ADOPTION OF RESOLUTION NO. 23-5672 TO APPROVE THE ROAD REPAIR\nAND ACCOUNTABILITY ACT (SB 1) PROJECT LIST FOR FISCAL YEAR 2023-\n2024\nThe City Council is requested to approve a list of projects that will utilize Road\nMaintenance and Rehabilitation Account funds for Fiscal Year 2023-2024.\nRecommendation:\n1. Approve Resolution 23-5672 (Attachment “A”) to approve the resurfacing of\nvarious streets citywide as Temple City’s designated project for Road\nMaintenance and Rehabilitation Account (RMRA) funds for Fiscal Year (FY)\n2023-2024 pursuant to Senate Bill 1, the Road Repair and Accountability Act\nof 2017 (SB 1);\n2. Direct the City Manager to include the corresponding Capital Improvement\nProjects (CIPs) in the FY 2023-2024 City Budget including RMRA funds and\nthe required General Fund maintenance of effort match; and\n3. Authorize the City Manager to submit the required documents and information\nto the California Transportation Commission (CTC) for the City to receive\nRMRA funds.

APPROVAL OF AMENDMENT TWO TO THE AGREEMENT WITH THE SAN\nGABRIEL VALLEY COUNCIL OF GOVERNMENTS FOR PREPARING AND\nMAINTAINING THE SAN GABRIEL VALLEY REGIONAL VMT ANALYSIS\nMODEL\nThe City Council is requested to approve amendment two to the agreement with\nSan Gabriel Valley Council of Governments to update the City’s existing vehicle\nmiles traveled analysis model and tool.\nRecommendation:\n1. Approve amendment two to the agreement between the City of Temple City\nand the San Gabriel Valley Council of Governments (SGVCOG) for preparing\nand maintaining the San Gabriel Valley regional vehicle miles traveled (VMT)\nanalysis model (Attachment “A”); and\n2. Authorize the City Manager to execute the agreement.

AUTHORIZATION TO RECEIVE THE CALIFORNIA AUTOMATED PERMIT\nPROCESSING GRANT AND ENTER INTO AN AGREEMENT WITH THE\nCALIFORNIA ENERGY COMMISSION\nThe City Council is requested to receive the California Automated Permit\nProcessing Grant and authorize the City to enter into a grant agreement with the\nCalifornia Department of Energy to comply with Senate Bill 379.\nRecommendation:\nThe City Council is requested to:\n1. Receive the California Automated Permit Processing Grant (Cal-APP) in the\namount of $40,000;\n2. Authorize the City Manager to enter into a grant agreement with the California\nDepartment of Energy; and\n3. Amend the Fiscal Year (FY) 2023-2024 budget to demonstrate the increased\nrevenue and costs associated with the implementation of the solar permitting\nsystem.

CONSIDERATION OF ANNUAL RATE ADJUSTMENT REQUEST BY\nATHENS SERVICES FOR SOLID WASTE COLLECTION\nThe City Council is requested to consider an annual rate adjustment requested\nby Athens Services for solid waste collection.\nRecommendation: Approve the annual rate adjustment of 4.65%\nrequest by Athens Services for solid waste\ncollection services to become effective July 1,\n2023.

APPROVAL OF A MEMORANDUM OF AGREEMENT REGARDING THE\nADMINISTRATION AND COST SHARING FOR IMPLEMENTING THE\nWATERSHED MANAGEMENT PLAN (WMP) ASSOCIATED TASKS AND\nTHE COORDINATED INTEGRATED MONITORING PROGRAM (CIMP) FOR\nTHE UPPER LOS ANGELES RIVER WATERSHED MANAGEMENT AREA\nThe City Council is being asked to approve this Memorandum of Agreement\nbetween the City and other neighboring jurisdictions to continue to implement\nthe CIMP as well as various WMP- related tasks.\nRecommendation:\n1. Approve a Memorandum of Agreement between the members of the Upper\nLos Angeles River Watershed Group and the San Gabriel Valley Council of\nGovernments regarding the administration and cost sharing for\nimplementing the Watershed Management Plan associated tasks and the\nCoordinated Integrated Monitoring Program for the Upper Los Angeles\nRiver Watershed Management Area; and\n2. Authorize the City Manager to sign the MOA.

Receive and file the Annual Comprehensive Financial Report (ACFR) for\nthe year ended June 30, 2022 (Attachment “A”);\n2. Receive and file the Independent Auditor’s Communication to the City\n(Attachment “B”);\n3. Receive and file the Independent Accountants’ Report on Applying Agreed-\nUpon Procedures Related to the Article XIII-B Appropriations Limit\nCalculation (Gann Limit) (Attachment “C”); and\n4. Approve hosting and co-sponsorship of a 2023 Hi Autumn Festival\n(Festival) with World Journal LA, LLC (World Journal) on Saturday,\n2. Approve the temporary parking ban on the northside Las Tunas Drive\nbetween Kauffman Avenue and Golden West Avenue adjacent to Temple\nCity Park and a parking ban on the westside of Golden West Avenue\nadjacent to Temple City Park on September 16 and 17, 2023.\n3. Waive all fees and deposits for use of Temple City Park and the\nPerforming Arts Pavilion;\n4. Waive all fees and authorize City staff to hang a street banner on Las\nTunas Drive from August 14 to September 17, 2023;\n5. Approve use of the City’s outdoor movie screen and equipment;\n6. Approve the use of the City Seal and City Logo for advertising and\npromotional materials; and\n7. Grant World Journal LA, LLC a special event permit with the conditions and\nresponsibilities stated in the staff report and authorize the City Manager to\nplace additional conditions if necessary.
