AWARD OF CONTRACT FOR THE CITYWIDE\nSAFETY ACTION PLAN\nRecommendations:\n(1) Authorize the City Manager to accept a $200,000 Safe\nStreets and Roads for All (SS4A) grant from the U.S.\nDepartment of Transportation Federal Highway\nAdministration (FHWA) for the preparation of a Citywide\nSafety Action Plan;\n(2) Appropriate the grant award of $200,000 for the\npreparation of a Citywide Safety Action Plan with a\nmatching increase in estimated grant revenue;\n(3) Appropriate $68,068 from available fund balance in the\nCapital Improvement Fund for the City’s contribution\n(4) Authorize the City Manager to execute a Consultant\nServices Agreement with Fehr & Peers in the amount of\n$248,068 for the preparation of a Citywide Safety Action\nPlan;\n(5) Authorize the City Manager to approve a contingency\namount not to exceed $20,000 for change orders or\nadditional services that may be required; and\n(6) Find the action exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to State\nCEQA Guidelines Section 15262.

AMENDMENT TO LEASE AGREEMENT WITH 10TH\nHOLE ASSOCIATES TO ALLOW FOR THE SALE OF\nDISTILLED SPIRITS AT THE LOST PIER\nRESTAURANT\nRecommendation: Approve the amendment to the lease\nagreement allowing the sale of distilled spirits at the Lost\nPier Restaurant as requested by 10th Hole Associates, Inc

ACCEPTANCE OF DONATION TO RECONSTRUCT\nDECORATIVE STONE PLANTERS AND REFINISH\nMAIN ENTRANCE DOORS AT CITY HALL\nRecommendations:\n(1) Accept the donation of materials and services from\nGregg Abel valued at $5,300 to reconstruct decorative\nstone planters and refinish front entrance doors at City\nHall;\n(2) Determine that the recommended action is exempt\nfrom the California Environmental Quality Act (CEQA)\naccording to State CEQA Guidelines section 15302 (Class\n2) categorical exemption;\n(3) Direct staff to file and post a Notice of Exemption\nconsistent with the above-stated CEQA finding within five\ndays of this approval; and\n(4) Authorize the Mayor to send a letter of appreciation to\nGregg Abel.

RESOLUTION AMENDING THE APPENDIX OF\nDESIGNATED EMPLOYEES WITH FILING\nRESPONSIBILITIES UNDER THE CITY’S CONFLICT\nOF INTEREST CODE\nRecommendation: It is recommended by the City Clerk that\nthe City Council adopt the Resolution amending the Conflict\nof Interest Code Appendix of Designated Employees.

PROMENADE ON FOREST AD HOC COMMITTEE\nRecommendations:\n(1) Appoint Mayor Sue Kempf and Councilmember Mark\nOrgill as a City Council Ad Hoc Committee for the\nPromenade on Forest project, which will conclude\nfollowing project completion;\n(2) Direct the Ad Hoc Committee to work with City staff\nand the consultant to identify the scope and constraints\nand determine the process to move forward;\n(3) Conclude the work of the Planning Commission\nPromenade Ad Hoc Committee and thank the Planning\nCommission Ad Hoc ; and\n(4) Direct the City Council Ad Hoc Committee to return to\nthe City Council within 90 days to provide a project\nupdate.

16. TOLLING AGREEMENT RE ENTITLEMENTS FOR\nSINGLE FAMILY DWELLING AT 22350 3RD AVENUE\nRecommendation: Authorize the Mayor to execute the\nTolling Agreement for the entitlements issued for 22350 3rd\nAvenue, attached to the agenda report as Attachment 1, on\nbehalf of the City of Laguna Beach.

CONSIDERATION OF UPDATED PUBLIC ART\nPROGRAM POLICY AND FINDING ACTION\nEXEMPT FROM CEQA\nRecommendations: It is recommended by the Arts\nCommission that the City Council:\n(1) Receive a presentation by the Cultural Planning Group\nregarding the updated Public Art Program Policy;\n(2) Provide input on the draft Public Art Program Policy;\n(3) Direct staff to return with a draft ordinance that would\nalign with the changes outlined in the Public Art Program;\nand\n(4) Find said action exempt from the California\nEnvironmental Quality Act (CEQA).

AWARD OF CONTRACT FOR PARK, PLAYGROUND,\nAND RECREATION MASTER PLAN\nRecommendations:\n(1) Authorize the City Manager to execute a consultant\nservices agreement with Community Works Design Group,\nLLC in the amount of $356,427 to prepare the Park,\nPlayground, and Recreation Master Plan;\n(2) Authorize the City Manager to approve change orders\nfor additional services that may be required in an amount\nnot to exceed $36,000;\n(3) Transfer $100,500 in project savings from the Bluebird\nCanyon Drive Evacuation Route Widening to the Citywide\nPark, Playground, and Recreation Master Plan Study to\nbring the total project budget to $392,900; and\n(4) Terminate Agreement no. 23-120 with Community\nWorks Design Group LLC for the Playground Master\nPlan.

INTRODUCTION AND FIRST READING OF AN\nORDINANCE AMENDING CERTAIN PORTIONS OF\nTITLES 1 & 25 OF THE LAGUNA BEACH\nMUNICIPAL CODE AND DETERMINING THAT NO\nFURTHER ENVIRONMENTAL REVIEW IS\nREQUIRED PURSUANT TO PUBLIC RESOURCES\nCODE SECTION 21166\nRecommendation: Introduce the Ordinance that amends\ncertain portions of Titles 1 & 25 of the Laguna Beach\nMunicipal Code and determines that no further\nenvironmental review is required pursuant to Public\nResources Code section 21166 by: 1) asking the City Clerk to\nread the title of the Ordinance; and 2) approving a motion to\nwaive further reading of the Ordinance and to pass it to\nsecond reading.

21. 2024 COMMUNITY SURVEY\nRecommendations:\n(1) Direct the City Manager to prepare a community\nsurvey;\n(2) Appoint a City Council ad hoc committee to collaborate\nwith city staff and the consultant to help finalize the survey\nobjectives and survey instrument before its release; and\n(3) Provide direction to staff and the ad hoc committee\nregarding topics and revenue enhancements to be included\nin the survey.
