Noble Company for the purchase of asphalt\nconcrete and other paving materials for the Public Works Department, in the amount of\n$2,387,461 for an initial one-year term, with up to four optional one year renewals, for a\ncumulative amount of $11,937,305 plus applicable sales tax, quarterly indexed price adjustments\nbased on the California Statewide Crude Oil Price Index and Consumer Price Index increases for\nnon-indexed items/fees applicable to renewals, and a 15% contingency; and authorize the\nPurchasing Agent, or designee, to execute all contractual documents and to exercise the renewal\noptions, in accordance with Invitation for Bid No. 9884.

Approve Amendment No. 3 to Cooperative Agreement No. MA-080-19010444 with the County of\nOrange for the Brookhurst Street Widening, Phase 2 Project, to update the Boundary Adjustment\nand Maintenance responsibilities of the Project area following completion of the Project; and\nauthorize the Director of Public Works, or designee, to execute the amendment and any related\ndocuments and to take the necessary actions to implement and administer the agreement.

Approve the Service Agreement with Contemporary Services Corporation to provide contract\nEvent Crowd Control services at the Anaheim Convention Center (ACC) to supplement the\nConvention Center’s existing labor force, in an amount not-to-exceed $350,000 per contract year,\nfor a three year term with two additional one-year renewal terms (cumulative contract amount not-\nto-exceed $1,750,000, with a majority of the costs being reimbursed by the tenants or promoters\nof the ACC and with the City’s cost not to exceed $15,000 per contract year); authorize the\nExecutive Director of the Convention, Sports & Entertainment Department to execute the\nagreement and any other related documents, including all actions necessary to implement and\nadminister the Agreement; and approve additional expenditures not to exceed 20% of the\ncontract amount for extra work not included in the Scope of Work.\n4 June 23, 2026

Approve the Sixth Amendment to the Agreement Regarding Homeless Shelter with The Salvation\nArmy (TSA) for the continuation of shelter services, extending the term of the agreement for two\nyears from July 1, 2026 to June 30, 2028 with an additional one-year option to expire on June 30, 2029; increase the maximum contract to an amount not to exceed $74,204,000, which includes\nadditional authority of $25,400,000 to reimburse TSA for services rendered from July 1, 2026, to\nJune 30, 2029; and authorize the City Manager, or designee, to execute the Amendment, and to\nexecute subsequent amendments or documents necessary for the continuation or administration\nof shelter services at 1455 S. Salvation Place provided they are approved by the City Attorney’s\nOffice and do not increase the total maximum reimbursement amount payable to TSA.

17. Approve the Fifth Amendment to Agreement with Lyons Security Service, Inc. for Emergency\nShelter Security at The Salvation Army (TSA) Anaheim Emergency Shelter (AES) located at 1455\nS. Salvation Place and surrounding area extending the term of the Agreement by two years from\nJuly 1, 2026 to June 30, 2028 with an additional one-year option; increase the maximum contract\nauthority by $5,112,815.68; authorize the Housing and Community Development Director, or\ndesignee, to execute the Amendment, as well as any subsequent amendments or documents\nnecessary for the continuation or clarification of security services at TSA AES and surrounding\narea, provided they are approved by the City Attorney’s Office and do not increase the maximum\ncontract authority payable to Lyons Security.
