11.1\nFirst Reading and Introduction of an Ordinance for the Proposed Formation of\nCommunity Facilities District 2025­1, Menifee Vista\nRECOMMENDED ACTION\n1. Adopt a resolution establishing Community Facilities District 2025­1, Menifee\nVista, of the City of Menifee (“CFD 2025­1” or “CFD”), located north of Rouse\nRoad between Valley Boulevard and Byers Road, and calling an election; and\n2. Adopt a resolution determining the necessity to incur bonded indebtedness for\nCFD 2025­1 and calling an election; and\n3. Adopt a resolution certifying election results for CFD 2025­1; and\n4. Introduce an ordinance authorizing the levy of special taxes within CFD 2025­1.

Adopt a resolution calling an election to annex territory, including Assessor’s\nParcel No. 330­230­023, associated with Tentative Tract Map 38128, Menifee\nVista, located north of Rouse Road between Valley Boulevard and Byers Road,\ninto City of Menifee Community Facilities District (CFD) No. 2017­1\n(Maintenance Services) and to levy a special tax on that land; and\n2. Approve the Solid Waste Delinquent Report from Waste Management, Inc.\nlisting the 2024 delinquent solid waste accounts for placement on the Fiscal\nYear (FY) 2025/2026 County of Riverside property tax roll for collections; and\n2. Adopt a resolution authorizing the collection of delinquent solid waste charges\non the annual property tax roll; and\n3. Adopt a resolution authorizing the issuance of special tax bonds and the\nexecution and delivery of bond documents in connection with Community\nFacilities District 2022­2, McLaughlin Village, located on the southeast corner of\nMcLaughlin Road and Sun City Boulevard, directly adjacent to the Interstate 215\nfreeway; and\n2. Authorize the Finance Department to establish the necessary revenue and\nexpenditure budgets and corresponding appropriations for the bond issuance.
