7.f. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-09,\nAPPROVING FIRST AMENDMENT TO THE CONTRACT SERVICES\nAGREEMENT WITH TRANSTECH ENGINEERS, INC. TO PROVIDE\nPUBLIC OUTREACH SERVICES FOR CIVIC CENTER AND\nINTERJURISDICTIONAL BICYCLE LANES PROJECT\nThe project includes installation of bicycle and pedestrian mobility\nimprovements along Santa Anita Avenue and Tyler Avenue. The project is\ncurrently in the preliminary/concept design phase, and staff seeks City\nCouncil approval of a First Amendment to the Contract Services\nAgreement with Transtech Engineers to provide public outreach services\nfor the Civic Center and Interjurisdictional Bicycle Lanes Project.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-09, approving First Amendment to the\nContract Services Agreement with Transtech Engineers, Inc. to\nprovide Public Outreach Services for the Civic Center and\nInterjurisdictional Bicycle Lanes Project in the amount of $82,742.\n2. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-10,\nAPPROVING AMENDMENT NO. 11 TO AGREEMENT SUBAWARD\nNUMBER ENP202110 WITH THE COUNTY OF LOS ANGELES FOR\nTHE ELDERLY NUTRITION PROGRAM SERVICES\nOn June 14, 2022, a one-year agreement between the County of Los\nAngeles through its Department of Workforce Development, Aging and\nCommunity Services (the “County”) and the City of South El Monte (the\n“City”) was entered into to assist with the funding for the City’s Elderly\nNutrition Program Services (the “Agreement”) for Fiscal Year 2022-2023.\nThis Amendment will increase the allocated baseline funding from\n$484,000.00 to $494,865.00 resulting in an increase of $10,865.00 for\nFiscal Year (FY) 2022-23 only for the purchase of approved equipment\nitems that will be used for the provision of the Elderly Nutrition Program\n(ENP).\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-10, approving Amendment No. 11 to extend\nexisting agreement Subaward Number ENP202110 with the County of\nLos Angeles; and\n2. Authorize Interim City Manager, or designee, to execute the agreement.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-11,\nPROCLAIMING A LOCAL EMERGENCY PERSISTS AND\nAUTHORIZING THE USE OF REMOTE TELECONFERENCE MEETING\nPROCEDURES BY THE CITY'S LEGISLATIVE BODIES AS\nAUTHORIZED BY GOVERNMENT CODE SECTION 54953(e) ET SEQ.\nFOR THE PERIOD OF JANUARY 24, 2023 THROUGH FEBRUARY 15,\n2023\nOn September 16, 2021, Governor Newsom signed AB 361 into law. AB\n361 was made effective October 1, 2021. Pursuant to AB 361, staff\nrecommends consideration of Resolution No. 23-11 proclaiming a local\nemergency persists and authorizing the use of remote meeting procedures\nby the City’s legislative bodies, which can include meetings held via a\nvirtual platform (e.g. Zoom), for the period of January 24, 2023 through\nFebruary 15, 2023.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 23-11, proclaiming a local emergency persists and\nauthorizing the use of alternative meeting procedures by the City’s\nlegislative bodies, such as utilizing a virtual platform (e.g. Zoom) for the\nperiod from January 24, 2023 through February 15, 2023.\nCONSENT CALENDAR (CONTINUED)

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-12,\nAMENDING RESOLUTION 23-04, CHANGING THE PUBLIC HEARING\nDATE FOR METRO FISCAL YEAR 2023 FEDERAL TRANSIT\nADMINISTRATION SECTION 5310 PROGRAM FOR ELIGIBLE\nPROJECTS\nOn January 3, 2023, the City Council approved Resolution No. 23-04,\ncalling for a public hearing on February 14, 2023. A new resolution needs\nto be adopted to Amend Resolution No 23-04, changing the public hearing\ndate to February 22, 2023 in order to be in compliance with Metro’s 30-day\npublic hearing notice.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 23-12, Amending Resolution No. 23-04, Calling for a Public\nHearing on February 22, 2023, to Identify Nonprofit Organizations Readily\nAvailable to Provide Services for Public Transportation Projects Under the\nFederal Transit Administration Section 5310 Enhanced Mobility of Seniors\nand Individuals with Disabilities Program.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-13,\nAUTHORIZING THE ALLOCATION OF THE COMMUNITY\nDEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR FISCAL YEAR\n(FY) 2023–24\nProvide the Council with recommendations for the use of the City’s\nestimated FY 2023–24 CDBG allocation, acknowledging the priority of\nneed and eligibility. The Public Notice was posted December 22, 2022.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Conduct a public hearing;\n2. Take public testimony;\n3. Adopt Resolution No. 23-13, Authorizing the Allocation of the\nCommunity Development Block Grant (CDBG) Funds for Fiscal Year\n2023-24;\n4. Authorizing Interim City Manager to execute agreement for the Fiscal\nYear 2022–23 CDBG project with the Los Angeles County\nDevelopment Authority (LACDA), subject to approved as to form by the\nCity Attorney; and\n5. Authorize Interim City Manager to adjust the project budget, as\nnecessary, to account for final CDBG allocations and any amounts\nunexpended at the close of FY 2022-23.

APPOINTMENT OF COUNCIL DELEGATE TO THE CALIFORNIA\nCONTRACT CITIES ASSOCIATION\nMayor to appoint a delegate to the California Contract Cities Association.\nRECOMMENDED ACTION: Staff recommends City Council approve the\nMayor’s appointment of a delegate to the California Contract Cities\nAssociation.

9.b. UPDATE TO THE CONCEPT FOR THE ROSEMEAD BOULEVARD\nCORRIDOR ENHANCEMENT PLAN AND THE SAN GABRIEL VALLEY\nTRANSIT FEASIBILITY STUDY\nThe City of South El Monte received funding from Caltrans through a\nSustainable Communities Grant (State SB-1) to prepare planning level\ndocuments for the Rosemead Boulevard Corridor. The plan has\nconceptualized Rosemead Boulevard as a multi-modal corridor that\nengages participants in active and safe modes of transportation. The\nproject examined traffic calming strategies to increase pedestrian safety\nand improve the City’s existing bicycle network and quality of public\ntransport. Suring this study, staff was aware of Metro’s and San Gabriel\nValley Council of Government’s Transit Feasibility Study that included\nRosemead Blvd.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Receive presentations by Metro/San Gabriel Valley Council of\nGovernment (SGVCOG) Staff and Alta consulting;\n2. Provide comments on SGVCOG's Bus Rapid Transit BRT study and\nthe Rosemead Blvd. Corridor Enhancement Study;\n3. Instruct the Alta consultant to prepare the draft study that includes the\nCity Council's comments to the design concept and present it before\nthe community at the final outreach scheduled per the grant timeline;\nand\n4. Alta Consulting to present the final draft before the City Council at the\nFebruary 24, 2023 council meeting.

9.c. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-14,\nAPPROVING THE APPOINTMENT OF RENE SALAS AS CITY\nMANAGER AND APPROVAL OF CITY MANAGER EMPLOYMENT\nAGREEMENT\nStaff is asking the City Council to consent to the appointment of Rene\nSalas as City Manager and approve his employment contract for services\nas City Manager.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 23-14, approving the employment agreement between the\nCity and Rene Salas for the position of City Manager and authorizing the\nMayor to execute the employment agreement. In the alternative, Staff\nrecommends City Council provide additional direction regarding the\nemployment agreement.
