1. Approval of the June 28, 2023 City Council/WHA Meeting

10. Acceptance of Public Improvements and Release of Improvement Bonds for\nTract No. 49059 (Salamone – Meadow Pass Road)\nRecommendation: That the City Council accept the public improvements\nrelated to Tract No. 49059 (Salamone – Meadow Pass Road) and release of the\nimprovement bonds.

11. FY 2022-23 Concrete Repair Project – Award of Contract\nRecommendation: That the City Council:\n1. Award a construction contract for the FY 2022-23 Concrete Repair Project to\nFS Contractors, Inc. in the amount of $238,650;\n2. Reject all other bids;\n3. Appropriate $138,270 from restricted Proposition C Fund Reserves (13) to the\nCity-wide Sidewalk Project ($128,270 to 13-6127-6227 and $10,000 to 13-\n6217-6216);\n4. Appropriate $54,250 from restricted Park In-Lieu Fund Reserves (06) to the\nCity-wide Sidewalk Project (06-6127-6227);\n5. Authorize staff to issue a Purchase Order to FS Contractors, Inc. in the\namount of $238,650;\n6. Authorize staff to issue change orders not to exceed 10% of the contract\naward amount ($23,865) to FS Contractors, Inc.; and\n7. Approve a Purchase Order to RKA Consulting Group in the amount of\n$30,000.

Convene Annual Meeting of Walnut Public Financing Authority - The Walnut\nImprovement Agency established the Walnut Public Financing Authority for the\npurpose of issuing bonds, and the Authority is required to hold an annual meeting.\nThe officers of the Authority are the same as the officers of the City Council.

15. Resolution No. 23-08 WHA - A Resolution of the Walnut Housing Authority\nAllowing Certain Claims and Demands in the Amount of $46,619.78 Demand\nNo. 100434 through No. 100434, Both Inclusive\nRecommendation: That the Authority adopt Resolution No. 23-08 WHA.

7. Resolution No. 23-42 – Approval of Ashley Park Deed Restriction\nRecommendation: That the City Council:\n1. Adopt Resolution No. 23-42, approving Ashley Park Deed Restriction; and\n2. Authorize the City Manager to execute all applicable deed restriction\ndocuments on behalf of the City in substantially the form attached and in such\nfinal form as approved by the City Attorney.

8. Resolution No. 23-43 – Approval of Creekside Park Deed Restriction\nRecommendation: That the City Council:\n1. Adopt Resolution No. 23-43; approving Creekside Park Deed Restriction; and\n2. Authorize the City Manager to execute all applicable grant documents on\nbehalf of the City in substantially the form attached and in such final form as\napproved by the City Attorney.

9. Ordinance No. 23-04 – Development Agreement (DA) for the project on\nValley Boulevard (within the West Valley Specific Plan), east of Castlehill\nDrive and west of Bourdet Avenue. (APN: 8722-015-009 and 8722-015-032)\nRecommendation: That the City Council adopt, by title only, and waive\nfurther reading of Ordinance No. 23-04, “An Ordinance of the City Council of the\nCity of Walnut, County of Los Angeles, State of California, Approving a\nDevelopment Agreement (DA) for the Project on Valley Boulevard, east of\nCastlehill Drive and west of Bourdet Avenue (APN: 8722-015-009 and 8722-015-\n032).
