CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-183,\nACCEPTING THE LIGHTING ENERGY EFFICIENCY UPGRADE\nSERVICES FOR THE SOUTH EL MONTE AUTONOMOUS BUILDING\nCONTROLS RETROFIT PROJECT AS COMPLETE AND AUTHORIZING\nTHE CITY CLERK TO FILE THE NOTICE OF COMPLETION WITH THE\nLOS ANGELES COUNTY RECORDER\nOn May 25, 2023, the City released a Request for Proposal (RFP) for\nLighting Energy Efficiency Upgrade Services at three (3) City facilities -\nCity Hall, Community Center, and Senior Center. The final cost of the\nservice completed by Green Energy Innovations is $225,000.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-183, accepting the completion of the\nLighting Energy Efficiency Upgrade Services;\n2. Authorize City Clerk to send the Notice of Completion for\nrecordation to the Los Angeles County Recorder’s Office; and\n3. Release retention accordingly.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-184,\nACCEPTING THE COMMUNITY CENTER BASKETBALL GYM\nFLOORING IMPROVEMENTS PROJECT AS COMPLETE AND\nAUTHORIZING THE CITY CLERK TO FILE THE NOTICE OF\nCOMPLETION WITH THE LOS ANGELES COUNTY RECORDER\nOn January 10, 2024, the Engineering Department solicited bids for the\nCommunity Center Basketball Gym Flooring Improvements Project. The\nwork included the removal and disposal of existing flooring and installation\nof new basketball gym, multi-use, resilient wood flooring, installation of\nhigh-performance moisture barriers, and the installation of new volleyball\nfloorplates. The final cost for the construction work completed by Pro\nFlooring Corporation is $143,385.26.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-184, accepting the completion for the\nCommunity Center Basketball Gym Flooring Improvements Project;\n2. Authorize City Clerk to send the Notice of Completion for\nrecordation to the Los Angeles County Recorder’s Office; and\n3. Release retention accordingly.

REQUESTING THE BOARD OF\nSUPERVISORS (BOS) OF THE COUNTY OF LOS ANGELES TO\nCONSOLIDATE (AND SERVICE) A GENERAL MUNICIPAL ELECTION\nTO BE HELD ON NOVEMBER 5, 2024, WITH THE STATEWIDE\nGENERAL ELECTION; AND RESOLUTION NO 24-187, SETTING\nREGULATIONS FOR CANDIDATE STATEMENTS\nStaff is requesting City Council adopt Resolutions calling for the City’s\nGeneral Municipal Election to be held Tuesday, November 5, 2024;\nrequest the BOS of the County of Los Angeles to Consolidate (and\nservice) a General Municipal Election with the Statewide General Election;\nand approve regulations for Candidate Statements.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-185, Calling Election;\n2. Adopt Resolution No. 24-186, Consolidating Election (and service); and\n3. 7.f. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-188,\nAPPROVING AMENDMENT NO. 1 TO RENEW AND EXTEND THE\nAGREEMENT BETWEEN THE CITY OF SOUTH EL MONTE AND\nHUNTINGTON CULINARY, INC. FOR SENIOR NUTRITION SERVICES\nThe City of South El Monte ("City") in partnership with, Los Angeles\nCounty Aging and Disabilities Department ("County") provides meals\nthrough the elderly nutrition program. The County provides baseline\nfunding, in which the City has entered into a Professional Services\nAgreement ("Agreement") with Huntington Culinary, Inc. for hot and to-go\nmeals which expires on June 30, 2024. Amendment No. 1 will renew and\nextend the Agreement for three (3) additional one (1) year terms.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-188, approving Amendment No. 1\nrenewing and extending the current agreement between the City\nand the County for three (3) additional one (1) year terms; and\n2. Authorize City Manager or designee to execute agreement.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-189,\nAUTHORIZING THE PROGRAMMING OF TRANSPORTATION\nDEVELOPMENT ACT ARTICLE 3 BICYCLE AND PEDESTRIAN FUNDS\nFOR FISCAL YEARS 2023-24 AND 2024-25\nProvide the City Council with recommendations for programming during\nfiscal years 2023-2024 and 2024-2025 for the allocation of Transportation\nDevelopment Act (“TDA”) Article 3 Bicycle And Pedestrian Funds for\nSidewalk Improvement Projects.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-189, allowing the City to program TDA\nfunds for FY 2023-24 and FY 2024-25 for Citywide Sidewalk\nImprovement Projects; and\n2. Allow the City Manager to adjust the TDA program budgets as\nnecessary throughout FY 2023-24 and FY 2024-25, for the timely\nexpenditure of TDA funds according to the Los Angeles County\nMetropolitan Transportation Authority guideline.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-190 TO\nENTER INTO A TEAMING AGREEMENT WITH COMMUNITY\nORGANIZED RELIEF EFFORT (CORE) TO WORK TOGETHER TO\nBUILD THE SOUTH EL MONTE EXTREME HEAT ACTION PLAN\n(SEMEHAP) THAT WILL OUTLINE A STRATEGIC AND\nCOMPREHENSIVE SET OF ACTIONS\nThe City will be partnering with CORE as a co-applicant to submit an\napplication for funding in response to the Integrated Climate Adaptation\nand Resiliency Program (ICARP) & Adaptation Planning Grant Program\nfunding opportunity (APGP).\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-190, approving entering into a Teaming\nAgreement with CORE to collaborate on a two-year South El Monte\nExtreme Heat Action Plan (SEMEHAP); and\n2. Authorize City Manager or designee to negotiate and execute the\nagreement.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-191\nAUTHORIZING RETIREE MEDICAL PAYMENT LONGEVITY\nINCENTIVE FOR REPRESENTED CITY EMPLOYEES WITH 40 OR\nMORE YEARS OF SERVICE TO THE CITY\nApproval of Resolution No. 24-191 would authorize retiree medical\npayment longevity incentive for represented city employees with 40 or\nmore years of service to the City.\nRECOMMENDED ACTION: Staff recommends City Council consider and\napprove Resolution No. 24-191 authorizing retiree medical payment\nlongevity incentive for represented city employees with 40 or more years\nof service to the City.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-192,\nADOPTING THE FISCAL YEAR (FY) 2024-25 BUDGET\nPer Resolution No. 20-44, the City's intent is to adopt an annual budget by\nJune 30 of each fiscal year. As the City is still in negotiations with its\nemployees' labor unions, staff recommends City Council adopt a tentative\nFiscal Year 2024-25 Budget subject to change when agreements are\nreached with its employees' labor unions.\nRECOMMENDED ACTION: Per Resolution No. 20-44, the City's intent is\nto adopt an annual budget by June 30 of each fiscal year. As the City is\nstill in negotiations with its employees' labor unions, staff recommends City\nCouncil adopt a tentative Fiscal Year 2024-25 Budget subject to change\nwhen agreements are reached with its employees' labor unions.\n7 of 8
