RESOLUTION NO. - Acceptance of Grant Funds and Execution of a Grant Agreement with the California Natural Resources Agency: Covering Environmental Enhancement and Mitigation Program funds, for amount up to $500,000, for the Los Angeles International Airport Dunes Habitat Restoration Project, relative to environmental mitigation work for the removal of invasive plants and restoration of natural plant species to supplement previous restoration work in the protected coastal dunes wildlife preserve adjacent to Los Angeles International Airport and owned by Los Angeles World Airports \nPURPOSE: The requested actions are to secure up to $500,000 in state grant funds for direct reimbursement of environmental mitigation work for the removal of invasive plants and restoration of natural plant species to supplement previous restoration work in the protected coastal dunes wildlife preserve owned by Los Angeles World Airports and located adjacent to and west of the Los Angeles International Airport airfield. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i and Article III, Class 1 (9) of the Los Angeles City CEQA Guidelines; approve and further adopt the Resolution (attached to the staff report) relative to a grant application to the California Natural Resources Agency for the Los Angeles International Airport Dunes Habitat Restoration Project; further approve acceptance of Environmental Enhancement and Mitigation Program grant funds up to $500,000, subject to a funding recommendation by said agency and funding approval by the California Transportation Commission; authorize the Chief Executive Officer, or designee, to execute a Grant Agreement with said agency relative to said acceptance and use of grant funds as a partial funding source for environmental mitigation work in the protected coastal dunes wildlife preserve, after approval as to form by the City Attorney; and further authorize the Chief Executive Officer, or designee, to execute any subsequent amendments to said Grant Agreement that may be required by the funding agency for Los Angeles World Airports to continue to accept said program funds, after approval as to form by the City Attorney. RESOLUTION NO. - Award of three (3)-year Contract to ML Winters Co., LLC: Covering purchase and laundering of cleaning towels, rags and recycling of absorbent materials at Los Angeles International Airport and Van Nuys Airport, for cost not to exceed $275,000 \nPURPOSE: To establish a three (3)-year contract for purchase and laundering of cleaning towels, rags, and for recycling of absorbent materials at Los Angeles International Airport and Van Nuys Airport. The action will allow Los Angeles World Airports to obtain the materials and services necessary to provide cleaning and absorbent materials for various shops in the Facilities Management Division. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; approve Award of Contract to ML Winters Co., LLC; and authorize the Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney. RESOLUTION NO. - License Agreement with Community Partners, a California 501(c)3 nonprofit organization, on behalf of the project, SafeParkingLA: With expiration date of June 30, 2023, to utilize a small, gated area of Los Angeles International Airport property located on the eastern portion of 5455 West 111th Street, near the corner of La Cienega Boulevard and 111th Street, for the purpose of providing overnight parking in connection with the City of Los Angeles Safe Parking Program, at no cost and no liability to Los Angeles World Airports \nPURPOSE: The request is for approval of the license agreement between Los Angeles World Airports and Community Partners, a California 501(c)3 nonprofit organization, on behalf of its project, SafeParkingLA. The license agreement provides temporary right-of-entry for a small (2.79 acres), gated area on the eastern portion of the Los Angeles International Airport property, located at 5455 West 111th Street, near the corner of La Cienega Boulevard and 111th Street, for the purposes of providing overnight parking for up to 50 automobiles (no RVs), in connection with the City of Los Angeles Safe Parking Program. Los Angeles World Airports has determined that community use of the parking area will not significantly impact the aeronautical use of the airport and will appreciably enhance community relations in support of the airport. The Federal Aviation Administration has not objected to the license agreement attached. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080(b)(4) and 14 California Code of Regulations Section 15269; approve the License Agreement with Community Partners; and authorize the Chief Executive Officer, or designee to execute said License Agreement (attached to the staff report) after approval as to form by the City Attorney. The project will construct a new stormwater detention basis at the corner of 98th Street and Concourse Way for the Landside Access Modernization Program. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; approve appropriation of capital funds of $7,511,710 for construction of the 98th Street Stormwater Detention Basin Project; further approve use of the Gap Projects Allowance of not to exceed $7,511,710 from the Roadways, Utilities and Enabling Projects contract with Skanska USA Civil West California District Inc.; and authorize the Chief Executive Officer, or designee, to execute a task order in said amount. RESOLUTION NO. - Award of seven (7)-year Progressive Design-Build Contract to Skanska-Flatiron, a Joint Venture: Covering Phase 1 of the Airfield and Terminal Modernization Project - Roadway Improvements at Los Angeles International Airport, for cost not to exceed $173,700,000; and appropriation of $192,200,000 for said project \nPURPOSE: The award of a seven (7)-year progressive design-build contract to Skanska-Flatiron, a Joint Venture, enables design and future construction of projects related to the Airfield and Terminal Modernization Project (ATMP) Roadway Improvements at Los Angeles International Airport (LAX). As a critical component of the overall ATMP, the Roadway Improvements enhance safety, efficiency, and user experience for ground transportation systems in and around LAX. The roadway improvements will reduce congestion and improve flow in the Central Terminal Area and surrounding areas by separating airport and local traffic, incorporating transportation technology, and reconfiguring roadway access into and out of the airport. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; further find that the proposal from Skanska-Flatiron, a Joint Venture, represents the lowest ultimate cost (as defined in City Charter Section 371) to the City than any other responsive proposal submitted; further find that the award of contract is in compliance with Los Angeles City Ordinance 187476 approved by the City Council on April 27, 2022; approve Award of Contract to Skanska-Flatiron, a Joint Venture, subject to change order authority by the Chief Executive Officer, or designee, as necessary; further approve a budgeted owner's contingency of $17,500,000 for Phase 1 of the project that can only be utilized through change orders authorized by the Chief Executive Officer, or designee, or the Board of Airport Commissioners; further approve appropriation of $192,200,000 for Phase 1 of the project for services including, but not limited to, mobilization, design services, preconstruction services, early enabling work, permitting, Guaranteed Maximum Price development, and owner's contingency, whereas staff will return to the Board of Airport Commissioners upon completion and request approval of the Guaranteed Maximum Price package proposals and for future phases of the project and appropriation of the associated funds; authorize the Chief Executive Officer, or designee, to approve and execute change orders, up to a budgeted owner's contingency of $17,500,000 for Phase 1 of the project, provided that prior to execution of any change order in excess of $5,000,000, the Board of Airport Commissioners shall have reviewed and authorized execution thereof, and such authorization shall become final pursuant to City Charter Section 245; and further authorize the Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney and approval by the Los Angeles City Council. RESOLUTION NO. - Change Orders 45 and 46 to Contract DA-5417 with Griffith Company: For total amount of $4,831,904, covering the Secured Area Access Post and Enabling Projects at Los Angeles International Airport; and appropriation of $3,647,664 \nPURPOSE: The proposed change orders compensate Griffith Company for additional costs associated with utility disconnect delays, unforeseen utility conflicts, third party delays on utility coordination, and site access constraints.
