FISCAL YEAR 2024 ASSISTANCE TO FIREFIGHTERS GRANT (AFG) PROGRAM\nIt is recommended that the City Council consider:\n(1) Adopting a resolution authorizing the City Manager or designee, to apply for, and\nadminister the Assistance to Firefighters Grant (“AFG”) program, including without\nlimitation, accepting and spending grant funds, with the City cost share match of\n$78,023.95, for use towards replacing the aging self-contained breathing apparatuses for\nthe Fiscal Year 2024-2025;\n(2) Supplement the City’s budget for Fiscal year 2024-2025 to appropriate monies to pay the\nCity’s cost share match, conditioned upon the City being awarded the AFG grant; and\n(3) Taking such additional, related, action that may be desirable.

CODE ENFORCEMENT SERVICES AUGMENTATION WITH WILLDAN GROUP, INC.\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute an agreement with Willdan Group, Inc. to provide\ncode enforcement services to assist the Fire Department, in a form approved by the City\nAttorney, for an amount not to exceed $150,000 annually; and\n(2) Taking such additional, related, action that may be desirable.

CONSIDERATION AND POSSIBLE ACTION TO REINTRODUCE AND WAIVE FIRST\nREADING OF AN ORDINANCE SETTING SPEED LIMITS BASED UPON CERTIFICATION\nOF THE 2017 ENGINEERING AND TRAFFIC SURVEY FOR SPEED LIMITS EFFECTIVE\nTHROUGH OCTOBER 2031 AND THE 2024 ENGINEERING AND TRAFFIC SURVEY OF 26\nLOCATIONS FOR SPEED LIMITS THROUGH OCTOBER 2038\nIt is recommended that the City Council consider:\n(1) Reintroducing and waiving first reading for an Ordinance setting speed limits throughout\nthe City; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThis Ordinance is exempt from review under the California Environmental Quality Act (California\nPublic Resources Code §§ 21000, et seq., “CEQA”) and the regulations promulgated\nthereunder (14 California Code of Regulations §§ 15000, et seq., the “CEQA Guidelines”)\nbecause it consists only of minor revisions and clarifications to an existing code of speed control regulations established in accordance with California law and will not have the effect of deleting or substantially changing any regulatory standards or findings. This Ordinance, therefore, is an action being taken for enhanced protection of the environment and that does not have the potential to cause significant effects on the environment. Consequently, it is categorically exempt in accordance with CEQA Guidelines §§ 15301 as a minor alteration of existing public or private structures involving no expansion of use; 15305 as a minor alteration in land use limitations which do not result in any changes in land use or density; and 15308 as an action taken by a regulatory agency as authorized by California law to assure maintenance or\nprotection of the environment.

BRUGGEMEYER LIBRARY IMPROVEMENTS – AUTHORIZE PURCHASE OF NEW\nINDUSTRIAL POWER DIESEL GENERATOR FROM GENERAC INDUSTRIAL\nIt is recommended that the City Council consider:\n(1) Waiving the bidding requirements pursuant to Monterey Park Municipal Code Section\n3.20.050(4), and authorizing the City Manager to execute a contract with Generac\nIndustrial, in a form approved by the City Attorney, not to exceed $167,497;\n(2) Authorizing the Director of Public Works to approve change orders and contingency up\nto $16,750; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the extension under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), and 15378 exempt activities that\nwill not result in a direct or reasonably foreseeable indirect physical change in the environment,\nactivities where there is possibility that it may have a significant effect on the environment, and\nactivities that do not constitute a “project” as defined, respectively. This activity contemplates\npurchasing equipment only. Subsequent installation and construction will be evaluated\nseparately under CEQA. Accordingly, this activity is exempt from further review.

JANITORIAL SERVICES RFP – REJECT ALL SUBMITTED PROPOSALS\nIt is recommended that the City Council consider:\n(1) Rejecting all proposals received for the Request for Proposal for janitorial services and\nsupplies, Janitorial Services, Proposal # 2024-M01; and\n(2) Taking such additional, related, action that may be desirable.

LANGLEY SENIOR CITIZEN CENTER, GARVEY RANCH MUSEUM, AND GEORGE ELDER\nGYMNASIUM ROOFS REPLACEMENT PROJECT – AWARD OF PUBLIC WORKS\nCONTRACT TO BEST CONTRACTING SERVICES, INC.\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a public works contract, in a form approved by\nthe City Attorney, with Best Contracting Services, Inc. in the contract amount of $978,450\nfor the Langley Senior Citizen Center, Garvey Ranch Museum, and George Elder\nGymnasium Roofs Replacement Project;\n(2) Authorizing the Director of Public Works to approve change orders not to exceed $97,845\nover the total contract amount; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and\nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guideline § 15301(c) (Existing Facilities) exempts the operation, repair,\nmaintenance, alteration of existing public or private structures which involve negligible or no\nexpansion of existing or former use. The proposed work will occur entirely within an existing\nstructure. Accordingly, no further environmental review is required.

PAVEMENT MANAGEMENT PROGRAM – AWARD OF PROFESSIONAL SERVICES\nAGREEMENT TO NCE\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a professional services agreement, in a form\napproved by the City Attorney, with Nichols Consulting Engineers, CHTD dba NCE in the\ncontract amount of $98,977 for the Pavement Management Program and asset inventory\nservices;\n(2) Authorizing the Director of Public Works to approve change orders and contingency up to\n$9,900 (10%) of the contract amount, for a total project cost of $108,877; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and\nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guideline § 15061(b)(3) exempts activities that do not have the potential\nfor causing a significant effect on the environment. This activity is purely administrative and\ndoes not contemplate any physical changes to the environment. Accordingly, it is not subject to\nfurther CEQA review.

ON-CALL PROFESSIONAL SERVICES FOR PUBLIC WORKS DEPARTMENT\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute 3-year professional services agreements with\nconsulting firms listed in Attachment 1, in a form approved by the City Attorney, for On-\ncall Engineering services;\n(2) Approving Task Order No. 1 with Transtech Engineers, Inc., in a form approved by the\nCity Attorney, for staff augmentation in the Public Works department, not to exceed\n$845,000 annually;\n(3) Approving Task Order No. 2 with Transtech Engineers, Inc, in a form approved by the\nCity Attorney, for staff augmentation and plan check services in the Community\nDevelopment department, not to exceed $1,150,000 annually;\n(4) Appropriating $275,000 unanticipated General Fund revenue and allocating the funds to\nthe FY 24-25 Budget for Task Order No. 2; and\n(5) Taking such additional, related, action that may be desirable.

4-A. A PUBLIC HEARING TO CONSIDER INTRODUCTION AND FIRST READING OF ZONE\nCHANGE NO. ZC-24-03 (“ZC-24-03”), AN ORDINANCE TO REZONE CERTAIN\nPROPERTIES WITHIN THE CITY TO BE CONSISTENT WITH THE GENERAL PLAN LAND\nUSE AND URBAN DESIGN ELEMENT\nIt is recommended that the City Council consider:\n(1) Opening a public hearing and taking testimonial and documentary evidence;\n(2) After closing the public hearing and considering the evidence submitted during that public\nhearing, introducing and waiving first reading of Ordinance No. _____ amending the\nzoning map for certain properties for consistency with the General Plan, Land Use and\nUrban Design Element; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and\nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guideline § 15168 provides that a Program EIR may be prepared to\nconsider the environmental impacts of a series of actions that can be characterized as one large\nproject that are related as logical parts in a chain of contemplated actions. The proposed\nOrdinance is within the scope of the City’s Focused General Plan Update to the Land Use and\nUrban Design Element which was evaluated under a Final Environmental Impact Report\n(“FEIR”) (SCH No. 2001-01-1074). The FEIR adequately describes and considers the proposed\nOrdinance for CEQA purposes. Accordingly, the Ordinance is not subject to further\nenvironmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTEREY PARK,\nCALIFORNIA, REAFFIRMING THE CITY’S ADHERENCE TO RESOLUTION 11895,\nAFFIRMING THE CITY’S COMMITMENT TO COMPLYING WITH CALIFORNIA STATE LAW\nSB 54, THE CALIFORNIA VALUES ACT, REGARDING IMMIGRATION ENFORCEMENT\nAND AFFIRMING THAT THE POLICIES OF THE MONTEREY PARK POLICE\nDEPARTMENT, INCLUDING POLICY 413, ARE CONSISTENT WITH SB 54 (As Requested\nby Mayor Wong)\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution reaffirming the City’s adherence to Resolution 11895, affirming the\nCity’s commitment to complying with California State Law SB 54, the California Values\nAct, regarding immigration enforcement and affirming that the policies of the Monterey\nPark Police Department, including Policy 413, are consistent with SB 54; and\n(2) Taking such additional, related, action that may be desirable.
