Approve the agreement with Marks Architects Inc., for a total not-to-\nexceed amount of $152,200 for the preparation of scope and fee\ndocuments in relation to the City Hall Elevator Modernization project 803\n0059; and authorize the City Manager to execute the agreement using\nfund 3000 Facility Construction;\n2. Authorize the issuance of a purchase order to Marks Architects Inc. for\n$152,200 in accordance with approved terms of the agreement;\n3. Authorize the City Manager to execute the Quitclaim Deeds transferring all\nof the City’s rights, title, and interest in and to the storm drain easements\nrecorded on Tract 31592, recorded in Map Book 461, Pages 57 through\n80 inclusive, in the Official Records of Riverside County, California and by\nseparate instrument DOC#2018-0326762, to the Riverside County Flood\nControl and Water Conservation District (RCFC&WCD).\n2. Approve the First Amendment to Agreement for Planning Consultant\nServices on an As Needed Basis with Civic Solutions, Inc., and authorize\nthe City Manager, or his designee, to execute the Amendment, and any\nsubsequent amendments, and Purchase Orders, subject to the approval\nof the City Attorney, in accordance with approved terms of the agreement\nand within available budget as previously approved by Council;\n2. Authorize an increase of $500,000.00 to the not-to-exceed amount of the\nAgreement with Civic Solutions, Inc., to $550,000.00, funded by fees paid\nby project applicants. Authorize the Purchasing Division Manager to\napprove a change order to increase Purchase Order #2023-507 to Civic\nSolutions, Inc.; and\n3. Authorize the Chief Financial Officer, or his designee, to make the\nappropriate budget adjustments as set forth in the Fiscal Impact section of\nthis report.

Approve the Memorandum of Understanding (MOU) between the City of\nMoreno Valley (City) and the Riverside Community College District\nFoundation acting on behalf of Moreno Valley College (College) allowing\nfor the allocation of $100,000 to support the College Promise Initiative for\ntwo academic years.\n2. Authorize the City Manager to execute the MOU as to form and all\nnecessary documents with the College.

Authorize the execution of the Fourteenth Amendment to the Joint Powers\nAgreement among the Member Agencies (“Fourteenth Amendment”)\nrelating to March Joint Powers Authority (“Authority”) in substantial\nconformance to the form attached herewith as Exhibit A;\n2. Authorize the execution of a Tax and Revenue Sharing Agreement\n(“Agreement”) among the Cities of Moreno Valley, Perris, and Riverside\n(“Cities”) and the County of Riverside (“County”) (collectively known as\n“Member Agencies”) in substantial conformance to the form attached\nherewith as Exhibit B; and\n3. Authorize the City Manager to execute subsequent amendments to\neffectuate said agreements.

A.9. AUTHORIZE THE PURCHASE OF AN ELECTRIC CARGO VAN FOR THE\nSOLID WASTE PROGRAM (Report of: Financial & Management Services)\nRecommendations:\n1. Authorize the purchase of a 2022/2023 Electric Cargo Van to support the\nSolid Waste & Recycling program.\n2. Authorized the Purchasing & Sustainability Division Manager to issue a\nPurchase Order to a vendor that has an Electric Cargo Van for sale that\nmeets the needed specifications for $75,000 plus sales tax, shipping, and\nmodifications.\n3. Authorize the City Manager or designee to execute the sales agreement\nand any needed amendments with the selected vendor that has an\nElectric Cargo Van, with required specifications, available for sale.\n4. Authorize the use of the sole source procurement process since inventory\nand manufacturers Electric Cargo Van’s are extremely limited.
