8. CONSIDERATION TO AWARD A PROFESSIONAL SERVICES AGREEMENT WITH HDL TO ADMINISTER THE CITY'S UTILITY USERS TAX Recommendation It is recommended that the City Council: a. Approve a professional services agreement with HdL Companies to provide Utility Users Tax Management Services, including compliance monitoring, reporting support, and audit assistance; and b. Authorize the City Manager execute the agreement, in a form approved by the City Attorney, and any related documents.
