City Council: Staff recommends that the City Council approve 25-639\nAmendment 6 to the Percentage Property Lease\nAgreement with Charles Anderson and Jennifer Moyer, dba\nBuccaneer Beach Club, for the premises located at 1508\nSouth Pacific Street, extending the agreement from April 1,\n2025 to March 31, 2027, for a two-year minimum total\nrevenue of $30,091; and authorize the City Manager to\nexecute the amendment upon receipt of all supporting\ndocuments.

City Council: Staff recommends that the City Council adopt a resolution 25-681\nauthorizing the City to apply for a grant funding opportunity\nfor construction of the Coast Highway Corridor from the\nSan Diego Association of Governments (SANDAG) Smart\nGrowth Incentive Program grant, in the amount of\n$3,500,000, and accept the terms of the draft grant\nagreement; authorizing a City match amount of $1,000,000;\nand authorizing the City Manager to execute all necessary\ngrant documents.

Request by Deputy Mayor Joyce and Councilmember 25-729\nFigueroa to direct staff to develop a chapter of urgency\nordinances to provide housing stability in the city of\nOceanside which should include the following actions:\n- All tenants evicted under “no-fault” are to be provided\nwith 2 month’s rent for relocation protections. *Payment\nshould be 3 months rent if tenant is a senior or has a\ndisability.\n- All tenants qualify for “no-fault” protections on day 1 of\ntenancy.\n- Establish a local “Right to return” to strengthens the\nstatewide protection\n- Establish Local Rent Stabilization of 5% yearly\nmaximum annual rent increase, with a provision for\nlandlords to apply to the Housing Commission for yearly\nincreases of up to 8% to support critical facility\nimprovements\n- “Substantial Remodel” is further defined to protect\ntenants from unnecessary displacement\n- Requirement that all tenants are notified of their tenant\nprotections, and a signed copy is kept on file with their\nlease agreements\n- Requirement that all new manufactured home residents\nare notified of their protections, including rent control under\n16B and signed receipt is kept on file with their agreements\n- All evictions are also filed with the city within 5 days of\nnotice to tenant to be legally valid evictions\n- Preservation of currently affordable housing policy\nmodeled after San Diego’s preservation ordinance\n- Develop a plan to increase access to legal services for\ntenants\n- Establish noticing requirements for rent stabilized units\nbeing removed from the market (condo conversions,\ndemolition, significant remodel, etc.)
