RESOLUTION APPROVING PLANS, SPECIFICATIONS, AND APPROVAL OF\nCONTRACT WITH URBAN HABITAT FOR THE WHITAKER SCHOOL PARK\nPROJECT\nPresented by Annie Singhal, Assistant Engineer\nPurpose: Approve plans, specifications, and authorize the Public Works Department to\nhire a contractor for the Whitaker School Park Project. Associated construction costs in\nthe amount of $5,347,817.84 will be funded from a combination of Park-in-Lieu funds,\nProp. 68 Per Capital Program grant funds, and General Fund monies\n(Account No. 32-9806- 290150). A budget transfer in the amount of $1,000,000 from the\nundesignated General Fund balance is required to fund the project.\nRecommended Action: 1) Adopt a resolution approving plans and specifications for the\nWhitaker School Park Project; 2) Award a contract to Urban Habitat in the amount of\n$4,838,097.84; 3) Authorize contingency funds in the amount of $400,000 in the same\npurchase order; 4) Authorize construction engineering funds in the amount of $100,000;\n5) Authorize a purchase order for The Solis Group in the amount of $9,720 for the\nadministration of the Community Workforce Agreement (CWA); 6) Authorize a budget\ntransfer in the amount of $1,000,000 from the undesignated General Fund balance;\n7) Authorize the City Manager and City Attorney to make any non-monetary changes to\nthe contract; and, 7) Authorize the City Manager and the City Clerk to execute the\ncontract.\nPUBLIC HEARING (11 – 12)

PUBLIC HEARING - ORDINANCE APPROVING A ZONING TEXT AMENDMENT TO\nADD THE PROPERTY LOCATED AT 7201 ARTESIA BOULEVARD TO THE\nBILLBOARD OVERLAY ZONE (BOZ) AND ALLOW THE REMOVAL OR\nRELOCATION OF SIGNS LOCATED OUTSIDE THE CITY'S JURISDICTION TO A\nLOCATION WITHIN BUENA PARK; ORDINANCE APPROVING A DEVELOPMENT\nAGREEMENT TO CONSTRUCT A TRIPLE-SIDED, 65-FT. HIGH DIGITAL\nBILLBOARD; AND ADOPTION OF ASSOCIATED INITIAL STUDY/NEGATIVE\nDECLARATION\nPresented by Swati Meshram, PhD, AICP, Planning Manager\nPurpose: Consideration of a proposal to construct a triple-sided, 65-ft. high digital\nbillboard north of Artesia Boulevard, east of Interstate -5, and south of Firestone\nBoulevard; and adoption of associated Initial Study/Negative Declaration (IS/ND)\nprepared and circulated in compliance with the California Environmental Quality Act\n(CEQA). PURCHASE AND INSTALLATION OF A NEW BOILER FOR CITY HALL AND\nAUTHORIZATION OF A BUDGET AMENDMENT FOR THE PROJECT\nPurpose: Authorize the Public Works Department to replace the City Hall boiler to bring\nthe interior heating system back to functional status prior to the arrival of the fall and\nwinter seasons. Associated costs in the amount of $45,100 will require a budget transfer\nfrom the unappropriated Facilities Maintenance Fund balance for this purpose.\nRecommended Action: 1) Authorize a purchase order with Heat Transfer Solutions, Inc.\nin the amount of $41,000 for the City Hall Boiler Replacement Project; 2) Authorize\ncontingency funds in the amount of $4,100 in the same purchase order; and, 3) Approve\na budget transfer in the amount of $45,100 from the unappropriated Facilities\nMaintenance Fund balance for this purpose.

ACCESS AGREEMENT WITH UNITED STATES ENVIRONMENTAL PROTECTION\nAGENCY (EPA) FOR INSTALLATION OF MONITORING WELLS IN THE CITY FOR\nTHE ORANGE COUNTY NORTH BASIN SUPERFUND SITE\nPurpose: Authorize the Public Works Department to allow access to the EPA for the\npurpose of collecting data in Buena Park, necessary to assess the extent of\ncontamination to protect human health and the environment. There is no cost associated\nwith the approval of this agreement.\nRecommended Action: 1) Approve an Access Agreement with United States\nEnvironmental Protection Agency (EPA) to allow installation of monitoring wells for the\nOrange County North Basin Superfund Site; 2) Authorize the City Manager and City\nAttorney to make any non- monetary changes to the agreement; and 3) Authorize the\nCity Manager and City Clerk to execute all related documents.

AMEND PREVIOUS VEHICLE PURCHASE AUTHORIZATION FROM FOUR TO\nTHREE 2023 FORD UTILITY PURSUIT VEHICLES AND ADD ONE FORD HYBRID\nUTILITY PURSUIT VEHICLE, AND APPROVE A BUDGET AMENDMENT FOR THE\nPURCHASE OF THE HYBRID VEHICLE\nPurpose: Authorize purchase of a Hybrid Utility Pursuit Vehicle instead of a Standard\nUtility Pursuit Vehicle and authorize a budget amendment from AQMD funds for the\npurchase. Associated costs in the amount of $203,797.86 will be funded by a\ncombination of Vehicle Replacement Fund and AQMD Fund monies.\nRecommended Action: 1) Amend previous authorization to purchase four 2023 Ford\nUtility Pursuit Vehicles from National Auto Fleet to the purchase of three 2023 Ford\nUtility Pursuit Vehicles from National Auto Fleet in the amount of $48,950.97\n(total of $146,852.91); 2) Authorize purchase of one 2023 Ford Hybrid Utility Pursuit\nVehicle from National Auto Fleet in the amount of $56,944.95; and, 3) Authorize a\nbudget amendment in the amount of $56,944.95 from the South Coast Air Quality\nManagement District (AQMD) Fund for the cost of the hybrid vehicle.

WATER BILL INSERT TO PROMOTE THE CITY'S ANTI-TOBACCO CAMPAIGN\nPurpose: Authorize the City Manager's Office to distribute a water bill insert encouraging\nresidents to abstain from flavored tobacco use. Associated printing costs in the amount\nof $1,500 will be funded by the California Department of Justice Tobacco Grant Program\n(11- 6761-631142).\nRecommended Action: 1) Approve a water bill insert informing residents, especially\nteens, of the risks of tobacco use.

RESOLUTION REVISING THE REFUSE RATE ADJUSTMENT EFFECTIVE\nJULY 1, 2023, AND APPROVAL OF A UTILITY BILL INSERT REGARDING THE\nRESIDENTIAL REFUSE RATE ADJUSTMENT\nPurpose: Adopt a Resolution approving revised rates for the collection, recycling, and\ndisposal of refuse. Authorize the Public Works Department to distribute a utility bill insert\nregarding upcoming residential refuse rate adjustments going into effect July 1, 2023.\nAssociated printing costs of approximately $1,500 will be funded by the General Fund\nand are included in the current fiscal year budget (Account 11-6240-460220).\nRecommended Action: 1) Adopt a resolution establishing revised rates for the collection,\nrecycling, and disposal of refuse; and, 2) Approve a utility bill insert notifying residential\ncustomers of a refuse rate adjustment effective July 1, 2023.
