1)\nCONSIDERATION OF EXTENSIONS TO TRANSPORTATION AND LEASE AGREEMENTS\nWITH MV TRANSPORTATION, INC.\nIt is recommended that the City Council take the following actions:\n1. Approve a one (1) year extension to both the Transportation Services Agreement and the\nLease Agreement with MV Transportation, Inc., extending the terms of both agreements\nthrough September 2, 2026; and\n2. Authorize the Acting City Manager to negotiate and execute amendments memorializing\nthe extensions and the maximum annual cost for the transportation services as outlined in\nMV Transportation Inc.'s cost proposal, in such final form as approved by the City\nAttorney.

10)\nCONSIDERATION OF REJECTION OF SOLE PROPOSAL RECEIVED FOR REQUEST FOR\nPROPOSALS (RFP NO. 2025-10) FOR SHOPPING CART RETRIEVAL SERVICES\nStaff recommends that the City Council reject the sole proposal received in response to the\nRequest for Proposals (RFP No. 2025-10) for Shopping Cart Retrieval Services, as the\nproposal was non-responsive and lacked competitive pricing.

11)\nCONSIDERATION OF AUTHORIZATION TO PURCHASE SPECIALIZED FLEET VEHICLE:\nDUMP TRUCK\nIt is recommended that the City Council:\n1. Authorize the purchase of one (1) Dump Truck for the Public Works Department's Fleet\nServices Division from WC Performance Ford, the lowest responsible bidder, in an\namount not to exceed $100,000.\n2. Authorize the Acting City Manager to execute the purchase order and/or agreement\nrequired for the purchase.\n3. In the event the Dump Truck is no longer available from WC Performance Ford at the time\nof purchase, authorize the Acting City Manager to purchase the Dump Truck from another\nvendor that submitted a bid or purchase a comparable vehicle meeting the City's\nspecifications, provided the purchase price shall not exceed $100,000.

Authorize the purchase of a TPMT Hydraulic Driven Airless Pump Spray System, to be\ninstalled on a City-purchased truck chassis, from Roadline Products, Inc. in the amount of\n$159,411.88, including equipment, installation, and applicable taxes and fees.\n2. Authorize the Acting City Manager to execute the purchase order and/or agreement\nrequired for the purchase.\n3. Authorize the Acting City Manager to issue a purchase order to Ford Fleet Care utilizing\nthe Sourcewell Cooperative Purchasing Agreement for Fiscal Year 2025-2026.\n2. Authorize the Acting City Manager to execute any purchase order change orders within\nthe FY2025-26 budget for Fund 365, Fleet Management.

14)\nCONSIDERATION OF AUTHORIZATION TO PURCHASE SPECIALIZED FLEET VEHICLE BOOM TRUCK\nIt is recommended that the City Council:\n1. Authorize the purchase of one (1) VersaLift SST-40-EIH-02 boom truck from WC\nPerformance Ford, the lowest responsible bidder, in an amount not to exceed $185,813.\n2. Authorize the Acting City Manager to execute the purchase order and/or agreement\nrequired for the purchase of the boom truck.\n3. In the event the boom truck is no longer available from WC Performance Ford at the\ntime of purchase, authorize the Acting City Manager to purchase a comparable vehicle\nmeeting the City's specifications, provided the purchase price shall not exceed $200,000.\n4. Reject the bid received for Request for Bids (RFB) No. 2025-14.\n2. Authorize the purchase of a new 2024 Ford Super Duty F-450 DRW XL 2WD Reg Cab\n169" WB 84" CA truck chassis to support the installation of the TPMT Hydraulic Driven\nAirless Pump Spray System for roadway striping and pavement marking operations from\nKen Grody Ford in an amount not to exceed $60,478.\n3. Authorize the Acting City Manager to execute the purchase order and/or agreement\nrequired for the purchase.\n4. 6)\nCONSIDERATION OF REJECTION OF RFP 2026-05 STATE OF THE CITY CATERING\nPROPOSALS AND AUTHORIZATION FOR THE ACTING CITY MANAGER TO PROCURE\nSUCH SERVICES\nStaff recommends that the City Council reject all proposals received in response to RFP No.\nStaff recommends that the City Council reject all proposals received in response to RFP No.\n2026-05 State of the City Catering Services due to submitted quotes significantly exceeding\nreasonable pricing.\nStaff further recommends that the City Council authorize the Acting City Manager to secure\ncatering services for the 2025 State of the City event at a total cost not to exceed $30,000 for\nan anticipated attendance of 550 guests or fewer.
