1. Park Curfew Notice\nThe City Council will consider: (CD/PARKS)\na. Introducing an Ordinance amending Title 7 (Public Safety and Morals), of Chapter 7.49 (Park), Section\n7.49.150 (Curfew) by modifying Subsection 7.49.150(B) and adding Subsections 7.49.150(C) (Extended\nPark Hours) and 7.49.150(D) (Park Closure) to the South Gate Municipal Code relating to curfews in City of\nSouth Gate municipal parks to allow for permitted activities in parks without buildings beyond sunset and to\nprovide the City Manager flexibility to amend park hours by administrative action citywide; and\nb. Finding that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to the\nGeneral Rule Exemption under CEQA Guidelines Section 15061(b)(3), as there is no possibility that the\nordinance amendment may have a significant effect on the environment, and as a Class 1 Categorical\nExemption under CEQA Guidelines Section 15301 (Existing Facilities), as the amendment involves only a\nminor change to the administrative hours of operation of existing park facilities with no physical alteration to\nthe environment. The City Clerk is directed to file a Notice of Exemption with the County Clerk within five\n(5) working days of adoption.

10. Accept the Change Order No. 4 for CDBG-Funded Street Improvements City Project No. 6599-ST\n– Rescission Notice of Completion\nThe City Council will consider: (PW)\na. Rescinding the Notice of Completion dated March 24, 2026, previously approved by the City Council on\nFebruary 12, 2026 for the (i) Citywide Residential Resurfacing Project, Phase IV, City Project No. 699-ST,\nand (ii) Citywide Sidewalk Improvement, Phase X, City Project No. 698-ST, constructed by Sequel\nContractors, Inc.; and\nb. Appropriating $758,990 in Community Development Block Grant (“CDBG”) Funds to the Residential\nResurfacing, Phase IV, City Project No. 699-ST; and\nc. Approving Contract Change Order No. 4 to Contract No. 2025-30-CC with Sequel Contractors, Inc., for\nthe construction of the Community Development Block Grant (CDBG)-funded street improvements on\nWood Avenue, Seville Avenue, Kansas Avenue, and East Frontage Road, in an amount not-to-exceed\n$879,750; and\nd. Authorizing the Assistant City Manager/Director of Public Works to execute Contract Change Order No. 4\nto Contract No. 2025-30-CC; and\ne. Authorizing the City Manager to approve up to a cumulative amount of $100,000 in contract change\norders to complete additional work that may be needed to complete construction.

11. Purchase of One Ring-O-Matic 350 VX Vacuum Excavator from Haaker Equipment for the Public\nWorks Department Sewer Division\nThe City Council will consider: (PW)\na. Authorizing the purchase of one (1) Ring-O-Matic 350 VX vacuum excavator, or a comparable vacuum if\nunavailable, to replace the Public Works Department’s trailer-mounted vacuum, from Haaker Equipment\nthrough the Sourcewell Cooperative Purchasing Program, in an amount not to exceed $74,683; and\nb. Authorizing the City Manager to execute all documents necessary to complete the purchase of the\nvacuum excavator, in a form acceptable to the City Attorney.

12. Approve Purchase of a 2025 Chevrolet Silverado for the Traffic Division\nThe City Council will consider: (PD)\na. Authorizing the purchase of one (1) Traffic/DUI enforcement vehicle with emergency equipment\ninstalled, in the amount of $82,829.09 from Elk Grove Auto group; and\nb. Authorizing the City Manager, or his designee, to execute all documents necessary to complete the\npurchase in a form acceptable to the City Attorney.

2. Preferential Parking Districts – 8815 Beaudine Avenue to 8944 Beaudine Avenue\nPursuant to a duly noticed public hearing, the City Council will consider: (PW)\na. Adopting a Resolution approving and establishing a Preferential Parking District on Beaudine from 8813\nBeaudine Avenue to 8944 Beaudine Avenue to prohibit parking between the hours of 4:00 PM and 10:00\nPM Monday to Friday except by permit; and\nb. Directing the Public Works Department to install parking restriction signage within 90 days of the\napproval of the Resolution; and\nc. Directing the City Clerk to notify the property owners on Beaudine Avenue of March 5, 2026, voting\nresults; and\nd. Appropriating $1,500 in Gas Tax Funds to install the parking restrictions.

Amendment to the South Gate Municipal Code Title 9 (Buildings) adding new Chapter 9.14\n(Streamlining Permitting Process for Electric Vehicle Charging Stations)\nThe City Council will consider: (CD)\na. Introducing an Ordinance amending Title 9 (Buildings) of the South Gate Municipal Code by adding new\nChapter 9.14 (Streamlined Permitting Process for Electric Vehicle Charging Stations), consistent with\nCalifornia Government Code Section 65850.7 (AB 1236); and\nb. Finding that the proposed addition to the South Gate Municipal Code adds provisions that are\nadministrative in nature, do not approve any physical development, and do not have the potential to result\nin individually or cumulatively significant effects on the environment, and therefore, the passage of this\nordinance is exempt from California Environmental Quality Act ("CEQA") review under the General Rule\nthat CEQA only applies to projects with the potential to cause a significant effect on the environment and\nthus no environmental analysis or review is necessary- CEQA Guidelines Section 15061(b)(3). The City\nClerk is directed to file a Notice of Exemption with the County Clerk within five (5) working days of adoption.

5. Approve Ordinance - Zone Change No. 25-01, 8915 Vossler Avenue\nThe City Council will consider: (CD)\na. Waive further reading and adopt Ordinance No. 2026-01-CC, included as Attachment 1, approving ZC\nNo. 25-01 for a property at 8915 Vossler Avenue.\nb. Finding that in accordance with CEQA, this project qualifies for a categorical exemption under CEQA\nGuidelines Section 15303 (Class 3), “New Construction or Conversion of Small Structures,” and is thereby\nexempt from CEQA in that the subject property will continue to be used as a parking lot for a new drive-\nthrough restaurant.

6. Approve Resolution to Declare and Dispose Surplus Property\nThe City Council will consider: (AS)\na. Adopting a Resolution declaring the item listed in Attachment B (Carrier 80-Ton Chiller) as surplus City\npersonal property; and\nb. Authorizing the City Manager or designee to dispose of the declared items through public auction in\nabsentia conducted by Bar None Auction, with final acceptance of bid subject to City approval, and to\nexecute all documents necessary to effectuate the sale of City personal property; and\nc. Authorizing the City Manager or designee to dispose of the item if not accepted by the auctioneer or\nfailing to sell by using one or more of the following methods, as appropriate: recycling/salvage, scrap, inter-\nagency transfer, trade-in/credit, donation to another public agency, or landfill, in compliance with applicable\nlaws and City policies.

Approve Contract Change Order No. 1 to Contract No. 2025-34-CC with Superior Pavement\nMarkings, Inc. for Thermoplastic Striping of Streets Citywide Project, #735-ST – Change Order\nThe City Council will consider: (PW)\na. Approving CCO No. 1 to Contract No. 2025-34-CC with Superior Pavement Markings Inc. (“Contractor”),\nto fund additional work completed including re-striping of crosswalks, pavement markings, and lane lines as\na part of the Thermoplastic Striping of Streets Citywide, City Project No. 735-ST, in the amount of $110,694;\nand\nb. Appropriating $60,000 in Proposition C Funds to cover additional work with Superior Pavement,\nadministration and staff time costs; and\nc. Authorizing the Assistant City Manager/Director of Public Works to execute Contract Change Order No. 1\nto Contract No. 2025-34-CC, in a for acceptable to the City Attorney.

8. Award Agreement for the Gardendale Tot Lot Surfacing Improvement, City Project 85-SP\nThe City Council will consider: (PW)\na. Approving Agreement with R.E. Schultz Construction, Inc., for construction services for the Gardendale\nTot Lot Surfacing Improvements, City Project No. 85-SP, in an amount not-to-exceed $198,100; and\nb. Approving the finding that the Gardendale Tot Lot Surfacing Improvements, City Project No. 85-SP,\npursuant to the guidelines of the California Environmental Quality Act (CEQA), is categorically exempt\nunder Title 14 of the California Code of Regulations, Section 15302, Class 2(c) exemption for replacement\nof facilities involving negligible or no expansion of capacity; and\nc. Approving the Notice of Exemption for the Gardendale Tot Lot Surfacing Improvements, City Project No.\n85-SP; and.\nd. Authorizing the Mayor to execute the Agreement in a form acceptable to the City Attorney.

Directing the City Clerk to file a Notice of Completion with the Los Angeles County Registrar Recorder’s\nOffice.
