VALENCIA COMMUNITY CENTER POOL RENOVATION P1018 - This item\nconsiders an award of construction contract for the pool renovation at the Valencia Community\nCenter.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Valencia Community Center Pool\nRenovation Project P1018.\n2. Award a construction contract for renovation services to National Pools, Inc., in the\namount of $288,938 and authorize a contingency in the amount of $43,340, for a total\ncontract amount not to exceed $332,278.\n3. Find the Valencia Community Center Pool Renovation Project P1018 exempt from\nreview under the California Environmental Quality Act pursuant to Title 14 of the\nCalifornia Code of Regulations, Article 19, Section 15301.\n4. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

11. 2022-23 PASEO BRIDGE MAINTENANCE AND PAINTING PROGRAM,\nPROJECT M1038, PLANS, SPECIFICATIONS, AND CONSTRUCTION\nCONTRACT - This item awards a construction contract for the 2022-23 Paseo Bridge\nMaintenance and Painting Program project. The improvements include repairs to\nconcrete, stucco, and expansion joints, and paint on metal and stucco surfaces.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2022-23 Paseo Bridge Maintenance and\nPainting Program, Project M1038.\n2. Find the 2022-23 Paseo Bridge Maintenance and Painting Program exempt from\nreview under the California Environmental Quality Act pursuant to Title 14 of the\nCalifornia Code of Regulations, Article 19, Section 15301.\n3. Award the construction contract to Slater Waterproofing, Inc., in the amount of\n$272,660 and authorize a contingency in the amount of $27,266, for a total contract\namount not to exceed $299,926.\n4. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

UPDATE TO SPEED HUMP/CUSHION PROGRAM - This item would streamline\nthe City's Speed Hump/Cushion Program application process and bring responsibility for\ninstallation costs into conformance with existing practice.\nRECOMMENDED ACTION:\nCity Council approve the update to the Citywide Speed Hump/Cushion Program\n(Program), which will allow an individual property owner to request a speed\nhump/cushion evaluation. The City of Santa Clarita would assume responsibility of\nsurveying affected property owners on the subject street and the costs associated with\nProgram implementation.

VETERANS HISTORICAL PLAZA SIGNAGE - A request by Eagle Scout Ron-Paul\nTamayo to add a sign at the Veterans Historical Plaza with a Quick Response (QR) Code\nto connect visitors to a website where they can listen to recorded interviews with Santa\nClarita veterans.\nRECOMMENDED ACTION:\nCity Council approve the request to add a sign at the Veterans Historical Plaza.

CONTRACT FOR THE PURCHASE OF A TRANSIT BUSINESS\nINTELLIGENCE PLATFORM - City Council to consider awarding a contract to\nTransSIGHT for the development of a transit business intelligence platform and provide\nthree years of licensing and support. This platform would ingest, aggregate, and analyze\ntransit data from different sources to generate new insights and lead to more impactful\ndata-driven decisions.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to TransSIGHT to develop a transit analytics platform and provide\nthree years of licensing and support for a total contract amount not to exceed\n$374,988.\n2. Authorize the City Manager or designee to execute all contract documents, or modify\nthe award in the event issues of impossibility of performance arise, subject to City\nAttorney approval.

TAX-SHARING RESOLUTIONS FOR SANITATION DISTRICT, ANNEXATION\nNOS. 1116, 1135, AND 1136 - The Santa Clarita Valley Sanitation District provides\nwastewater treatment services within the District's service area. To provide wastewater\ntreatment service to properties located outside the District's service area, the boundary\nmust be expanded through the annexation process.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt the Santa Clarita Valley Sanitation District's resolutions approving and\naccepting the negotiated exchange of property tax revenues resulting from Santa\nClarita Valley Sanitation District Annexation Nos. 1116, 1135, and 1136.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

STATE LEGISLATION: AB 1772, AB 1779, AB 1802, AB 1804, AB 1848, SB 905,\nSB 923, AND SB 928 - The following state legislative items were presented to the City\nCouncil Legislative Committee on February 13, 2024, and are being presented to the City\nCouncil for consideration to adopt a position: AB 1772 (Ramos), AB 1779 (Irwin), AB\n1802 (Jones-Sawyer), AB 1804 (Patterson), AB 1848 (Davies), SB 905 (Wiener), SB 923\n(Archuleta), and SB 928 (Niello).\nRECOMMENDED ACTION:\nCity Council:\n1. Support AB 1772 (Ramos), AB 1779 (Irwin), AB 1802 (Jones-Sawyer), AB 1804\n(Patterson), AB 1848 (Davies), SB 905 (Wiener), SB 923 (Archuleta), and SB 928\n(Niello).\n2. AGREEMENT AUTHORIZING PROPOSITION 1 GRANT WITH THE SANTA\nCLARITA VALLEY WATER AGENCY AND CALIFORNIA DEPARTMENT OF\nWATER RESOURCES TO FUND STORMWATER INFILTRATION FACILITY\nAT VIA PRINCESSA PARK - The agreement with Santa Clarita Valley Water Agency\nand California Department of Water Resources is to accept $4,882,804 Proposition 1\nGrant funds that will help fund the construction of a regional stormwater infiltration\nfacility at Via Princessa Park.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve and authorize the City Manager or designee to execute an agreement with\nthe Santa Clarita Valley Water Agency and California Department of Water\nResources, subject to City Attorney approval.\n2. Appropriate $757,163 to expenditure account P3033259 (Miscellaneous Grant) and\ndecrease expenditure account P3033271 (Measure W) by $757,163 for Via Princessa\nPark design; increase revenue account 259-462101 (Miscellaneous Grant) by\n$757,163.

SKYLINE RANCH PARK SPORTS LIGHTING INSTALLATION - This item\nconsiders awarding a contract to Corner Keystone Contruction Corporation for\n$318,5500 for sports lighting installation and approving a contract with Musco Sports\nLighting, LLC, for $525,600 for the purchase of lighting equipment.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the sports lighting equipment and\ninstallation at Skyline Ranch Park.\n2. Approve the use of a “piggyback” contract for the purchase of lighting and associated\nelectrical equipment from Musco Sports Lighting, LLC, through the Sourcewell\ncooperative purchasing contract (contract #041123-MSL) in an amount not to exceed\n$525,600.\n3. Award a construction contract for sports lighting equipment installation to Corner\nKeystone Construction Corporation in the amount of $277,000 with a contingency in\nthe amount of $41,550, for a total contract amount not to exceed $318,550.\n4. Appropriate $844,150 from General Fund Capital Project Fund 601 to expenditure\naccount P4034601-516101.\n5. Find that a Negative Declaration for the Skyline Ranch Park Lighting Project was\npreviously approved and no further CEQA review is required pursuant to CEQA\nGuideline 15162.\n6.
