Amending Resolution No. 6377 (Rules and Regulations for the Administration of Civil Service\nProcedures);\nb. Approve Personnel Management Rules; and\nc. Remove the Hiring Rules from a resolution and move them into an Administrative Regulation.

Lin International, for\nConstruction Management and Inspection Services for the Construction of the Citywide\nResidential Resurfacing, Phase IV, City Project No. 699-ST\nThe City Council will consider: (PW)\na. Approving Amendment No. 1 to Contract No. 2025-03-CC with T.Y. Lin International,\n(“Agreement”) to provide additional construction management and inspection services for the\nconstruction of for the Citywide Residential Resurfacing, Phase IV, City Project No. 699-ST (“the\nResidential Resurfacing Project IV”), at a cost not to exceed $112,537; and\nb. Authorizing the Mayor to execute Amendment No. 1 in a form acceptable to the City Attorney.

5. Change Order No. 4 to Contract No. 2023-58-AC with Executive Management Security\nServices\nThe City Council will consider: (PW)\na. Approving Change Order No. 4 in the amount of $80,000 to Contract No. 2023-AC with\nExecutive Management Security Services; and\nb. Authorizing the Director of Administrative Services to execute Change Order No. 4 in a form\nacceptable to the City Attorney.\nc. Approve the reappropriation of $80,000 from Salaries (Acct No. 100-401-61-5101) to\nProfessional Services (Acct No. 100-401-61-6101) to fund the change order.

6. Agreement with CJ Concrete Construction to Provide Sidewalk Maintenance Services\nThe City Council will consider: (PW)\na. Approving a Maintenance Services Agreement with CJ Concrete Construction, for sidewalk\nrepair services, for an amount not to exceed $782,000;\nb. Authorizing the City Manager to approve and execute amendments to the Professional\nServices Agreement up to a cumulative amount of $193,000;\nc. Approving a budget amendment to add funding for part-time Engineering Aide assistance and\ntransfer $125,000 in Gas Tax Funds from the Sidewalk Maintenance Services budget to fully fund\nthe position, which is needed to provide inspections services; and\nd. Authorizing the Mayor to execute the Agreement in a form acceptable to the City Attorney.

7. Agreement with PermiTech Solutions Corporation, Successor in Interest to Telecom Law\nFirm, P.C., for Wireless Consulting Services\nThe City Council will consider: (CD)\na. Approve Agreement with PermiTech to provide wireless consulting services; and\nb. Authorize the Mayor to execute the Agreement in a form acceptable to the City Attorney.

Grant Deed of Easement for Right-of-Way Dedication at Firestone Boulevard and El\nPaseo Street for Street Purposes, from GVD Commercial Properties, Inc. and Monte MAC\nNo. 1 LP\nThe City Council will consider: (PW)\na. Accepting a Grant Deed from GVD Commercial Properties, Inc. And Monte Mac No. 1, LP to\nsecure right-of-way for street purposes as a part of the development located at Firestone\nBoulevard and El Paseo Street, at no cost to the City; and\nb. Authorizing the Mayor to execute the Deed in a form acceptable to the City Attorney.

9. Attorney Fee Agreement with Outside Counsel\nThe City Council will consider: (CM)\na. Approving Attorney Retainer Agreement with the law firm of (1) Liebert Cassidy Whitmore; (2)\nAleshire & Wynder; (3) Lewis Brisbois; (4) Rothans, Carpenter & Dumont; and Frost Brown Todd,\nLLP to continue to provide legal services to the City related to consulting, representational and\nlegal services and\nb. Authorize the City Manager to execute such agreements in a form acceptable to the City\nAttorney.
