Additionally, the Jets are requesting the City Council to consider\nwaiving the reservation light fees at Shively and New Temple Park.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Discuss and consider the facility reservation fee waiver for the use of\nthe South El Monte Community Center Gymnasium, Amphitheater,\nDanceroom, and fields at Shively and New Temple Park in the amount\nof $18,821.00; and\n2. Discuss the request to waive the light fees in the amount of $6,015.00.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-57,\nAPPROVING THE LIST OF STREET REHABILITATION PROJECTS\nKNOWN AS THE CITY WIDE PAVEMENT PROGRAM (PROJECT #628)\nFOR FISCAL YEAR (FY) 2023-24 UNDER THE ROAD REPAIR AND\nACCOUNTABILITY ACT OF 2017 (SENATE BILL 1)\nOn April 28, 2017, the Governor signed Senate Bill (SB) 1 (Beall and\nFrazier, Chapter 5, Statute 2017), which is known as the Road Repair and\nAccountability Act of 2017 (Act), to address basic road maintenance,\nrehabilitation and critical safety needs on both the state highway and local\nstreets and road system. Beginning November 1, 2017, the State\nController will deposit various portions of this new funding into the newly\ncreated Road Maintenance and Rehabilitation Account (RMRA). A\npercentage of this new RMRA funding will be apportioned by formula to\neligible cities and counties pursuant to Streets and Highways Code (SHC)\nSection 2032 (h) for basic road maintenance, rehabilitation, and critical\nsafety projects on the local streets and road systems. In order to be\neligible for this funding, cities are required to adopt a resolution listing\nproposed projects every fiscal year.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 23-57, approving the list of street rehabilitation projects for\nFY 2023/24 under the Road Repair and Accountability Act of 2017 (SB1)\nknown as the City Wide Pavement Program (Project # 628).

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-59,\nAPPROVING AMENDMENT NO. 12 TO AGREEMENT SUBAWARD\nNUMBER ENP202110 WITH THE COUNTY OF LOS ANGELES FOR\nTHE ELDERLY NUTRITION PROGRAM SERVICES\nOn June 23, 2020, a one-year agreement between the County of Los\nAngeles through its Department of Workforce Development, Aging and\nCommunity Services (the “County”) and the City of South El Monte (the\n“City”) was entered into to assist with the funding for the City’s Elderly\nNutrition Program Services (the “Agreement”). The agreement has since\nbeen amended and will expire on June 30, 2023. This Amendment No. 12\nwill extend the term of the Agreement through June 30, 2024 to provide\nbaseline funding for the Elderly Nutrition Programs during Fiscal Year (FY)\n2023-2024. Staff is requesting for City Council to authorize the City\nManager to approve Amendment No. 12 to the Agreement to continue\nproviding nutrition services for seniors.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-59, approving Amendment No. 12 to extend\nexisting agreement Subaward Number ENP202110 with the County of\nLos Angeles; and\n2. Authorize the City Manager or designee to execute agreement.

Adopt Resolution No. 23-62, authorizing the City of South El Monte to\njoin with other public agencies as a Shareholder of the California Asset\nManagement Trust, a joint powers authority (JPA), to invest in shares\nof the Trust and/or utilize an individual portfolio. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-63,\nAPPROVING ENTERING INTO A MEMORANDUM OF AGREEMENT\n(MOA) WITH SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS\n(SVGCOG) FOR FOOD RECOVERY PROGRAM\nThe proposed action would engage the San Gabriel Valley Council of\nGovernments (SGVCOG) to coordinate the implementation of an edible\nfood recovery recycling and enforcement program for designated food\ngenerators.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-63, approving an MOA with the SGVCOG for\na regional food recovery program; and\n2. Authorize the City Manager or designee to negotiate and execute\nagreement.
