13.\nApproval of an Amended Affordable Homeownership Expansion Program and Project Activities\nImplemented by the San Gabriel Valley Habitat for Humanity.\nIt is recommended that the City Council:\n1. Approve the proposed reallocation of the funding source for the SGV Habitatâs projects on\n12779 Torch and 4428 Stewart from ARPA to General Fund; and\n2. Authorize the Director of Finance to re-appropriate funding for these projects and make the\nnecessary budget and accounting adjustments; and\n3. Authorize the Chief Executive Officer and City Attorney to continue carrying out all\nsubsequent and needed actions to proceed with the SGV Habitat project, including approving\nreal estate purchase transactions, amending any and all documents and agreements required to\ncomplete the project, and executing any and all amended agreements and documents; and\n4. Approve the Addendum to the Inter-Agency Agreement between the City of Baldwin Park and\nPolice Department for the ARPA Obligation.

14.\nApproval of an Exception to the 180-Day California Employeesâ Retirement System (CalPERS)\nWait Period for a Retired Annuitant Under Government Code Sections 7522.56 and 21224 and\nAuthorization to Execute an Employment Agreement with Elizabeth G. Pereida to fill a Critical\nNeed in the Communication Operations Bureau of the Police Department\nIt is recommended that the City Council:\n1. Approve and adopt Resolution No. 2025-028 approving an exception to the 180-day CalPERS\nwaiting period for a retired annuitant, in accordance with Government Code Sections 7522.56\nand 21224.\n2. Authorize the Chief Executive Officer and Human Resources/Risk Manager to reinstate\nElizabeth G. Pereida as a retired annuitant prior to the 180-day wait period and provide\nauthorization to execute an Employment Agreement with Elizabeth G. Pereida at a rate of\n$34.4271 per hour effective July 28, 2025 through June 30, 2026, and may end sooner, to fill a\ncritical need position in the Communication Operations Bureau of the Police Department.

4.\nConsideration to Allocate Funds for the Implementation of Services for Families Impacted by\nImmigration and Customs Enforcement.\nIt is recommended that the City Council:\n1. Authorize the Director of Finance to appropriate $216,000 from the General Fund to\nimmediately implement services for families impacted by recent Immigration and Customs\nEnforcement actions, and to make the necessary budget adjustments; and\n2. Direct staff to prepare and submit a formal funding request to the Measure BP Stakeholders\nOversight Committee (SOC) for review and consideration; and\n3. Authorize the Interim Director of Recreation & Community Services to coordinate all\nelements associated with the Program.

Adopt Resolution No. 2025-027 âA Resolution of the City Council of the City of Baldwin Park\nAccepting Grant Funds and Entering into a grant funding agreement with the State of\nCaliforniaâs Department of Justice for the Tobacco Grant Programâ;\n2. Authorize the Chief Executive Officer and the City Clerk to execute the Agreement for the\nTobacco Grant Program for a three-year term covering Fiscal Years 2024/25 through 2027/28\nbetween the California Department of Justice and the City of Baldwin Park; and\n3. Authorize the Director of Finance to appropriate funds in the amount of $225,228 from Fund\n270 â Grant Funds and make necessary budget adjustments.

Review FY 2025-2026 CTFGP Grant Agreement and Project Description; and\n3. Provide any comments or feedback on the proposed grant agreement; and\n4. Authorize the Chief of Police to execute the Grant Agreement on behalf of the City; and\n5. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.
