APPROVAL OF AN ADDITIONAL ASSISTANT PLANNER POSITION IN THE\nCOMMUNITY DEVELOPMENT DEPARTMENT\nPresented by Eddie Fenton, Assistant City Manager/Director of Human Resources\nPurpose: Add one new full-time equivalent Assistant Planner position in the Community\nDevelopment Department. Associated costs in the amount of $43,575 for the current\nfiscal year is proposed to be funded from the undesignated General Fund reserve\nbalance.\nRecommended Action: 1) Authorize one new full-time equivalent (FTE) Assistant\nPlanner position to the Community Development Department; and 2) Approve a budget\namendment in the prorated amount of $43,575 from the undesignated General Fund\nreserve balance for the remainder of the fiscal year for the Community Development\nDepartment.

APPOINTMENT OF LISA JEANNE BARR AS A TEMPORARY POLICE DISPATCH\nSUPERVISOR TO PERFORM WORK OF A LIMITED DURATION AND RESOLUTION\nFOR EXCEPTION TO THE 180-DAY WAIT PERIOD CERTIFYING POLICE DISPATCH\nSUPERVISOR CLASSIFICATION AS A CRITICALLY-NEEDED POSITION\nPresented by Eddie Fenton, Assistant City Manager/Director of Human Resources\nPurpose: Adopt a resolution approving the exception to the 180-day wait period for post-\nretirement employment pursuant to Government Code 75522.56 to appoint Lisa Jeanne\nBarr as a temporary Police Dispatch Supervisor. This proposal will cost approximately\n$5,000 per month. There are sufficient salary savings within the Police Department\nbudget from staff vacancies to cover this cost. No additional budget appropriation is\nrequired.\nRecommended Action: 1) Adopt a resolution for exception to the 180-day wait period\nand certify the critical importance of appointing Lisa Jeanne Barr as a temporary Police\nDispatch Supervisor.

RESOLUTION TO ADOPT AN AMENDED BUENA PARK JOB CLASSIFICATION\nPLAN AND POLICE ASSOCIATION COMPENSATION PLAN TO REVISE THE\nPARKING ENFORCEMENT SPECIALIST JOB CLASSIFICATION AND SALARY\nRANGE, AND CHANGE THE CLASSIFICATION TITLE TO TRAFFIC ENFORCEMENT\nSPECIALIST\nPresented by Eddie Fenton, Assistant City Manager/Director of Human Resources\nPurpose: Adopt a Resolution to amend the Buena Park Police Association\nCompensation Plan and Classification Plan to provide for a revised salary range and\nessential functions for the Parking Enforcement Specialist position. Associated costs of\napproximately $15,000 will be allocated from the undesignated General Fund balance\nfor this purpose.\nRecommended Action: 1) Approve the revised Traffic Enforcement Specialist job\nclassification specification; 2) Adopt a Resolution to amend the Buena Park Police\nAssociation Compensation Plan; and, 3) Authorize a budget amendment in the amount\nof $15,000 for this purpose.

CONSIDERATION OF AWARDING A NON-EXCLUSIVE FRANCHISE AGREEMENT\nFOR POLICE TOWING SERVICES TO P & H ENTERPRISES, INC., DBA ANAHEIM\nFULLERTON TOWING, AND ADOPTION OF RESOLUTIONS ESTABLISHING\nFRANCHISE FEES AND SERVICE RATES IN CONNECTION THEREWITH\nPresented by Brad Geyer, Police Captain\nPurpose: Consideration of awarding a non-exclusive franchise agreement to procure\nprofessional towing services for the City and the Buena Park Police Department, and\nestablishing the rates for service and franchise fees associated with the City's towing\nprogram. There is no expense to the city associated with this item; however, by\napproving a non-exclusive franchise agreement the City will be able to start recovering\npartial costs of administering its towing program, as allowed under California Vehicle\nCode Section 12110 (b).\nRecommended Action: 1) Award a non-exclusive franchise agreement to P&H\nEnterprises, dba Anaheim Fullerton Towing Services to provide non-exclusive towing\nservices to the City and the Buena Park Police Department; 2) Authorize the City\nManager and City Attorney to make any non-monetary changes to the franchise\nagreement; 3) Authorize the City Manager and City Clerk to execute the franchise\nagreement; 4) Adopt a Resolution establishing franchise fees to reimburse the City for\ncosts of administering its towing program; and, 5) Adopt a Resolution establishing the\nrates and charges for towing services.\nMAYOR/CITY COUNCIL REPORTS & CALENDAR\na. RESOLUTION TO AMEND THE PAY SCHEDULE FOR TEMPORARY, SEASONAL,\nAND LIMITED-SERVICE PERSONNEL TO ADD A NEW POOL MANAGER POSITION\nPurpose: Direct the Human Resources/Risk Management Department to amend the pay\nschedule for temporary, seasonal, and limited-service employees to create a new,\nseasonal Pool Manager position and pay range. This proposal will cost approximately\n$35,000 in pay and benefits each fiscal year. In order to make this proposal cost neutral,\nstaff recommends eliminating 1,000 Sr. Lifeguard hours and 479 Lifeguard hours, which\nis equivalent to approximately $35,000. Therefore, there is no budget impact with this\nitem.\nRecommended Action: 1) Adopt a resolution amending the pay schedule for temporary,\nseasonal, and limited-service personnel to add a new Pool Manager position.

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BUENA PARK, ADDING\nCHAPTER 5.68 TO THE BUENA PARK MUNICIPAL CODE ESTABLISHING\nLIMITATIONS ON THIRD-PARTY FOOD DELIVERY FEES\nPurpose: For the City Council to consider and make permanent limitations on third-party\nfood delivery service fees that were initially enacted as an urgency measure in response\nto the COVID-19 pandemic. There is no budget impact associated with this item.\nRecommended Action: 1) Adopt an ordinance to establishing limitations on third-party\nfood delivery service fees and adding Chapter 5.68 to the Buena Park Municipal Code.
