Enterprises Inc., in the amount of $18,552 plus 20% contingency,\nto provide vehicle washing services for City vehicles for a one year period with four one-year\noptional renewals; and authorize the Purchasing Agent to exercise the renewal options, in\naccordance with Bid #9825.

Ratify the submission of the Encampment Resolution Funding grant application and\nattachments to the California Department of Housing and Community Development; authorize\nthe Housing and Community Development Department Director, or designee, to accept the\ngrant, execute required grant documents, and to take the necessary actions to implement grant\nactivities; approve the Encampment Resolution Funding Program Subrecipient Agreement with\nMariposa Women and Family Center to provide encampment resolution activities to individuals\nexperiencing homelessness at the specified prioritized site for a two year contract term\ncommencing November 1, 2024, ending on November 1, 2026, with maximum compensation\nauthority in the amount of $3,047,465.21; authorize the Housing and Community Development\nDepartment Director, or designee, to execute the agreement and other documents necessary\nto implement and administer the program, provided that the maximum compensation authority\nis not increased; and increase the Housing and Community Development Department Fiscal\nYear 2024/25 revenue and expenditure budget by $3,182,054.17, commensurate to the grant\naward.

Following are the proposed applications\nassociated with the request:\nGENERAL PLAN AMENDMENT (DEV2023-00050): The applicant requests to amend the\nGeneral Plan Land Use and Green Elements to modify the total amount of development\npermitted in the Platinum Triangle to increase the amount of residential development to 18,476\ndwelling units, decrease the amount of office development to a range of 7,182,427 s.f. to\n7,407,427 s.f.; increase the size of the Public Park (Meadow Park) from 4-acres to 4.85-acres;\nupdate the Bicycle Master Plan to reflect bicycle facility changes associated with the\npreviously-approved removal and addition of streets; and, revise maps, figures, text, and tables\nthroughout the General Plan to conform to the proposed changes.\nPLATINUM TRIANGLE MASTER LAND USE PLAN (PTMLUP) AMENDMENT (DEV2023-\n00050): The applicant requests to amend the PTMLUP to modify the permitted amount of\ndevelopment within the Platinum Triangle Mixed Use (PTMU) Overlay Zone to up to 18,476\nresidential dwelling units, decrease the amount of office development to a range of 7,182,427\ns.f. to 7,407,427 s.f.; modify appendices for the OCVIBE Sign and Identity Program and PTMU\nOverlay Zone District Sub-Area Development Intensities; and, revise figures, text, and tables\nthroughout the PTMLUP to conform to the proposed changes.\nANAHEIM MUNICIPAL CODE AMENDMENTS (DEV2023-00050): The applicant requests\namendments to Chapter 18.20 (Platinum Triangle Mixed Use (PTMU) Overlay Zone) and\nChapter 18.38 (Supplemental Use Regulations). The proposed amendments would amend\ndefinitions, development intensities, development standards, and procedures to regulate\ndevelopment within the PTMU Overlay Zone, including within the Arena and Transit Districts.\nAMENDED AND RESTATED DEVELOPMENT AGREEMENT (DAG2020-00004): The\napplicant requests an amendment to Development Agreement No. DAG2020-00004 between\nthe City of Anaheim and Anaheim Real Estate Partners, LLC including an amendment to\nMaster Site Plan (MIS2020-00751) to amend the boundaries of Arena District Sub-Areas D1\nand D2; amend the development intensities associated with residential and office development\nwithin Sub-Areas D1 and D2; provide a process for the potential removal of the previously-\napproved pedestrian bridge from Parking Deck C across Douglass Road; remove the\npreviously-approved Meadow Amphitheater; dedicate additional park space in Transit District\nSub-Area B; modify the request for Density Bonus and Development Incentives pursuant to\nChapter 18.52 (Housing Incentives) of the Anaheim Municipal Code; increase the number of\nallowed residential units and the number of required affordable units; increase the off-site Park\nContribution Fee, and modify terms related to Community Facilities District (CFD) 08-1\n(Platinum Triangle) including annexing two parcels into CFD 08-1 providing partial funds for the\nnew fire station and the proposed River Road. CONDITIONAL USE PERMIT AMENDMENT\n(DEV2023-00050): The applicant requests to amend the previously-approved Conditional Use\nPermit (DEV2020-00125) to add a banquet facility to the list of conditionally permitted uses\nwithin the OCVIBE project, which currently allows Alcoholic Beverage Manufacturing, Alcoholic\nBeverage Sales – Off-Sale and On-Sale, Bars and Nightclubs, Entertainment Venues, Farmer’s\nMarket, Recreation Commercial-Outdoor and -Indoor, Retail Sales-Outdoor, and Wine Bar.\nMINOR CONDITIONAL USE PERMIT AMENDMENT (DEV2023-00050): The applicant\nrequests to modify the Coordinated Sign Program and Mural Plan previously approved under a\nminor conditional use permit.\nENVIRONMENTAL DETERMINATION: The City Council will consider whether Addendum No.\n13 to the previously-certified Final Subsequent Environmental Impact Report No. 339 (FSEIR\nNo. 339) and its Addenda, including Previously-Certified Addendum No. 11 and Mitigation\nMonitoring Plan No. 383 (MMP No. 383); Mitigation Monitoring and Reporting Program No.\n106C (MMP No. 106C); and other previously-approved environmental documents for\ndevelopment in the Platinum Triangle area, are the appropriate environmental documentation\nfor the project and approve and adopt Addendum No. 13 and confirm that MMP No. 383\nremains valid for the OCVIBE mixed-use project (DEV2020-00125) inclusive of Amendment\nNo. 1 to the OCVIBE Master Site Plan. REQUEST: The applicant requests approval of a General Plan Amendment, Specific\nPlan, Zoning Reclassification, Zoning Code Amendment, Tentative Tract Map, Final Plan,\nDiscretionary Tree Removal Permit, and Development Agreement to permit and construct a\n498-unit multiple-family residential building and 40,000 square feet of commercial uses, with\napproximately 50 acres designated as Open Space (Environmental Impact Report Alternative\n#2). The following are the proposed applications associated with the request:\nGENERAL PLAN AMENDMENT: The applicant requests an amendment to Figure LU-4 (Land\nUse Plan) of the General Plan Land Use Element to re-designate portions of the Project Site\nfrom “Estate Density Residential”, “Low Density Residential”, and “Open Space” to “Medium\nDensity Residential”, “Open Space”, and “General Commercial”, and to amend Figure C-2 of\nthe Circulation Element.\nHILLS PRESERVE SPECIFIC PLAN: The applicant has proposed the “Hills Preserve Specific\nPlan” to establish a land use vision and implement land use designations for commercial,\nresidential, and open space development areas.\nZONING RECLASSIFICATION: The applicant requests to reclassify the property as the “Hills\nPreserve Specific Plan” zoning designation.\nZONING CODE AMENDMENT: The applicant requests to amend the Anaheim Municipal Code\n(Code) to establish standards and procedures to implement the Hills Preserve Specific Plan\nwhich would be added as Chapter 18.124 of the Code.\nTENTATIVE TRACT MAP NO. 19228: The applicant requests to subdivide the property\ngenerally into three development areas in accordance with the Hills Preserve Specific Plan and\nto provide for internal circulation with private streets for public use including Deer Canyon\nRoad.\nFINAL PLAN: The applicant requests approval of a Final Plan for the Multiple-Family\nDevelopment Area to permit the construction of apartments and associated improvements. The\nFinal Plan includes items such as the site plan, floor plans, elevations, and landscape plan to\ndemonstrate compliance with the guiding principles and standards as proposed in the Hills\nPreserve Specific Plan.\nDISCRETIONARY TREE REMOVAL PERMIT: The applicant requests to remove trees on the\nproject site within the Scenic Corridor Overlay Zone that the Code defines as “specimen trees”\nwhich are not dead, diseased, weakened, or otherwise posing a threat to persons or property.\nDEVELOPMENT AGREEMENT: The applicant requests approval of a Development\nAgreement between the City of Anaheim and SALT Development, LLC to provide certainty to\nthe developer to facilitate development of the Specific Plan, and to provide specified benefits to\nthe City including a contribution to the City’s Affordable Housing Trust Fund; improvement of\nDeer Canyon Road and trail, Santa Ana Canyon Road and trail; designation of approximately\n50 acres of Open Space; Operations and Maintenance agreement for the Deer Canyon Road\nand Santa Ana Canyon Road signalized intersection; and a one-time Fire Protection\nEnhancement Payment.\nENVIRONMENTAL DETERMINATION: The City Council will consider whether to certify Final\nEnvironmental Impact Report (FEIR) No. 355 and adopt Findings of Fact, Statement of\nOverriding Considerations, and Mitigation Monitoring Program (MMP) No. 390 and determine\nthat FEIR No. 355 and MMP No. 390 is the appropriate environmental documentation for the\nproject.\nACTION TAKEN BY THE PLANNING COMMISSION:\nRecommended City Council approval of the project consistent with Alternative #2 from EIR No.\n355 - which includes the reduction of commercial uses from 80,000 square feet to 40,000\nsquare feet and the elimination of the six single-family detached residential lots – with the\ncondition that the applicant provide a covenant requiring the preservation and maintenance of\nall Open Space (increased from 43.2 to 50 acres with Alternative #2) so that it could not be\ndeveloped in the future: approved Resolution Nos. PC2024-031 (Recommended the City\nCouncil approve and adopt proposed General Plan Land Use and Circulation Element\nAmendment); PC2024-032 (Recommended the City Council approve and adopt a proposed\nDevelopment Agreement by and between the City of Anaheim and SALT Development, LLC);\nPC2024-033 (Approved Tentative Tract Map No. 19228 and making certain findings in\nconnection therewith); and adopted motions recommending City Council approval of the\nSpecific Plan, Zoning Reclassification, Zoning Code Amendment, and Final Plan (Multiple-\nFamily Development).
