accepting the completion for the\nTraffic Signal Improvements at Various Signalized Intersections\nProject;\n2. Authorize City Clerk to send the Notice of Completion for\nrecordation to the Los Angeles County Recorder’s Office; and\n3. Release retention accordingly.

FOR SAFE ROUTES TO SCHOOL PEDESTRIAN\nSAFETY PROJECT, ATP CYCLE 5, ATPL-5352(023)\nOn September 30, 2024, the Engineering Department solicited bids for the\nSafe Routes to School Pedestrian Safety Project, ATP Cycle 5, ATPL-\n5352(023). The work involves installation of pedestrian safety upgrades at\nsignalized intersections and uncontrolled crosswalks including rectangular\nrapid flash beacons ("RRFBs"), pedestrian push buttons, countdown\nsystems, overhead pedestrian signal systems, speed radar feedback\nsigns, pedestrian ramps, signage, crosswalks and striping around schools\nand major destinations. The lowest responsive bid was submitted by Toro\nEnterprises, Inc. with the total base bid amount of $1,794,169.80.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt and approve the plans and specifications for the Safe Routes\nto School Pedestrian Safety Project, ATP Cycle 5, ATPL-5352(023)\nProject;\n2. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-242,\nADOPTING AMENDED AND RESTATED PAY SCHEDULES FOR THE\nCITY’S NON-REPRESENTED EXECUTIVE AND PART-TIME\nEMPLOYEES\nOn September 24, 2024, the City Council approved Resolution No. 24-\n226, approving cost of living adjustments for non-represented executive\nand part-time employees.
