RESOLUTION UPDATING VEHICLE MILES TRAVELED (VMT) THRESHOLDS OF\nSIGNIFICANCE FOR PURPOSES OF ANALYZING TRANSPORTATION IMPACTS\nUNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) – F2M20-44,\nR2M24-7\nOn June 8, 2020, with guidance from the San Gabriel Valley Council of Governments\n(SGVCOG), the City Council adopted Resolution No. R2M20-22 adopting VMT thresholds\nof significance for purposes of analyzing transportation impacts under the CEQA, before\nthe new CEQA Guidelines section 15064.3 went into effect on July 1, 2020. The SGVCOG\nproduced the current tool for assessing VMT. The tool is based on VMT outputs from the\nSouthern California Association of Government’s (SCAG) 2016 Regional Transportation\nPlan/Sustainable Communities Strategy (RTP/SCS) which was trip-based. The model\n6\n3-11-24\nneeds to be updated to the 2020 RTP/SCS model, which is activity-based. The change of\nboth the type of model (trip-based model versus activity-based) and the underlying data,\nsuch as traffic counts and socioeconomic data, resulted in changes to the VMT threshold\nnumbers and low VMT areas.\nRecommended Action: City Council adopt Resolution No. R2M24-7 entitled: A\nResolution of the City Council of the City of Alhambra updating the “Vehicle Miles\nTraveled” Thresholds of Significance for purposes of analyzing transportation impacts\nunder the California Environmental Quality Act; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.\n11, EXTENSION OF AGREEMENT FOR SERVICES WITH THE REGENTS OF THE\nUNIVERSITY OF CALIFORNIA – F2M5-77, C2M19-40, M2M24-45\nOn April 1, 2016, the City contracted with the Regents of the University of California on\nbehalf of the UCLA Center for Prehospital Care to provide continuing education programs\nand Quality Improvement services. The term of the agreement was extended through\nMarch 31, 2024. Due to the contract expiring on March 31, 2024 and the fact that the\ncontractor continues to perform satisfactory service, staff reached out to The Regents of\nthe University of California to obtain rates for a five-year term, if authorized. The total cost\nfor the 5-year term would be $134,604.38. Increase costs are the result of inflation and\nwage increases.\nRecommended Action: City Council approve a second amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the agreement with The\nRegents of the University of California for continuing education programs and Quality\nImprovement services for five years through March 31, 2029 at a cost not to exceed\n$134,604.38; authorize the Chief of Police to execute said amendment; and, direct staff\nto undertake the steps necessary to finalize Council’s action. APPROVAL OF A WEBSITE SERVICES CONTRACT WITH CIVICPLUS, LLC – F2M24-\n35, C2M24-15, M2M24-46\nCivicPlus, LLC (CivicPlus) provides website hosting and security services for the City of\nAlhambra. CivicPlus’s website hosting and security is critical to all department operations\nas well as residents and community members. The City’s website hosts news and\nannouncements, Requests for Proposals and Bid notices, meeting agendas, facilitates\ncommunity engagement, and more. The City is seeking to retain the website hosting and\nsecurity services with CivicPlus. Staff is requesting the City Council approve a contract\nwith CivicPlus for five years, with the option to extend one two-year term, for continued\nsupport to the City’s website. Working with them since 2021, services have been\nsatisfactory, and the City seeks to continue use of the CivicPlus platform, which is\nproprietary. Sole source purchase is allowable per Alhambra Municipal Code 3.36.080,\nsection (B)(2), which states: “The supply or equipment can only be obtained by one source\n(“sole source”).\nRecommended Action: City Council approve a contract with CivicPlus, LLC for\nhosting the City’s website and related security services in the amount of $102,335.38 over\nfive years through April 29, 2029, with the option to extend for one additional two-year\n7\n3-11-24\nterm, subject to final language approval and review by the City Attorney and the City\nManager; authorize the City Manager to exercise the option to extend, subject to\nsatisfactory performance and Council budget appropriation. (M2M24-46)\n13. APPROPRIATION OF FUNDS AND AWARD OF CONTRACT FOR THE LEASE AND\nSERVICES OF DRONE AS FIRST RESPONDER SYSTEM AND EQUIPMENT – F2M24-\n6B, C2M24-18, M2M24-48\nThe Police Department seeks to upgrade its existing Unmanned Aerial Support (UAS)\ncapabilities with Aerodome. Aerodome provides an all-in-one platform including drone\nhardware, software, radar, regulatory services and ongoing support for Drone as First\nResponder (DFR) operations. This platform delivers critical situational awareness for\nofficers responding to emergency situations and aids Police response times. Due to the\nunique nature of the equipment provided under this contract, this procurement is\nconsidered sole source. Sole source purchase is allowable under Alhambra Municipal\nCode Section 3.34.080(B)(2).\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Aerodome, Inc. for a Drone as a First\nResponder (DFR) drone, docking station, radar, software and other related equipment for\nthree years at a cost not to exceed $921,399; appropriate funds in the amount of $242,133\nin Fiscal Year 2023-24 and Fiscal Year 2024-25 to enable the contract; authorize the Chief\nof Police to execute said agreement; and, direct staff to undertake the steps necessary to\nfinalize Council’s action. RESOLUTION APPROVING REVISED CLASS SPECIFICATIONS FOR FIRE\nBATTALION CHIEF, FIRE CAPTAIN, FIRE ENGINEER, AND\nFIREFIGHTER/PARAMEDIC – F2M24-2, R2M34-8\nMunicipal Code Section 2.48.070 (B) provides that before a class specification becomes\neffective or other changes are made to the City’s Classification Plan, it shall first be\napproved by the City Council. As needed, staff will conduct a review of class specifications\nto ensure that job requirements remain relevant, current and are in alignment with the law\nand State guidelines and requirements for certain positions. Due to recent changes to\ncourse offerings and availability of courses offered through the State of California Fire\ncertification program, language pertaining to requisite coursework and/or certifications\nrequired for certain job classifications were updated and amended. In particular, language\nwas added to all of the class specifications to delineate necessary licenses and certificates\nas required as a condition of employment. No changes to the salary are proposed.\nRecommended Action: City Council adopt Resolution No. R2M24-8 entitled: A\nResolution of the Alhambra City Council approving revised Class Specifications for Fire\nBattalion Chief, Fire Captain, Fire Engineer, Firefighter/Paramedic\n15. MINUTES\nRecommended Action: City Council review and approve as submitted the Minutes\nof the December 13, 2021 regular meeting of the City Council.\n8\n3-11-24\n16. PERSONNEL ACTIONS – F2M24-2\nRecommended Action: City Council ratify the actions of the City Manager set forth\nin that certain Personnel Actions document dated March 11, 2024 showing the various\nappointments, classifications, salary changes, etc., since the last City Council meeting.\n17. SECOND READING AND ADOPTION OF AN ORDINANCE APPROVING AN\nUPDATED AB 481 POLICY – F2M22-41, O2M24-4827\nOn April 25, 2022, the City Council adopted Ordinance No. O2M22-4803 approving a\nMilitary Equipment Use Policy (“Policy”) pursuant to assembly Bill 481 (“AB 481”). In\naccordance with the legislation and the Policy, a military equipment report must be\nsubmitted to the City Council annually for each type of military equipment approved within\none year of approval, and annually thereafter for as long as the military equipment is\navailable for use. Alhambra’s 2023 Annual Military Equipment Report, proposed 2024\nmilitary equipment purchases, and the Police Department’s updated policy are outlined in\nthe Chief of Police’s staff report dated February 12, 2024. The Council approved the 2023\nAnnual Military Equipment Report and gave first reading to this ordinance approving an\nupdated policy for the use of military equipment at the February 12, 2024 meeting.\nRecommended Action: City Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M24-4827: An Ordinance of the City Council of the City of\nAlhambra implementing AB 481 by approving an updated policy for the use of\nmilitary equipment by the Alhambra Police Department

2. ADOPTION OF THE BICYCLE AND PEDESTRIAN IMPROVEMENT PLAN;\nAUTHORIZATION TO REALLOCATE MEASURE R FUNDS FOR THE\nIMPLEMENTATION OF BICYCLE AND PEDESTRIAN PLAN PROJECTS; AND\nACCEPTANCE OF ENVIRONMENTAL EXEMPTION DETERMINATION – F2M22-33,\nM2M24-47\nOn January 8, 2024, staff presented the Bike and Pedestrian Improvement Plan for the\nCouncil’s consideration, pursuant to data collection, a needs assessment, and public\nengagement conducted throughout the Plan process. This Plan is a directive under the\nCity’s Strategic Plan under the goals of Enhancing Public Safety, Improving Infrastructure\nand Mobility, and Promoting Sustainability. The Plan presented on January 8, 2024 was\nnot adopted by the Council; rather, based on public comment for additional time to review\nthe document, consideration to adopt the Plan was tabled to the February 12th meeting.\nStaff and the City’s consultant conducted a virtual workshop on January 23, 2024; a\n2\n3-11-24\nSpecial Meeting with the Transportation Commission on January 24, 2024; and an in-\nperson workshop at the Library on February 1, 2024. On January 24, 2024, the\nTransportation Commission submitted a recommendation to adopt the Bicycle and\nPedestrian Improvement Plan, contingent on also aligning the Plan with Metro’s recent\nupdate to their Active Transportation Plan (for regional connectivity benefits) and removing\nthe McLean Bridge from the City’s pedestrian or bicycle network. On February 12, 2024,\nthe Plan was resubmitted for the City Council’s consideration. Based on input received\nthat the Asian Pacific Islander Forward Movement (APIFM), a non-profit organization,\nwished to provide feedback regarding the Plan, the Council directed the adoption of the\nPlan be rescheduled to March to allow time for the City’s consultant to collect this\ninformation or any other public comments received for further analysis. Feedback provided\nby APIFM included approximately 200 written comments, with many responses focused\non improvements near Fremont Elementary School, such as installing high-visibility\ncrosswalks, compliance with speed limits and ambitious traffic calming infrastructure.\nAlhambra’s Bicycle and Pedestrian Improvement Plan highlights a Backbone Bicycle\nNetwork, Full Network (comprehensive), and Further Study Network, with a description of\nthe facility types or bicycle lane classification. In addition, it includes “priority” pedestrian\nimprovements zones based on demand, major destinations and barriers, and safety. The\nestimated costs for Alhambra’s bicycle infrastructure are between $8 million and $32\nmillion, for up to 50 miles of bike network, not including costs subject to further study. The\nestimated costs for the pedestrian improvements at eight priority areas of the City are\napproximately $15 million.\nThe Bicycle and Pedestrian Improvement Plan is available for public review via the City’s\nwebsite at https://www.cityofalhambra.org/228/Notices-Documents.\nRecommended Action: City Council take the following actions:\nA. Accept the Council Subcommittee’s request to adopt the Bicycle and Pedestrian\nImprovement Plan (Plan);\nB. Direct staff to move forward with the Backbone Bicycle Network and the Priority\nPedestrian Improvements, contingent on obtaining all the necessary funding;\nC. Authorize staff to request a reallocation of $14.4 million in Measure R Funds from the\nLos Angeles County Metropolitan Transportation Authority (Metro) toward the\nimplementation of Bicycle and Pedestrian Improvement Plan projects;\nD. Accept the environmental review exemption determination for this Plan; and,\nE. Direct staff undertake the steps necessary to finalize the Council’s action. 3. NOTICE INVITING BIDS: WATER MAIN REPLACEMENT PROJECT ON MARENGO\nAVENUE – F2M24-34, N2M24-37\nThe 10-inch cast iron water main on Marengo Avenue between Grand Avenue and\nAlhambra Road was installed in 1966. This segment of water main has history of breaks,\ncausing interruption of water service and damage to the road. Replacing the water main\n3\n3-11-24\nwould greatly improve flow, firefighting capabilities, and overall system reliability. Plans\nand specifications have been prepared. Staff reviewed the plans and found them to be\nconsistent with the City’s standards.\nRecommended Action: City Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Water Main Replacement Project on Marengo Avenue with\nbids due no later than 10:30 a.m. on April 4, 2024, and opened at 11:00 a.m. that same\nday.

4. RATIFICATION OF CONTRACT NO. C2M24-14 FOR THE 2024 EMERGENCY ROOF\nREPAIR PROJECT – F2M24-36, C2M24-14, M2M24-39\nThe recent rain storms caused significant damage to City owned buildings. The Utilities\nWarehouse and offices at the City Yard, Fire Station 71, the Communications Building,\nFire Station 74, and the flat roof areas of Fire Station 72 experienced significant damage\ncaused by roof leakage during the recent storms. These buildings house personnel,\nequipment and materials critical to providing the essential services to Alhambra. City staff\ndo not have the proper equipment or specialized skills to make the required repairs. As\nsuch, staff contacted the contractor that recently provided the lowest bid and installed a\nnew roof at the Police Department building. Wiltshire Urethane Foam Company can\nperform the work in a timely manner to prevent further intrusion, damage and harm to City\nfacilities and personnel. Emergency contract for this work is permissible under Alhambra\nMunicipal Code Chapter 3.36.070(A)(4).\nRecommended Action: City Council ratify Contract No. C2M24-14 with Wiltshire\nUrethane Foam Company for the 2024 Emergency Roof Repair Project in the amount of\n$367,992.00; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M24-39)

AWARD CONTRACT: INSTALLATION OF PEDESTRIAN COUNTDOWN SIGNAL\nHEAD SYSTEMS PROJECT AT VARIOUS INTERSECTIONS THROUGHOUT THE\nCITY (HSIP-5130(022)) – F2M23-73, N2M23-137, C2M24-16, M2M24-40\nThe Installation of Pedestrian Countdown Signal Head Systems Project (HSIP-5130(022))\nconsists of installing countdown signal heads at various intersections throughout the City.\nThe City Council authorized a Notice Inviting Bids for the Project on November 13. 2023.\nOn January 4, 2024, the City Clerk received two bids that ranged from $170,920.00 to\n$212,928.00. Staff reviewed the bids and found the one received from Bear Electrical\nSolutions, Inc. in the amount of $170,920.00 to be the lowest responsible bid. Bear\nElectrical Solutions, Inc. has the necessary licenses to complete the work and has\nconducted similar projects for the City of Alhambra.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Bear Electrical Solutions, Inc. in the\namount of $170,920.00 for the Installation of Pedestrian Countdown Signal Head Systems\nProject at various intersections throughout the City (HSIP-5130(022)); and, direct staff to\nundertake the steps necessary to finalize the Council’s action. 6. CONTRACT AMENDMENT: HEATING, VENTILATION AND AIR CONDITIONING\n(HVAC) MAINTENANCE FOR CITY HALL, CIVIC CENTER LIBRARY, POLICE\nDEPARTMENT AND FIRE STATION NO. 71 – F2M22-44, C2M22-42, M2M24-41\nThe City entered into a three-year contract with Allison Mechanical, Inc. for Heating,\nVentilation, and Air Conditioning (HVAC) maintenance services, commencing on August\n1, 2022 until June 30, 2025. To improve service and provide better maintenance of the\nHVAC systems of the Fire Department’s facilities not currently included in the contract,\nstaff requested quotes from Allison Mechanical for Fire Stations 72, 73, and 74 and the\nTraining Facility. Services for these locations are currently completed on an as-needed or\non-call basis. Staff is seeking to include these facilities on a quarterly preventive\nmaintenance schedule. Allison Mechanical submitted a proposal for an additional\n$14,457.00 for the remaining two years of the contract.\nRecommended Action: City Council approve a contract amendment, subject to final\nlanguage approval by the City Manager and City Attorney, by and between the City of\nAlhambra and Allison Mechanical, Inc. for Heating, Ventilation, and Air Conditioning\n(HVAC) maintenance services for an additional $14,457 for a contract amount not to\nexceed $349,653; and, direct staff to undertake the steps necessary to finalize Council’s\naction. 7. APPROVAL OF MEMORANDUM OF AGREEMENT FOR THE 626 GOLDEN STREETS\nMISSION TO MISSION 2024 EVENT – F2M23-16, C2M24-17, M2M24-42\nOn July 24, 2024, the City Council approved the intent to participate in the 626 Golden\nStreets Mission to Mission event and authorized the City Manager or Designee to execute\nthe Memorandum of Understanding. The SGVCOG was successful in securing $400,000\nin Proposition C funds to host the 626 Golden Streets Mission-to-Mission, including\noutreach, pre-event planning, and day of event staging costs. The Event programming\nrequires a set amount of in-kind or local fund match. The SGVCOG and the cities have\npartnered together to host the Event as a contiguous open street event on Sunday, April\n28, 2024, from South Pasadena to San Gabriel. The City of Alhambra will provide a\n$22,500 in-kind match and will be eligible for up to $10,000 in program funding. Each\nagency will host activities in their hub. Alhambra’s hub will be in downtown Alhambra in\nconjunction with the Farmers Market and Eco Fair.\nRecommended Action: City Council approve a Memorandum of Agreement, subject\nto final language approval by the City Manager and City Attorney, by and between the San\nGabriel Valley Council of Governments (SGVCOG) and the cities of Alhambra, San\nGabriel, and South Pasadena to share resources and host the 626 Golden Streets Mission\nto Mission event, on April 28, 2024; authorize the City Manager to execute said MOA; and,\ndirect staff to undertake the steps necessary to finalize the Council’s action. 8. APPROVE CONTRACT CHANGE ORDER: ELECTRICAL UPGRADING ON WELL NO.\n9 PROJECT – F2M22-36, C2M23-16, M2M24-43\nOn March 27, 2023, the City Council awarded a contract to Faith Electric LLC for the\nElectrical Upgrading on Well No. 9 Project in an amount not to exceed $359,552.00. In\norder to complete the planned replacement of the motor control center Southern California\n5\n3-11-24\nEdison is requiring the City to underground the existing electrical service to Well No. 9.\nChange Order No. 1 includes not only undergrounding the SCE electrical service, but also\nthe demolishing an existing SCE pad and enclosure, removing and replacing the existing\nconduit to the new motor control center panels, and installing new concrete pads with\nprotective bollards.\nRecommended Action: City Council approve Change Order No. 1 for the Electrical\nUpgrading on Well No. 9 Project, increasing Contract No. C2M23-16 with Faith Electric\nLLC by $117,284.45.00, bringing the total revised contract value to an amount not to\nexceed $476,836.45; direct the Finance Director to appropriate funds from the Water Fund\nBalance and allocate to account number 401.80.8884.92135; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 9. ALLEY DEDICATION: 2528 EL PASEO – F2M24-8, M2M24-44, D2M24-2031\nStaff requests that the City Council accept an alley dedication for the project located at\n2528 El Paseo. As part of the approval for the project located at the aforementioned\naddress, a 2.5-foot dedication of property adjacent to the existing alley was required. The\nsketch and legal description have been completed and been reviewed and approved by\nthe City Engineer.\nRecommended Action: City Council adopt Minute Order No. M2M24-44 as follows:\nRESOLVED by the Alhambra City Council as follows: This Council hereby\naccepts that certain Easement (Deed No. D2M24-2031) from Joshua\nMoreno and Kaysa Moreno granting to the City of Alhambra an easement\nfor public alley purposes and appurtenant facilities the real property in the\nCity of Alhambra, County of Los Angeles, State of California, more\nparticularly described as follows:\nThe east 2.50 feet of the north 40.00 feet of Lot 133 of Granada\nPark, in the City of Alhambra, County of Los Angeles, State of\nCalifornia, as per Map recorded in Book 12, Pages 150 and\n151 of Maps, in the Office of the County Recorder of said\nCounty. Comprising an area of 100 square feet, more or less.\nand, direct staff to undertake the steps necessary to finalize Council’s action.
