LIBRARY MATERIAL VENDORS CONTRACTS - Award contracts to five vendors\nto furnish, catalog, and process Santa Clarita Public Library's physical materials as well\nas award contracts to two sole source vendors which provide electronic materials.\nRECOMMENDED ACTION:\nCity Council:\n1. Award two-year contracts to Baker & Taylor LLC, Brodart Co., Children’s Plus, Inc.,\nMidwest Tape LLC, and Tsai Fong Books, Inc., to provide books and materials for\nthe Santa Clarita Public Library for a combined total two-year amount not to exceed\n$2,150,000.\n2. Award two-year contracts to EBSCO Industries, Inc., and OverDrive Inc. to provide\nresearch databases, electronic books, audiobooks and magazine subscriptions to be\nincluded with vendors above in not-to-exceed total.\n3. Authorize the City Manager, or designee, to execute up to three additional one-year\nrenewal options for all awarded contracts beginning in year three, not to exceed the\nannual contract amount, plus an adjustment consistent with the appropriate Consumer\nPrice Index, upon request of the contractor.\n4. Authorize the City Manager, or designee, to execute all associated documents, subject\nto City Attorney approval.

11. PURCHASE OF A FLOOR SCRUBBER FOR THE TRANSIT MAINTENANCE\nFACILITY - Contract consideration to Air & Lube Systems, Inc., for the purchase of a\nfloor scrubber for the City's Transit Maintenance Facility.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize the City Manager or designee to execute a contract with Air & Lube\nSystems, Inc., for the purchase of a floor scrubber for the Transit Maintenance\nFacility in the amount of $50,679, and authorize a contingency of 10 percent in the\namount of $5,068, for a total contract not to exceed $55,747.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

12. FINAL TRACT MAP, ACCEPTANCE OF OFFERS OF DEDICATION,\nREJECTION OF IRREVOCABLE OFFER OF DEDICATION, AND\nABANDONMENT OF EASEMENT FOR TRACT MAP NO. 51644-13 TESORO\nHIGHLANDS - Pursuant to Section 66474.1 of the Subdivision Map Act, approve final\ntract map, accept and reject offers of dedication, and abandon existing easement for Tract\nNo. 51644-13. This map is for subdivision purposes and is located within Tesoro del\nValle, north of Tesoro del Valle Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve Final Tract Map for Tract No. 51644-13.\n2. Accept on behalf of the public the offers of dedication and grant of: (1) the easements\nfor public use and road purposes; (2) the easements for sanitary sewer and sanitary\nsewer ingress and egress purposes; (3) all sanitary sewers and appurtenant structures;\n(4) the easement for flood control purposes; (5) covered storm drain, storm drain\nappurtenant structures, ingress and egress; (6) storm drain ingress and egress; (7) the\nright to restrict or prohibit the erection or construction of any buildings or structures\nwithin lots 3, 10, 11, 12, 13 and 14; and (8) the right to restrict or prohibit any and all\nallowable uses or construction within those areas designated as open space on this\nmap.\n3. Reject the irrevocable offer of dedication and grant in fee simple of all lot 1 for flood\ncontrol purposes.\n4. Authorize the City Manager or designee to rescind the rejection and accept the offer\nof dedication and grant in fee simple all of lot 1 when construction improvements are\ncompleted to the satisfaction of the Director of Public Works.\n5. Reject the offer of dedication and grant for public use of the Private and Future street\neasements and improvements.\n6. Abandon the existing easement for private and future streets as shown on previously\nrecorded Parcel Map No. 82721, recorded on April 20, 2022.\n7. Make findings as follows: this project is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n8. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of the Final Tract Map for Tract No. 51644-13, which indicates\nall special assessments levied by the City of Santa Clarita are paid.\n9. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of the Final\nTract Map for Tract No. 51644-13, which embodies the approval of said map, the\nacceptance of the dedications shown thereon, the rejection of the irrevocable offer of\ndedication and grant in fee simple shown thereon, and abandonment of easements\ndescribed thereon.\n10. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of the\nFinal Tract Map for Tract No. 51644-13, which provides for verification that the map\nis technically correct.\n11. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of\nFinal Tract Map for Tract No. 51644-13, which provides for verification of\nsubstantial conformance with the Tentative Tract Map and all provisions of local\nordinances and state laws applicable at the time of approval.

13. VALENCIA GLEN AQUATICS BUILDING - EMERGENCY REPAIR -\nContinuation of the emergency declaration for repairs at the Valencia Glen Aquatics\nBuilding.\nRECOMMENDED ACTION:\nCity Council to review staff updates regarding the emergency repair project at Valencia\nGlen Park.

14. 2017-18 BRIDGE PREVENTATIVE MAINTENANCE PROGRAM, PROJECT\nM0127 - PLANS AND SPECIFICATIONS, AND CONSTRUCTION CONTRACT\n- This item awards a construction contract and modifies the existing design contract for\nthe 2017-18 Bridge Preventative Maintenance Program project.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2017-18 Bridge Preventative\nMaintenance Program, Project M0127.\n2. Find the 2017-18 Bridge Preventative Maintenance Program exempt from review\nunder the California Environmental Quality Act (CEQA) pursuant to Title 14 of the\nCalifornia Code of Regulations, Article 19, Section 15301.\n3. Award the construction contract to Peterson-Chase General Engineering\nConstruction, Inc., in the amount of $399,732 and authorize a contingency in the\namount of $59,959 for a total contract amount not to exceed $459,691.\n3. Extend the current contract and authorize an increased expenditure authority for\nconstruction support services for the 2017-18 Bridge Preventative Maintenance\nProgram, Project M0127 with TetraTech, Inc., in the amount of $29,020 and\nauthorize a contingency in the amount of $4,353, for a total additional contract\namount not to exceed $33,373.\n4. Authorize an increase for Miscellaneous Federal Grants (Highway Bridge Program)\nrevenue account 229-442409 in the amount of $343,036, and appropriate to\nexpenditure account M0127229-516101, 2017-18 Bridge Preventative Maintenance\nProgram.\n5. EXPENDITURE AUTHORITY INCREASE FOR ELECTRONIC SIGNATURE\nPROCESSING THROUGH DOCUSIGN, INC., TO SUPPORT ONGOING CITY\nOPERATIONS - Staff recommends an increase in expenditure authority with DocuSign,\nInc., for Citywide electronic signature processing.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve an increase of $17,700 in expenditure authority with DocuSign, Inc., for\nongoing electronic signature processing, for a total not to exceed subscription amount\nof $67,700 for Fiscal Year 2022-23.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nsubscription options, beginning in Fiscal Year 2023-24, not to exceed $70,000\nannually.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments subject to City Attorney approval.

TESORO ADOBE PARK RECIPROCAL EASEMENT AGREEMENT - Approval\nof a Agreement between the City of Santa Clarita and the Tesoro Del Valle Master\nHomeowner's Association granting a non-exclusive reciprocal easement for Parking and\nVehicular and Pedestrian Ingress and Egress to the Tesoro Adobe Park.\nRECOMMENDED ACTION:\nCity Council:\n1. Execute a Reciprocal Easement Agreement with the Tesoro del Valle Master\nHomeowners Association, associated with the Tesoro Adobe Park.\n2. Authorize the City Manager or designee to execute all agreements and associated\ndocuments, subject to City Attorney approval.

8. LANDSCAPE MAINTENANCE AT CITY TRANSIT FACILITIES CONTRACT -\nAward a contract to American Heritage Landscape, LP, to provide recurring landscape\nmaintenance services for City transit facilities.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to American Heritage Landscape, LP to provide landscape\nmaintenance services for all City of Santa Clarita (City) Transit and Metrolink\nfacilities for an annual base amount of $69,812, and authorize a 20 percent\ncontingency in the annual amount of $13,962, for a total two-year contract not to\nexceed $167,548.\n2. Find that the award of contract is exempt from the California Environmental Quality\nAct (CEQA) pursuant to Article 19 – Categorical Exemptions, Section 15301,\nExisting Facilities, (h) Maintenance of Existing Landscaping.\n3. Authorize the City Manager or designee to execute up to three (3) additional, one-\nyear renewal options beginning in year three, not to exceed the annual contract\namount, plus an adjustment in compensation consistent with the appropriate\nConsumer Price Index, upon request of the contractor, and contingent upon the\nappropriation of funds by the City Council in the annual budget for such fiscal year.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

SECOND READING OF AMENDMENTS TO THE CITY'S MUNICIPAL CODE\nREGARDING OVERSIZED VEHICLE PARKING REGULATIONS AND\nVEHICLES PARKED OVER 72 HOURS - This item will update sections Chapter\n12.08 (Definitions), Chapter 12.64.200 (Vehicles Parked Over 72 Hours), Chapter\n12.94.020 (Oversized Vehicle Parking Regulations-Penalties-Appeals), and Chapter\n12.94.030 (Oversized Vehicle Parking Permits) of the Santa Clarita Municipal Code,\nwhich are consistent with state law and deemed necessary for the preservation of Santa\nClarita communities.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt an ordinance entitled: “AN ORDINANCE OF THE CITY COUNCIL OF THE\nCITY OF SANTA CLARITA, CALIFORNIA, AMENDING CHAPTER 12.08\n(DEFINITIONS) AND CHAPTER 12.64.200 (VEHICLES PARKED OVER 72\nHOURS) OF THE SANTA CLARITA MUNICIPAL CODE;” waive reading of the\ntext and consent to reading by title only, as listed on the agenda;\n2.
