FARRIS]:\nSUBJECT: The City Council will consider directing staff to cease processing a\nZone Text Amendment (ZTA) that considers allowing for projections above the\nallowed height for hotel rooftop structures.\nRECOMMENDATION: Direct staff to terminate the processing of a proposed\nZone Text Amendment that would permit projections above the allowed height for\nhotel rooftop structures with a conditional use permit (CUP). This item will be\nremoved from the Long Range Planning work plan and will not be considered for\nfuture consideration without City Council direction.

TSIPIS]:\nSUBJECT: Approve the tentative terms and high-level conceptual design for the\nimplementation of a Public-Private partnership with Plenary Broadband\nInfrastructure WH LLC (Plenary) to construct and operate a fiber network to\nimprove broadband services citywide.\nRECOMMENDATIONS: 1) Approve the tentative terms and high-level conceptual\ndesign, including the City's anticipated financial contribution, for the\nImplementation Agreement with Plenary; 2) Direct the City Manager or designee\nto negotiate the Implementation Agreement with Plenary based on the terms; and\n3) Amend the Exclusive Negotiation Agreement by adding 60 days to allow\nsufficient time to complete negotiations.

F.1. CITY CONTRIBUTION TO ENHANCE THE WELLNESS ROOM AT THE LOS\nANGELES COUNTY SHERIFF’S DEPARTMENT WEST HOLLYWOOD\nSTATION [J. HEILMAN, Y. QUARKER, A. LOVANO]:\nSUBJECT: The City Council will consider approving a contribution of up to\n$64,000 to the Los Angeles County Sheriff’s Department for renovations to the\nWest Hollywood Station wellness room.\nRECOMMENDATIONS: 1) Approve a contribution of up to $64,000 to the Los\nAngeles County Sheriff’s Department for the purchase of wellness equipment for\nthe West Hollywood Sheriff’s Station Wellness Room; 2) Authorize the Director of\nFinance and Technology Services to allocate $52,370 from unallocated General\nFund reserves to the Special Council Programs Account 100-1-01-00-531001 and\nincrease the budget for Special Council Programs by the same amount; and 3)\nAuthorize the Director of Finance & Technology Services to approve the use of\n$64,000 from budgeted funds in the Special Council Programs account number\n100-1-01-00-531001 for costs associated with this contribution.

F.2. CITY OF WEST HOLLYWOOD’S RESPONSE TO THE PRESIDENTIAL\nELECTION [J. HEILMAN, J. ERICKSON, Y. QUARKER, A. LOVANO, J. DEL\nTORO]:\nSUBJECT: The City Council will reaffirm the City’s core values and direct staff to\nprepare responses to anticipated action by the new presidential administration.\nRECOMMENDATIONS: 1) Reaffirm West Hollywood’s core values of respect and\ninclusion for all people, especially those who have faced discrimination and\nmarginalization and other vulnerable members of our community; 2) Direct the\nCity Manager to reconvene a staff working group to respond to proposed actions\nby the new presidential administration that may contravene the City’s core values;\n3) Authorize the Mayor and/or City Manager to send letters on behalf of the City\nregarding policies, programs, and appointments that are contrary to the City’s\ncore values and legislative priorities; 4) Authorize the City Attorney, at the City\nAttorney's discretion and authority, to join the City of West Hollywood as amicus\nsupport (friends of the court) when requested in cases challenging actions from\nthe presidential administration that are inconsistent with the City’s core value or\nlegislative priorities; and 5) Direct staff to evaluate developing new programming\nand additional services in the case of programs being reduced or eliminated by\nthe new presidential administration.

F.3. RESPONSIBLE PET OWNER EDUCATION CAMPAIGN [L. MEISTER, Y.\nQUARKER, A. LOVANO, J. DEL TORO]:\nSUBJECT: The City Council will consider directing staff to develop an education\ncampaign that promotes responsible pet ownership, with a specific focus on\nencouraging pet owners to clean up after their pets, addressing the community\nimpacts of lack of proper pet waste disposal, and reminding people to use a leash\nwhen required.\nRECOMMENDATIONS: 1) Direct the Communications Department to develop a\ncommunity education campaign to promote responsible pet ownership, with a\nspecific focus on encouraging pet owners to clean up after their pets, addressing\nthe community impacts of lack of proper pet waste disposal, and reminding people\nto use a leash when required; 2) Direct the Communications Department to utilize\nall appropriate communications tools to promote the effort such as the City’s\nwebsite, social media tools, and a news release; 3) Direct the Rent Stabilization\nDivision to include information about the campaign in the next iteration of bi-\nannual Tenant and Landlord Newsletters; 4) Direct the Facilities and Field\nServices Division to examine the need for additional signage in parks and other\nkey areas to help amplify the message; and 5) Authorize the Director of Finance\n& Technology Services to allocate $5,000 from budgeted funds in the Special\nCouncil Programs account number 100-1-01-00-531001 for costs associated with\nthe campaign.

DEL TORO]:\nSUBJECT: The City Council will consider adopting a resolution supporting\nVeganuary in West Hollywood, which encourages employees, residents, and local\nbusinesses to participate by eating plant-based during the month of January.\nRECOMMENDATIONS: 1) Adopt Resolution No. 24-_________: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD\nSUPPORTING VEGANUARY;” 2) Direct the Communications Department to\nutilize all appropriate communication tools to promote Veganuary including, but\nnot limited to, the City's website, a news release, and social media tools; 3) Direct\nthe Economic Development Department to reach out to local businesses,\nrestaurants, and stakeholders to encourage widespread participation in\nVeganuary, highlighting the environmental and health benefits of this initiative; 4)\nDirect the Administrative Services Department to encourage City staff to\nparticipate in a workplace challenge for Veganuary; and 5) Authorize the Director\nof Finance & Technology Services to allocate $2,500 from budgeted funds in the\nSpecial Council Programs account number 100-1-01-00-531001 for costs\nassociated with promoting this campaign.
