Approve the First Amendment to Agreement for blood draw, biological\nevidence, and urine collection services with American Forensic\nNurses, Inc.; and\n2. Authorize the City Manager or his designee to execute future\nAgreements, subsequent extensions, and amendments, in accordance\nwith the City’s Procurement Administrative Procedure (AP #3.09) and\npursuant to MC 3.12.260, Materials, Supplies and Equipment –\nCooperative Purchasing, subject to the approval of the City Attorney,\nand provided sufficient funding is available within the City Council\npreviously approved Operating Budget; and\n3. Authorize the City Manager to execute the First Amendment to\nAgreement for On-call Professional Consultant Services with TSG\nEnterprises, Inc. dba The Solis Group, subject to the approval by the\nCity Attorney; and\n3. Authorize an increase in the Purchase Order for TSG Enterprises, Inc.\ndba The Solis Group in the amount of $18,863.00 once the First\nAmendment has been signed by all parties using SB1/RMRA State\nGas Tax funds (Fund 2000A) and Capital Projects Reimbursements\n(Fund 3008); and\n4. Authorize the City Manager to execute any subsequent Amendments\nto the Agreement with TSG Enterprises, Inc. dba The Solis Group\nwithin Council approved annual budgeted amounts, including the\nauthority to authorize the associated purchase orders in accordance\nwith the terms of the Agreement, subject to the approval of the City\nAttorney.

Approve Resolution No. 2023-XX directing Moreno Valley Utility to use\nrevenue from California Low Carbon Fuel Standard (LCFS) Market\nsolely to reduce greenhouse gas emissions and improve local air\nquality consistent with the Greenhouse Gas Reduction Fund Act.

Accept and approve the Program Supplement Agreements\nbetween California Department of Transportation (Caltrans) and\nthe City of Moreno Valley (City) for the project of Overnight\nIntersection Visibility Systemic Safety Improvements in the amount\nof $1,294,830 (Fund 2301) with a city local match of $143,870\n(Fund 2000); and\n5. Authorize the Public Works Director/City Engineer to execute the\nProgram Supplement Agreements and any subsequent\namendments, subject to the approval of the City Attorney; and\n1. Authorize a budget adjustment as set forth in the Fiscal Impact\nsection of this report.
