14. CONSIDERATION OF APPROVAL TO ENTER INTO AN AGREEMENT WITH NBS GOVERNMENT FINANCE GROUP FOR LIBRARY SPECIAL TAX ADMINISTRATION SERVICES FOR A THREE-YEAR TERM WITH TWO OPTIONAL ONE-YEAR EXTENSIONS IN AN AMOUNT NOT TO EXCEED $47,500. Recommendation Staff recommends that the City Council: a. Approve an exemption from formal bid requirements for special tax administration services as a professional service per South Pasadena Municipal Code art. II, § 2.99-29 (12) b. Authorize the City Manager to execute a three-year Agreement with two optional one-year extensions with NBS Government Finance Group for administration services related to the levy and collection of the Library Special Tax for a total amount not to exceed $47,500.
